The World Heritage Committee,

  1. Having examined Document WHC/19/43.COM/8A.Rev,
  2. Stressing the importance of the process of revision and updating of Tentative Lists, as a tool for regional harmonisation of the World Heritage List and long-term planning of its development;
  3. Encourages States Parties to seek as early as possible upstream advice from the World Heritage Centre and the Advisory Bodies during the development or revision of their Tentative Lists as appropriate;
  4. Takes note of the Tentative Lists presented in Annexes 2 and 3 of this document.

The World Heritage Committee,

  1. Having examined Document WHC-14/38.COM/8A**,**
  2. Stressing the importance of the process of revision and updating of Tentative Lists, as a tool for regional harmonisation of the World Heritage List and of long term planning of its development;
  3. Takes note of the Tentative Lists presented in Annexes 2 and 3 of this document;
  4. Recalls that all States Parties to the Convention shall, in so far as possible, submit tentative lists of those properties situated on their territory which might be considered suitable for inscription on the World Heritage List;
  5. Encourages States Parties to the Convention who have not yet submitted any tentative list of those properties situated on their territory which might be considered suitable for inscription on the World Heritage List to request International Assistance in order to help them prepare such a list;
  6. Requests the World Heritage Centre to present a proposal for revising the procedure of registration of Tentative Lists in the Operational Guidelines, for examination by the World Heritage Committee at its 39th session, in 2015.

The World Heritage Committee,

1. Having Examined Document WHC-09/33.COM/8A,

2. Recalling Decisions 31 COM 8.1 and 32 COM 8A adopted at its 31st (Christchurch, 2007); and 32nd (Quebec City, 2008) sessions respectively,

3. Stressing the importance of the process of revision and updating of Tentative Lists, as a tool for the regional harmonization of the World Heritage List and of long term planning of its development;

4. Takes note of the Tentative Lists presented in Annexes 2 and 3 of this document;

5. Also takes note that several States Parties (including, among others, Afghanistan, Brazil, Israel, Libya, Oman, Paraguay, São Tomé e Principe and Uruguay) are currently preparing revised or updated Tentative Lists;

6. Decides to adjourn the discussion on these matters to its 34th session in 2010.

3. Notes that these discussions have not reached an agreed conclusion at the 32nd session;

4. Requests that this item be included on the agenda for its 33rd session;

5. Further requests the Chairperson of the 33rd session to establish a working group to continue the analysis of these issues in order to suggest a solution.

Recognizing the importance of Comparative Analysis and Transnational Serial nominations, requests the Advisory Bodies to continue to develop thematic studies to guide the States Parties in their tentative listing and nominations. The pro-active ICOMOS Report on Cultural Landscapes of the Pacific Islands is a model for this assistance.

The World Heritage Committee,

  1. Having examined Document WHC-07/31COM/8A,
  2. Reaffirming that Tentative Lists are instrumental for planning purposes and for comparative analysis of properties to be nominated for inscription on the World Heritage List,
  3. Stressing the importance of assistance by the World Heritage Centre, at countries' request, in the development of Tentative Lists,
  4. Requests the World Heritage Centre, in consultation with the Advisory Bodies, to propose a revision of Part II. C ("Tentative Lists") of the Operational Guidelines, in order to clarify the procedures of technical analysis by the World Heritage Centre and to ensure that properties proposed on the Tentative Lists are consistent with properties already inscribed on the World Heritage List;
  5. Further requests the World Heritage Centre to present to the World Heritage Committee, at its 32nd session in 2008, a proposal in this regard.
