Researchers have been criticized for applying generic organization and management theories to public sector organizations on the basis that such theories ignore significant public-private differences. To examine the extent to which generic theories can help us better understand public-private differences, the authors applied a generic leadership theory to both a private and a public sector organization and found interesting differences between the two organizations. The authors concluded that generic theories serve the useful purpose of allowing researchers to compare and contrast public sector management issues with those of other types of organizations. Theoretical and practical implications of these findings are discussed.
Fundamental Differences in Leadership in Public and Private Organizations
The aim of this paper is to discuss the differences between leaders and leadership styles in the public sector when compared to their private sector counterparts. This paper will be focusing on leaders within the administration of public agencies and not political leaders or elected representatives. Leadership in public management: Some theoretical and methodological considerations

despite its pertinence in administrative sciences, leadership in public management is still ill conceptualized. in this context, the authors propose an analytical framework to reconsider the study of public leadership. to explore this issue they begin by stating the difference between public and private management and look at the specifics of public management´s objectives. then, they try to develop a comprehensive model to understand the variety of situations in public leadership; a model based on a broader perspective rather that on a managerial one. in particular, they defend the idea that different types of leadership are required depending on the level of responsibility of the managers and other aggregate variables such as the level of institutionalization and power of the public organization where the managers work.
Reviewing Public Sector Leadership

Leadership is an essential component of public administration. There are variety of leadership dimensions, which evolves to highlight effective forms of leadership, in ensuring the stability of the government's administrative machinery. Using Quinn's (1988) dimensions of leadership, which are applicable to the current situation, 20 items were tested for validity using confirmatory factor analysis from the perspective of managerial groups and professionals from several ministries participated in the study. According to the findings, 17 measurement items have been validated, which demonstrates that two types of leadership exist in ensuring the organization's stability by taking into account the two existing internal and external environments. Failure to maintain control over these two environments will have an impact on the public sector's performance and add to the administration's instability. The ongoing effort to shape leadership must continue. The practical and methodological issues in relation to public leadership constructs are discussed in light of these findings.
Public sector leadership: new perspectives for research and practice

In this article, we aim to portray the state of the art in public sector leadership in order to recommend directions for research and training practice. To this end, we review the scattered strands of literature on public sector leadership (PSL) and classify them in a single framework. The results of the study suggest that public sector leadership is emerging as a distinctive and autonomous domain in public administration/public management studies, although the debate is still underdeveloped compared to business administration studies. Leadership skills truly do matter in improving the performance of public sector organizations, and it is highly likely that the optimum leadership style is an integrated one: Public sector leaders should behave mainly as transformational leaders, moderately leveraging transactional relationships with their followers and heavily leveraging the importance of preserving integrity and ethics in the fulfillment of tasks.

This is a study of Portuguese central public administration addressing leadership typology, using the Full Range Leadership (FRL) model to better understand the leadership effectiveness process (Bass & Avolio, 1994). The study examines of the impact of training, professional experience, and organizational context on managers' performance as well as predominant leadership styles. A total of 422 participants in the Portuguese state's central public administration responded to this quantitate research. The results indicate that the perception of leadership style differs significantly between leaders and followers, as does the perception of evaluation. Regarding the organization where they work, significant differences were found in the perception of transformational leadership, contingent rewards, laissez-faire, recruitment, training, and evaluation. The association between leadership style and public policies is significant, and this relationship is moderated by whether the participant holds a managerial position. This study tells us what type of leadership is predominant in public administration and its association with public policies.
Practice of leadership effectiveness in public sectors organization

The main purpose of this article is to identify the practice of leadership effectiveness of public service organization of North shoa. For this purpose, 190 leaders in the sectors and 50 individuals from the community have been participated in the study and predetermined survey questionnaire with leadership effectiveness were provided to respective parties to obtain information from them.To collect the data, the study have employed simple random sampling to identify respondents from selected wored as of the zone and then applied purposive selection to select respective parties to respond to survey questionnaires. The finding indicated that the practice and status of leadership effectiveness of the selected sectors needs improvements. Therefore, it is advisable the concerned body to consider the status of leadership effectiveness.

Leadership plays a very important role in today’s economy and the age of technology. Leadership is defined by different scholars and writers, here are some definitions that can be easily interpreted and understood. Peter Drucker describes it as "The only definition of a leader is a person with followers. According to John C Maxwell" leadership is an influence - nothing else, nothing less. "John W. Gardner Leadership states that "the process of persuasion and example a person (or leadership group) enables a group to take action that is in line with the leader's purpose or the shared objectives as a whole." There are thousands of definitions of leadership and not a single definition. Leadership is a three-dimensional process Leaders, Followers and Status. Various leadership style studies have been conducted. One of them is Kurt Lewin's three leadership styles: 1) Autocracy 2) Democratic 3) Laissez-faire. The others are The Ohio State team which means two starting standards and the Consideration. On the academic side of the University of Michigan there are two aspects to starting construction and staff focus. Whatever style of leadership the above one uses, it is clear that all leadership styles are the basis of the situation and are the most dependent on that situation. The purpose of this study was to find a style of leadership between different public and private organizations. We have examined two of the most popular organization from the banking sector in Pakistan for data collection. United limited bank is limited to private sector and Pakistan national bank is limited to public sector. Three types of leadership styles were considered in Kurt Lewin's leadership vision - 1.Autocracy, 2.Democracy and 3.Laissez-faire. Data collection was done in the form of questionnaires and 60 samples collected from UBL and NBP related to each of the 30. The questionnaire used was Likert on the scale which offers five options to choose from. The findings suggest that the NBP should have a second leadership style and a second democratic leadership. While the UBL is holding on to democratic leadership, freedom itself is almost identical to democracy with the appropriate leadership style of laissez-faire. This means that the public sector is superior private or authorized while private companies are more democratic. Both have a low level of laissez-fair leadership style.It is understandable that every leader should act according to the situation, resources available and the ability of the fans. Most students and senior leaders suggest that the democratic style of leadership is the best among the three. There is a very important role for a leader in public and private organizations. This paper will help its leaders in both fields find their leadership style and the definition of the same style in the success and social organization of the organization. In a public sector organization there is little need to reduce the style limit of independent leadership because too high a number can be alarming. In the private sector the laissez-fair style should be kept low to keep quality in good condition because most employees do not know it well.
