Significant efforts have been made to increase the amount of protected lands. A problem of increasing the amount of public protected areas is that governments and other institutions face difficulties in providing the necessary resources for effective management. Accordingly, managers must be as efficient as possible but the lack of comparative methods makes the evaluation of efficiency difficult. Using Data Envelopment Analysis, a non-stochastic and non-parametric approach, information from 29 protected areas in 5 countries was analyzed to compare management efficiency amongst them. The first result found is the level of management efficiency that each park has in comparison with the others parks. The other important result is a prediction of the changes in the outputs if there is a hypothetical budget change. These results allow the generation of information for decision making.

It is argued that the park planning challenge is not simply one of protecting parks from development and unmanaged use, but is much more inclusive, considering the communities adjacent to or within it and the tourism industry to which it is linked. In this discussion, it is recognized that park planning is an inherently 'messy' task, thus requiring new and more effective approaches to planning. General principles and processes on which park planning is founded are outlined. The chapter concludes with a discussion of the issue of involving communities in the planning process. A case study of the St. Lawrence Islands National Park (Canada) is presented.

It then looks at how visitation to parks is translated into local economic activity and how this is measured. Several examples (from Australia, Canada, Belize, and the USA) of the significance of park-based tourism illustrate the varying success of this type of economic development scenario and provide insight into how communities can benefit economically from tourism while sustaining their quality of life.
