The South African public sector is faced with many challenges and one of the major challenges is service delivery. This is linked with skills shortage resulting in public service having too many people to train in a short period of time. Training these many employees face-to-face has its challenges, as employees have to be away from their day-to-day duties to attend training and this not only has an impact on productivity, but also maximizes costs. Applying web-based training system is highly preferable in meeting time constraints, however, its success is subject to users’ acceptance. Previous studies highlight human challenge as the most important barrier in the implementation of an ICT-based training system. Users tend to show resistance in using new technology and online approaches. They favour the traditional way such as the face-to-face method of training. This paper presents the results of a study conducted to assess the acceptance of a web-based training by public sector employees. The study is carried out on the issues related to adoption and utilization of e-learning technology by employees, e-learning system on organizational learning, and service quality of the e-learning system. The study has examined the direct impact of adoption and utilization of e-learning technology by employees on the e-learning system on organizational learning. The current learning model is more modernized with the implementation of advanced technology. Knowledge management systems in the company can be used efficiently and effectively also supported by sophisticated technology. E-learning or electronic learning is one of the information technology products that enter the business world. This research discusses important factors that can increase the satisfaction and interest of trainees to use e-learning system. The use of E-Learning in the work-places in the Public Sector

This paper will discuss the implication of e-learning on the public sectors. A survey was carried out at a London local authority through June to August 2001. The issue was to discover the answer to two questions, (i) ‘Can e-learning methods be successfully integrated into existing ‘traditional’ methods of training in the workplace?’ and (ii), ‘Can e-learning replace ‘traditional’ methods of training completely? It is also of interest to discover which areas of learning would be the most immediately acceptable for use in an e-learning application of training in the work environment at the local authority. The need was to also ascertain the extent to which e-learning has already been adopted into the training environment in the workplace, if at all and also to understand how e-learning is currently perceived by the employees’ at the local authority.
E-Learning as an Opportunity for the Public Administration

In this paper we will describe the results of a learning project in the Public Administration, highlighting the methodological approach based on a blended training model in a context that has never experienced this type of activities. The observations contained in the paper will be focused on the evaluation results of this experience and the redesign elements in term of alternation between the classroom and distance training, methodologies, the value and use of the e-learning platform and learning evaluation. The elements that emerge will also provide the basis for the design of future teaching actions for this context (in which at this moment we are involved). The objective is to identify a "learning model", related also to the use of technological tools that are able to support lifelong learning and to define dynamics and process relating to facilitating learning activities of teachers and tutors.

Satisfaction and continuous use intention of e-learning service in Brazilian public organizations
The aim of this paper is to investigate the constructs of Technology Readiness Index (TRI) and the Decomposed Expectancy Disconfirmation Theory (DEDT) as determinants of satisfaction and continuous use intention in e-learning services applied in public organizations. The research was conducted by online survey in a sample of 343 employees of two public organizations in Brazil who have had e-learning experience. The results showed that quality, quality disconfirmation, value and value disconfirmation positively impact on satisfaction, as well as disconfirmation usability, innovativeness and optimism. Likewise, satisfaction proved to be decisive for the purpose of continuous use intention. In addition, technological readiness and performance are strongly related. The main contribution of this study is the delivery of an assessment tool for performance oriented to training courses at distance and applied in public organizations.
