The issues of opening pharmacies, their functioning and training of specialists were also studied. In particular, the attitude of the colonial government to the opening of private pharmacies, the area of the city where a pharmacy could be opened, as well as the conditions for opening a new pharmacy are indicated.

In reality, the establishment of this system was primarily aimed at serving the interests of military personnel involved in the conquest, their families, and later, the Russian settlers. Nevertheless, the colonial administration recognized that depriving the local population of medical assistance could lead to various economic and social challenges. Consequently, efforts were made to extend medical services to the indigenous population as well. However, significant social barriers emerged due to differences in lifestyle, religious beliefs, and national values. One of the key obstacles was the inability of centrally dispatched physicians to communicate in the local languages, which complicated the provision of medical care. Additionally, discrepancies in religious beliefs further exacerbated the situation. Moreover, the local population's skepticism toward modern medical equipment, as well as their perception of military-uniformed doctors as officers rather than healthcare providers, underscored the scale of these challenges.

Of local importance were the special diseases of the region, local methods of treating them, the specialization of doctors by area, the rules in force around the area and the medical worldview of the populations living in the foothills and plains. And also, the influence of regional characteristics of professional utensils of populations engaged in cattle breeding and agriculture and the awareness of the medicinal qualities of industrial products were studied. In addition, the features of the rules for observing chill in the prevention of infectious diseases are revealed.

Следует отметить, что колониальное правительство использовало медицину как тайное оружие, чтобы поддерживать свою политику и создавать себе опору. Известно, что многие колониальные державы использовали медицину для того, чтобы положительно представить себя на оккупированных ими землях. Медицинская политика, проводившаяся Российской империей в Туркестане по образцам всех колониальных стран, проходила под контролем и управлением военных. В частности, в Положении 1886 г. об управлении страной указано, что медицинское управление в Туркестанской области находится в ведении Главного военно-медицинского управления.
