The considerable scale of public procurement, € 35 billion annually, offers a number of opportunities to find better solutions to societal needs and to accelerate the development, commercialization and diffusion of innovative solutions. This study examines the potential of innovative public procurement in different sectors and different types of procurement. In order to facilitate management and monitoring, a definition of innovative procurement is presented which emphasizes both the novelty of the procured solution and its impact on the improvement of public services. The report also provides an overview of the practices, examples and implementation possibilities of performance-based and outcome-based procurement. Tässä tutkimuksessa tarkastellaan kyberosaamisen nykytilaa ja tulevaisuuden näkymiä Suomessa. Kyb... more Tässä tutkimuksessa tarkastellaan kyberosaamisen nykytilaa ja tulevaisuuden näkymiä Suomessa. Kyberosaamisella tarkoitetaan kyberturvallisuuteen liittyvää tutkimus-, kehitys-ja innovaatiotoimintaa. Raportissa analysoidaan suomalaisten yritysten, korkeakoulujen, ja tutkimuslaitosten kyberturvallisuuteen liittyvä tutkimustoimintaa, alan koulutusta, innovaatio-ja kehitystoimintaa sekä julkisen hallinnon roolia ja alan yhteistyön tilaa. Lisäksi siinä käsitellään Suomen vahvuuksia ja heikkouksia kyberturvallisuusosaamisessa sekä osaamisen puutteita ja kapeikkoja. Kansallisen tarkastelun ohella tutkimuksessa nostetaan esiin muutamia kansainvälisiä edelläkävijämaita (Hollanti, Viro, Israel), joita vastaan suomalaista kehitystä voidaan peilata. Kyberosaamisen tulevaisuutta tarkastellaan kybertoimintaympäristön muutoksen ja tulevaisuuden kehitystarpeiden näkökulmista. Raportissa luodaan tulevaisuuskuva Suomen kybertoimintaympäristön kehityksestä 10 vuoden aikajänteellä sekä kolme tiekarttaa, jotka kuvaavat siirtymää nykytilasta kohti tavoitetilaa.

To what extent have public policies contributed to the innovation performance of Finland and Swed... more To what extent have public policies contributed to the innovation performance of Finland and Sweden in the period 1970-2013? This paper aims to assess the share of innovations stimulated by the public sector, specifically because of receiving public funding or being the result of research collaboration with public institutions. We combine survey and LBIO results on these variables, to overcome reporting biases found in the two methods.The main data comes from the new UDIT dataset, which gathers the most significant innovations of both countries for the period, in total about 4,100 Swedish and 2,600 Finnish innovations. It has been constructed following the LBIO method (Literature Based Innovation Output), which obtains information on relevant commercialized innovations from general technology journals as well as industry specific trade journals.Our results indicate that Finland had a substantially larger public involvement in these innovations than Sweden. In recent years, Finnish technology policy has been influenced by theories of the post-industrial society, information society and network society, and it has aimed at high technology intensive economic growth. Despite the growing uncertainty in the ICT-mar-kets that has lately started to undermine the guidelines of the policy, the rapid growth of the ICT cluster and fast structural change in the economy are expressions of economic success. Across advanced industrial countries, science, technology and innovation have come to play an inc... more Across advanced industrial countries, science, technology and innovation have come to play an increasingly important role among state policies as governments aim at fostering knowledge-based economic growth. Both in the European Union and in Finland, policies in this area are currently being transformed into a broad-based innovation policy. This article analyses this policy transformation and pays attention to the changes in the goal-setting of the policy, in particular by looking at how and to what degree other goals than economic growth and competitiveness have been integrated into the policy framework. In addition, the article identifies three key administrative and political challenges related to the emerging framework of a broad-based innovation policy.

The evaluation focused on the Council’s activities in 2005–2012. As international reference bodies for the Finnish Council were used its counterparts in Denmark, Austria and the Netherlands. The evaluation material consisted of interviews with Council members, key stakeholders and representatives of the Council’s secretariat, an extensive survey targeted at the Council’s stakeholders, documentation and international reference material. General internationalisation, globalisation of the economy and increasing complexity in society pose challenges to the Council’s activities. These trends are reflected in the contents of the research and innovation policy and the Council’s operating methods. During the last two decades, Finland has experienced an extensive societal transformation in whic... more During the last two decades, Finland has experienced an extensive societal transformation in which the Nordic welfare state model has been challenged by economic turbulences and globalisation. At the same time, the building of an information society, in which there is a growing emphasis on economic competitiveness and knowledge-intensive production, has become a central political metaobjective and formed a new national strategy. This article examines governance changes related to these transformations. The analysis shows that the Finnish experience combines both strong corporatist and market modes of governance but, at the same time, there has been a significant increase in social inequality related to the growing market governance. Such inequalities have been mostly neglected in recent discussions of the Finnish 'model' or 'miracle'. The corporatist system shows a limited capacity towards deliberative and more inclusive approaches, but it also tends to merge with educational modes of governance.
Finland has recently undergone a radical shift in government orientation from state regulation to... more Finland has recently undergone a radical shift in government orientation from state regulation towards a market-driven science, technology and innovation (STI) policy. This strategy has raised the country to the top of performance indicators for the knowledge economy. It has also prevented further horizontalisation of innovation policy. Finland’s experience indicates that it is difficult for actors outside core STI policy to participate in wider policy making and that some players do not have the competence needed to act horizontally. A hegemonic mode of action is evident in various policy practices that are also characteristic of the councils that have been set up to act in a horizontal framework and of the corporatist traditions of negotiation and representation. Even though sectoral strategies still predominate, there are attempts to expand innovation policy to include social issues. Such cases require co-operation between the private and public sectors.

The UNI project studied ways in which changes in external funding mechanisms and recent governance changes in Finnish universities have changed the framework conditions influencing innovativeness and innovation in university research. Innovation here refers to novel approaches and potentially, breakthrough research, requiring risk-taking. The UK provided a comparative perspective for the study. This report reprints four separate policy briefs and reports that the UNI project has produced and provides an overall concluding chapter for them. A major conclusion of the study is that, so far, there has not been much impact from the recent policy changes on intellectual innovation in research in Finland. Higher education, science, and technology policies have become increasingly interdependent, and t... more Higher education, science, and technology policies have become increasingly interdependent, and the need for their mutual coordination has been widely acknowledged. This article analyses the institutional organisation and coordination capacity between these policy sectors in Finland. Because of its consistent line of policy in these areas, combined with its recent success in international competitiveness and educational rankings, Finland provides an interesting case in this respect. The Finnish institutional model, particularly the high-level coordinating role of the Science and Technology Policy Council, has also come to be internationally recognised. The article scrutinises coordination processes both vertically, between the levels of government, and horizontally across sectors.
