Bill to ensure a safe and secure environment for women in women’s space
1.Background and Objectives
 In October 2023, the Supreme Court ruled that the provision that requires "the absence of
gonads or a permanent lack of gonad function" in the law that stipulates the conditions for
gender change in Japan is unconstitutional.
 In response to this, concerns have been raised that "men who identify themselves as
women may enter women's restrooms and commit crimes," and that "women's safety and
security may be at risk."
 In response to these concerns, we are considering submitting the bill to ensure a safe and
secure environment for women.
2.Outline of the bill
 For public baths and changing rooms etc., which are used by many people without wearing
clothes, measures will be taken by the relevant ministries and managers of such facilities,
regarding the separate use of facilities by men and women, based on the premise that men
and women are distinguished by physical characteristics.
 In facilities that are normally used by men and women separately, such as restrooms,
managers of such facilities will be required to make efforts to take necessary measures,
such as providing necessary equipments and patrols, to ensure a safe and secure
environment for women to use the facilities.

Sunayna Tuteja is a globally recognized innovation leader operating at the nexus of finance, technology, and policy. She most recently served as the first Chief Innovation Officer of the Federal Reserve System, where she built and led the Fed’s innovation agenda across the 12 Reserve Banks and Board of Governors. Her work focused on both the application of emerging technologies within the institution and assessing the policy implications shaping the future of the financial system - including artificial intelligence, digital assets, tokenization, quantum computing, and the future of money and payments.

With more than a decade of experience as a builder, investor, and operator across TradFi, fintech, crypto, and central banking in North America and Asia, Sunayna is known for helping institutions meet the moment - by solving gnarly problems and translating bold ideas into practical execution, shipped outcomes, and measurable business value. Prior to the Federal Reserve, she built the digital assets practice at TD Ameritrade and led major digital transformation initiatives across TD Bank in both Canada and the United States.

A connector of ideas, individuals, and institutions, Sunayna has spent her career creating the conditions for active engagement between the public and private sectors. Her regularly hosted and curated (and over subscribed!) roundtables have yielded not only a forum for spicy conversations, but also positive connections and productive collaboration. When Sunayna is not nerding out about all things innovation, you can find her adventuring the skies in her Cessna.

Why Japan ? Why WebX ?

Japan has been selected as the host country for WebX due to its national strategy promoting Web3 technologies and the strong commitment of major domestic corporations to this field.
While many regions around the world are tightening regulations on crypto asset markets, Japan continues to promote highly transparent regulatory frameworks and accessibility to advanced technologies.
WebX is one of Asia’s largest events focusing on cutting-edge Web3 technologies, including cryptocurrencies and blockchain.
This allows for WebX to serve as a platform for companies, experts, and specialists from Japan and abroad to share insights and discuss the evolution of the digital economy.
The event provides an important opportunity to reaffirm Japan’s leadership in the digital economy and accelerate technological innovation.
Furthermore, WebX acts as a bridge connecting emerging technologies and industries, positioning Japan as a hub for digital innovation in Asia.

Our Concept

This phrase describes the innovative potential of Web3.
At WebX, every industry, company, and individual is connected beyond digital boundaries– like nodes connected in blockchains, transforming the world through the power of advanced technology.
Our mission is to shape a new future. “Connecting the Nodes Beyond the Screen" is not just a slogan, it is a commitment for the future.
WebX is also the only conference where you can interact with a broad spectrum of government organizations, established companies, IP companies, and Web3 companies.
