Title: Authorizing Speed Monitoring Systems

Vote to pass a bill that authorizes all counties in Maryland to use speed monitoring systems in school zones, residential districts with speed limits up to 45 miles per hour, and highway construction zones with a speed limit of at least 45 miles per hour.

Highlights:

- Defines "speed monitoring system" as a device with motor vehicle sensors producing recorded images of motor vehicles traveling 10 miles per hour above the posted speed limit (Sec. 1). - Specifies that only warnings may be issued to violators for at least 30 days after implementing speed monitoring systems (Secs. 1 and 4). - Requires that before a county may use a speed monitoring system the county shall (Sec. 1):

- Obtain the approval of the State Highway Administration; - Notify the local government of the State Highway Administration's approval of the use of speed monitoring systems in that county; and - Allow the local government 60 days to create an ordinance allowing the it to use a speed monitoring system instead of the county.

- Specifies that if a speed monitoring system is implemented 250 feet past the location of a sign that decreases the speed limit on a highway, the system may only be calibrated to capture images of vehicles traveling at 10 miles per hour or above the previous posted speed limit (Sec. 1). - Requires the agency in charge of administering the citations through the speed monitoring systems to be in coordination with the district courts (Sec. 2). - Requires revenue collected as a result of fines issued because of speed monitoring to be used for related public safety purposes and for pedestrian safety programs (Sec. 3). - Requires local jurisdictions to notify the public about the locations of unmanned stationary speed monitoring systems on their websites, in local papers with general circulation, and on signs designating school zones (Sec. 1). - Specifies that civil penalties for violators shall be up to $75 (Secs. 1 and 2).
