Yingkou Coastal Base (Liaoning Province, China)
Bayuquan is pronounced "Ba-you-ch-en", where the "ch" is as in "cheese", and the "end" is as in "end"
Yingkou is pronounced "Ying-ko", rhyming with "Ying-go".
Liaoning is pronunced "Leow-ning", rhyming with "meow-ning" ("meow" as a cat makes).
Xianren is pronounced "sh-en-wren", where the "sh" is as in "sheet", and the "en" is as in "yen" (the japanese currrency)

The Yingkou Coastal Base Initiative is a unique and exciting opportunity:
In the 1980s, China began opening up to foreign trade and investors by
focussing on South China, and the Pearl River and Guangdong Province.
Shenzhen in particular was transformed from a fishing village to an important
metropolis with a population of 10 million, in a short period of time.In the 1990s, the Pudong area on the eastern side of the Huangpu river in the
Shanghai region was designated as another focal point for China's reform.
Subsequently the whole Yangze valley area was transformed.Today, the Chinese Government has shifted its strategic focus to the Bohai Sea
rim areas of North East China - including in particular Yingkou. Traditionally the
North East of China has been the centre for heavy industry, and is being re-
vitalised as a matter of national strategic priority. The Bohai Sea has also
recently yielded some significant new oil and gas reserves.Liaoning Province (including Yingkou) is coastal and has a hinterland of three
futher, and land-locked, Provinces in North East China. All marine transported
goods and materials from the North East thus flow through Liaoning Province.Five points on the Liaoning Province have been designated for substantial
expansion and investment - including Yingkou.Yingkou city is already experiencing substantial GDP growth - 25.5% in 2005 as
against the national figure of 10.7% - even before the Coastal Base project.
The Yingkou Coastal Base project encompasses almost 200 square kilometres of new development: with a 44 square kilometre (10,872 acres) Phase 1 now well in progress.
Yingkou's port is currently the 10th largest nationally, and is now being massively expanded as part of the Coastal Base initiative.
The land for the Coastal Base is very largely uninhabited - being marshland and also reclaimed from the sea - thus avoiding relocation of residents.
The Coastal Base land prices are as a result currently very low by Chinese standards, about 20% of those in Tianjin and 30% of those in Dalian.
A number of international (including one Fortune 500) and national (including two national 500) companies have committed to Phase 1 of the Yingkou Coastal Base and have started
construction.There are beneficial tax and other fiscal incentives for companies establishing in the Yingkou Coastal Base.
Historical linkage with Europe from Yingkou are strong, and a European theme to the Yingkou Coastal Base initiative is prominent, including a focus on sustainable development.
