Accessibility of Polish Regional Airports for Potential Passengers as a Result of the Development of Airport Links

The demand for air transport services in the world has been growing for many years. In Polish airports, air traffic has increased sharply in the last 10 years. This is related to Poland's accession to the European Union and formal facilitations regarding crossing borders. In addition, many financial resources have been invested in Poland, coming largely from the European Union funds. In addition, low-cost carriers appeared on the Polish market. Thus, the availability of air transport for the average Polish passenger has increased. The article will describe the concept of accessibility in relation to air transport and changes in demand for air transport services in Poland in 2007-2018. This is, in the authors' opinion, the main determinant of the development of the airport links system. The authors then will analyze the airport links systems with regard to the distance between the city and the airport. The basis for the analysis will be the authors 'own research based on the analysis of publicly available data from carriers' websites. This will be complemented by the analysis of airport links from the point of view of passengers. Studies carried out by D. Tłoczyński in 2013 will be used. Such a system will allow to assess the airport links system in Poland, including its influence on increasing access to Polish Regional Airport for potential passengers..

Airport Environs — Tasks of the Integrated Development (Using the Example of the Pulkovo Airport)

This article touches upon the relevant issue connected with a worldwide tendency to the development of territories around airports. Development directions of the Pulkovo Airport and its adjacent territories in Saint Petersburg and the Leningrad Region are considered. Core activities concentrating in airport zones and factors conditioning their attraction to these zones are revealed. The notion of an airport environ is disclosed and introduced. The research defines the urban-planning and economic factors which allow carrying out the economic regulation in zones adjacent to airports and their influence on the spatial development of such territories. The assessment of a change in the land value in the Pulkovo environ during its commercial development and the analysis of factors which form this value are given in the article. A number of problems of territories, which are under influence of the Pulkovo Airport, are revealed. Relying on results of the world experience analysis, authors note that the development of territories, located in the zone under influence of the Pulkovo Airport, shall take place in accordance with the single concept of the urban planning which does not depend on the administrative belonging of the territory and takes into account long-term strategic tasks and tools of the effective management.

Air transport was traditionally highly regulated, fragmented and protected. With European air transport market deregulation in the mid 1980s also airports could respond to new factors. Methodology developed within the FAST project analyzed evolution of airport strategies potential in the forthcoming decade in the frame of new airport typology reflecting different strategies depending on the airport size, market type and market potential.

The role of airports in national civil aviation policies

The concept of a hub airport has evolved widening its scope as a national civil aviation policy-making tool, due to the ability to deliver wider socioeconomic benefits to a country. However, not all airports can be converted into hubs. This research proposes a methodological approach to structural analysis of the airport industry, that could be applied to determine the competitive position of an airport in a given aviation network and devise airport strategies and national policy measures to improve the current position of the airport. This study presents a twelve-group taxonomy of airports, which analyses the changing geography of the airport industry in the East (Asia and The Middle East). Multivariate data have been used in a two-step Agglomerative Hierarchical Clustering exercise which represents three airport strategies: namely, degree-of-airport-activity (size and intensity of operations), network strategies (international and domestic hub), and the market segmentation strategies (service and destination orientation). Principal Component Analysis has been utilised as a data reduction tool. The study confirms the general hypothesis that a sound macro environment and liberalised approach to economic regulation in the air transport industry are important for successful hub operations. In addition, it sheds light on the fact that while the factors of geographical advantage, economic development, urbanisation, tourism and business attractiveness, physical and intellectual infrastructure, and political and administrative frameworks, are all basic prerequisites (qualifiers) for successful hubbing in the region, those factors would not necessarily guarantee a hub status unless the governments are also committed to develop the sector and take timely decisions (differentiators) to allow airports to benefit from the first mover advantage. Application of the proposed taxonomy was tested on a case study of the major international airport of Sri Lanka, to provide policy inputs to develop the airport that is currently identified as being overshadowed by the mega hubs in the region.

This paper is centered on this discussion and provides a comprehensive review of the operational variables of airports.

Strategies for infrastructure development of airports: A comparison between Milan Malpensa and Berlin Brandenburg International.

The present paper analyses two airport investment projects in Europe, namely the realised investment of Milan Malpensa and the planned investment of Berlin Brandenburg International. The paper evaluates the history of the projects, their objectives, demand forecasts, assessment methodologies and the main carrier's strategy. A comparison between expectations and actual outcomes for Malpensa ten years after its opening examines important parameters for airport investments. Finally, these parameters are analysed for the planned investment of Berlin Brandenburg International.

Are regional airports economic effectiveness-oriented? Evidence from Poland

Management

Striving for a satisfactory level of effectiveness, managers must take actions aimed at achieving the set objectives and at reacting flexibly to changes that take place in the environment. They can do it by referring to the concept of dynamic capabilities that draw attention to a specific category of competences. Assuming that dynamic capabilities can be developed in any type of organisation, the article attempts to answer the question about the reasons for the differences in economic effectiveness of 13 Polish regional airports and 458 private enterprises. The results suggest that the category of economic effectiveness is important not only for private enterprises but also for regional airports. The findings reveal that the development of dynamic capabilities is conditioned not only by the period of the enterprise’s existence but also by the context of its operation, primarily the industry context.
