This paper examined the perception of grade 1 pupils and their teachers towards WAPASA Applicatio... more This paper examined the perception of grade 1 pupils and their teachers towards WAPASA Application in the teaching and learning. The study employed the descriptive research design. A stratified random sampling of 210 pupils and a purposive sample of 12 teachers were from three purposively selected primary schools in Harare City. Of those, eight teachers and 196 pupils responded. Due to positive attitude of teachers and learner, it was concluded that WAPASA App is very useful for teaching and learning as it was perceived to be fun and interesting to use. Therefore, it can be used to support and enhance learning. If properly incorporated into the teaching and learning process, e-learning will play an important role for learning effectiveness. Therefore, it is recommended that, teachers should use the WAPASA App for maximized learning effectiveness. The role of information and communication technologies (ICTs) in poverty reduction and developmen... more The role of information and communication technologies (ICTs) in poverty reduction and development has been mainly assessed in the context of the agricultural sector. In this paper, we discuss the use of ICTs in Zimbabwe’s artisanal gold mining sector. The study uses desk research and a case study of Zhombe District in Midlands province. We contend that this line of inquiry deserves attention because of its huge impact on poverty reduction in Zimbabwe. The study concludes that there is little use of ICTs in the sector and highlights potential ICT applications that would enhance the sector’s contribution to poverty reduction and development. Recently, a lot of research has been carried out to improve irrigation water use efficiency through automation by employing wireless sensor-based monitoring systems. Further to the improvement of water use efficiency and yield, while reducing costs, a field trial was carried out at a farm in Harare, Zimbabwe, during the 2016, 2017, and 2018 winter seasons to test whether a new approach to the automated irrigation systems, one based on IoT and wirelessly connected soil sensors (called hereafter as WCSS), improves water use efficiency without reducing yield. The single function algorithm simplifies the Short Message Entities programming where ATtention Commands are used to link Switched on Mobile Stations with Service Centers. This is in mode 0 of the short message service transmission. This paper shows that by using, only one single string function, the “ Mid ” or “ Substring” function, it is still possible and is simpler to encode all the metadata contained in the Transport Protocol Data Unit frame of the Submit Protocol Description Unit packet. Our results show that, this proposed algorithm, always outputs 100% perfectly accurate packets for any combination of header and user data payload submitted in hexadecimal octets or decimal semi-octet format. Two new singular values are introduced and the use of a defeasible universal quantifier as a singular value is explored. Other singular values which have been covered in the literature are also reviewed, and emphasis is placed on how all the singular values relate to one another. The importance of context specific ICT4D innovation has been highlighted in Information Systems r... more The importance of context specific ICT4D innovation has been highlighted in Information Systems research by the shortcomings of a-contextual innovation. This has often been accepted without due understanding of how to develop context specific interventions. There is therefore a need for a framework that elucidates ICT4D contextualisation and guides the development of context specific interventions. This should be useful to practitioners that are constantly advised to develop context specific artefacts without any clarity of how to do so. Using evidence from Zimbabwe this paper proposes the use of livelihood profiles for identifying the livelihood issues that matter in a particular locality and Sen's Capability Approach for assessing the opportunity freedoms to exploit the local livelihoods. This is presented as a systematic way of establishing the context under which ICT4D interventions will be deployed. The study uses focus groups under an interpretivist paradigm to investigate contextual issues in Zimbabwe Highveld Prime Communal livelihood zone. The study found a politically polarised contextual setting characterised by poor agricultural finance, ineffective crop and livestock markets, unrewarding labour markets against a good agricultural climate that is affected by cyclical droughts. As a result the study posits that ICT4D innovations for the zone must be designed to operate under these realities and limitations.

"Big data research provides unique means to signal opportunities and address cha... more "Big data research provides unique means to signal opportunities and address challenges faced by Mobile Network Operators (MNO) in Africa. This paper premises the idea of creating ‘African-Smart’ mobile networks built around value networks and supported by big data technologies. The proposed approach involves a bottom-up avenue, using raw data from mobile operators. Big data technologies augment research data to extract useful insights that could benefit the MNO operations and African users. The paper flags up a lack of sustainable research collaborations and partnerships between academic institutes and MNO in Africa. It also identifies the lack of instrumentation infrastructure in African institutes and communities. Big data research relies on instrumentation of voluminous and varied data at very high speeds. Africa is challenged in collecting data as most processes are still manually based. This paper proposes to establish Public Private Community Partnerships and invest in the col- lection of data. Such data enables the measuring of the ‘pulse’ of African communities and institutes. MNOs can take advantage by developing African-Smart networks that reflect the African pulse."

Knowledge Management (KM) has come to be regarded as an important activity in today's organizatio... more Knowledge Management (KM) has come to be regarded as an important activity in today's organizations. Technology plays a crucial role in KM of facilitating knowledge flow through the knowledge life cycle. This role is mostly realized by the implementation of a Knowledge Management System. However, the development of these systems is still haphazard, as organizations implement systems that are not guaranteed to enhance knowledge processing activities, and which may not be knowledge management systems at all. Most of these systems are groups of technologies brought together, with no theoretic and/or conceptual framework to justify the way in which they are integrated. The various forms of knowledge are not handled appropriately, as there is no distinction between the processes involved in managing these knowledge forms in the systems. Hence knowledge distribution and use is not done consistently, efficiently, and effectively. There is therefore a need for a reference point from a technical perspective, emanating from a theoretic and conceptual framework that will guide in developing these systems. This reference point is best provided in the form of a generic knowledge management system architecture, which will guide all technological implementations for KM. This paper seeks to outline the need for a generic knowledge management system and what is to be taken into consideration in terms of technical as well as organizational objectives when developing it. The paper also presents some of the quality attributes to be considered in developing the architecture, and the technologies that can be incorporated.

Knowledge Management (KM) has come to be regarded as an important activity in today's organizatio... more Knowledge Management (KM) has come to be regarded as an important activity in today's organizations. Technology plays a crucial role in KM of facilitating knowledge flow through the knowledge life cycle. This role is mostly realized by the implementation of a Knowledge Management System. However, the development of these systems is still haphazard, as organizations implement systems that are not guaranteed to enhance knowledge processing activities, and which may not be knowledge management systems at all. Most of these systems are groups of technologies brought together, with no theoretic and/or conceptual framework to justify the way in which they are integrated. The various forms of knowledge are not handled appropriately, as there is no distinction between the processes involved in managing these knowledge forms in the systems. Hence knowledge distribution and use is not done consistently, efficiently, and effectively. There is therefore a need for a reference point from a technical perspective, emanating from a theoretic and conceptual framework that will guide in developing these systems. This reference point is best provided in the form of a generic knowledge management system architecture, which will guide all technological implementations for KM. This paper seeks to outline the need for a generic knowledge management system and what is to be taken into consideration in terms of technical as well as organizational objectives when developing it. The paper also presents some of the quality attributes to be considered in developing the architecture, and the technologies that can be incorporated.

The role of information and communication technologies (ICTs) in poverty reduction and developmen... more The role of information and communication technologies (ICTs) in poverty reduction and development has been mainly assessed in the context of the agricultural sector. In this paper, we discuss the use of ICTs in Zimbabwe’s artisanal gold mining sector. The study uses desk research and a case study of Zhombe District in Midlands province. We contend that this line of inquiry deserves attention because of its huge impact on poverty reduction in Zimbabwe. The study concludes that there is little use of ICTs in the sector and highlights potential ICT applications that would enhance the sector’s contribution to poverty reduction and development.
