The aim of this research is to present a disaggregated geostatistical analysis of the subnational provincial trends of child mortality variation in Zimbabwe from a child health policy perspective. Soon after gaining independence in 1980, the government embarked on efforts towards promoting equitable health care, namely through the provision of primary health care. Government intervention programmes brought hope and promise, but achieving equity in primary health care coverage was hindered by previous existing disparities in maternal health care disproportionately concentrated in urban settings to the detriment of rural communities. The article highlights policies and programs adopted by the government during the Millennium Development Goals period between 1990-2015 as a response to the inequities that characterised the country’s maternal health care. A longitudinal comparative method for spatial variation on child mortality rates across provinces is developed based on geostatistical analysis. Cross-sectional and time-series data was extracted from the World Health Organisation (WHO) Global Health Observatory data repository, Demographic Health Surveys reports, and previous academic and technical publications. Results suggest that although health care policy was uniform across provinces, not all provinces received the same antenatal and perinatal services. Accordingly, provincial rates of child mortality growth between 1994 and 2015 varied significantly. Evidence on the trends of child mortality rates and maternal health policies in Zimbabwe can be valuable for public child health policy planning, and public service delivery design both in Zimbabwe and across developing countries pursuing the Sustainable Development Agenda.

However, although some countries were successful in eradicating hunger by 2015, others have attained worse levels of chronic hunger than they previously had in 1990. Based on cross-sectional and time-series data, this research aims to explore the impacts of armed conflicts on chronic hunger prevalence in sub-Saharan African countries. A nested analysis and multimethod comparative research design are adopted as the empirical strategy for the causal analysis of the impact of armed conflicts on chronic hunger prevalence across 39 sub-Saharan African countries during the MDG period 1990-2015. Panel data models’ estimations are used as large-N analyses (LNA) to test hypotheses on the regular effects of armed conflicts on chronic hunger. Subsequently, small-N analyses (SNA) based on the case studies of the Republic of Djibouti, Republic of Guinea-Bissau, Republic of Angola, Republic of Mali, and Republic of Zambia are used to explore and trace the causal mechanisms through which armed conflicts affect the prevalence of chronic hunger in the contemporary sub-Saharan region. Understanding the impact of armed conflicts on chronic hunger from a comprehensive comparative perspective across sub-Saharan African nations could help governments, stakeholders and specialized agencies to find evidence on how to prevent hunger, eliminate conflicts, combat extreme poverty, and promote sustainable development in the region.

Constitutional guarantees against Hunger in African Countries: An assessment of legal integration of UN food policies

The fall of European colonial empires during the second half of the twentieth century led to a ne... more The fall of European colonial empires during the second half of the twentieth century led to a new international order characterized by the democratization of international organizations. In return, the democratization of international organizations reinforced the legal duty of human rights protection within the international community. Our aim is to provide an overview of the influence of the United Nations Food and Agriculture Organization’s directives on the incorporation of legal protections against hunger in African constitutions. We will base our assessment of the existing constitutional guarantees against hunger in Africa on a cross-sectional geoprocessing statistical analysis of the respective constitutions of the 54 African countries currently recognized by the UN. The findings reveal that solely 17 African constitutions explicitly integrate international food policies directives. The study recommends that governments should pursue both further explicit legal guarantees, and law enforcement against hunger.

Margi-naux de la société normale-où se présentent les normes juridiques, les misérables n'ont pas un droit de représentativité politique. Tout au contraire, la politique les exclut, et contre la parole de l'autorité ils n'ont aucune voix. Dans ce milieu littéraire représentatif de la pauvreté, Victor Hugo développe un langage pour ces misérables. Moyennant une analyse de leurs discours linguisti-ques, nous voudrions penser les conséquences de l'oppression de la pauvreté dans le discours, en retrouvant dans le manque de pouvoir linguistique un symptôme qui dénonce un autre problème scandaleux.
