Sickness insurance as part of social insurance is obligatory for a majority of Czech citizens – i.e., they are required by law to pay this insurance. On the other hand, they are entitled to certain benefits of this system in the case of social events determined by law. Legislative changes in sickness insurance significantly influenced the development of all indicators of temporary incapacity for work (TIW) in individual regions. These changes are reflected most markedly in the indicators of the number of new cases of TIW per 100 insured persons, the average duration of 1 case of TIW and the average percentage of TIW. The aim of this paper is to give an idea of sickness insurance, especially of the impact of legal regulation changes in the system of this insurance on employees, who represent the largest share of socially insured persons, focusing on Prague, the Moravian-Silesian and the South-Moravian regions. Sickness insurance is a part of social security and its task is to insure people participating in this system by the insurance benefits at law intended social events in order to reduce or completely eliminate the effects of these events. Reform steps in the sphere of sickness insurance and sickness benefits, especially the fact that during the temporary incapacity for work the benefits were provided only from the 22nd day, influenced the decisions of employees about their incapacity for work significantly. The aim of this paper is to give an idea of sickness insurance, especially the impact of legal regulation changes in the system of this insurance on employees, who represent the largest share of social insured persons focusing on the Moravian-Silesian Region. The impact of changes in sickness insurance will be presented by selected indicators of temporary incapacity for work using regression analysis to estimate the development of individual indicators in the following years based on knowledge of the development of indicators in the years 2000-2013.

The study presents issues related to Social Insurance Insti tuti on (ZUS) control of the amount of sickness benefi ts in the Polish social insurance system. The purpose of verifi cati on undertaken by the social insurer is to prevent any unauthorised overstatement of the amount of benefi ts. The problem has been discussed within the perspecti ve of the principle of solidarity, which is one of the basic values for social insurance. The most important issues concern the presentati on of justi fi cati on for ZUS control of the basis for calculati ng benefi ts. The study also includes the characteristi cs of the personal and material scope of sickness insurance, the catalogue of benefi ts and practi ces for overstati ng their amount. One of the conclusions is that fraudulent overstatement of benefi ts is contrary to the principle of social solidarity.

Income compensation during sickness varies greatly between Member States and over the past two decades has been the subject of important reforms, mostly aiming at enhancing the financial sustainability of these schemes.-The overall reform trend has been towards shortening the duration of benefits and reducing replacement rates.-This was especially the case during the recession and mostly in central and eastern European countries. Sickness benefits are among the social protection schemes which are more likely to be the subject of austerity reforms during economic downturns.-New 'quick return to work' policies have only rarely been matched by innovative strategies, including follow-up benefits or suitable rehabilitation provisions. These policies should be approached with caution, and always be adapted to the work context and the type of illness.-'Presenteeism' has become a significant social and economic challenge that should be acknowledged by domestic policymakers and social partners.-In the context of the COVID-19 pandemic, public authorities should remove waiting periods and eligibility conditions for the self-employed and provide them with a replacement rate comparable to that of employees. Similar measures are needed for nonstandard workers.

All European countries have some form of compulsory insurance against the loss of income due to temporary disability. The insurance schemes vary widely between countries both in terms of measurable entities (such as the compensation level) as well as in unmeasurable traits concerning the actual implementation of the programs. In this paper we use European Labour Force Survey data to study how the measurable differences in the programs is associated with differences in absence rates. We also summarize the theoretical literature on insurance principles in this field. Based on the empirical literature we then discuss how different forms of incentives may affect the work absence rate.

Sickness absence is an important measure of the current situation on the labor market and a source of information on the health condition of the working part of the society. It is also a phenomenon that directly affects the economy. Monitoring the size and causes of sickness absence enables the adjustment of the social and health policy in the country. In Poland, sickness absence is most often analyzed in the context of people receiving sickness allowance - a benefit from the social security system granted to insured persons in the event of incapacity to work due to illness. In 2020, there were noticed over 256 million days of sickness absence, of which the largest part (45 million days) were due to conditions related to pregnancy, childbirth and puerperium. Institutional Development of Sickness Cash-benefit Programmes in 18 OECD Countries

This article traces past and present trends in the institutional development of sickness daily allowance schemes in eighteen OECD countries. We are interested whether there still are-or if there ever have been-distinctive models in sickness benefits. The historical part of the study inspects the development of coverage and generosity benefits. Thereafter the extent to which sickness benefits have been targets for retrenchment will be analysed. The study shows that up until the Nordic programmes guaranteed better benefits than corporatist schemes, but the situation has since changed, and the Nordic countries do not any longer provide higher compensations. In this respect, these two groups of countries have clearly converged and simultaneously their distance from the countries with basic security or targeted schemes has increased. When it comes to coverage, the Scandinavian schemes have to a great extent preserved their universality, whereas the other groups of countries have lost a bit in their coverage. Thus, in this dimension at least, we can still depict a clear Scandinavian pattern. However, there are indications of convergence towards the corporatist or labour market-based model.
A Model for Short-Term Sickness Benefits in Greece
This paper is proposed a structure for calculating the actuarial values for short-term health insurance. First a stochastic model for short-term disability insurance in Greece is presented. This model is based on multistate models and stochastic models for disability (health) insurance. The last decennium a vast literature on this kind of models has been developed. The proposed model has three states. To implement this model the transition intensities approach is proposed. This approach based on transition intensities and the Kolmogorov forward differential equations. Formulae for actuarial values, basic probabilities and transition intensities are described.
