THE USE OF ICTs IN THE PUBLIC LBRARIES: A CASE STUDY OF OYO STATE LIBRARY BOARD, IBADAN, NIGERIA

This study attempts to investigate the efforts of the Oyo State Library Board in the use of ICTs among its users and staff. The study appraises the library services in the state to highlight the library services development to the populace of the state. The survey research method was adopted and questionnaire was used to collect data from 110 library users and 20 library staff within the headquarter library. The instrument contained three sections with thirty-five questions. The findings of the study reveal that despite the fact that the level of ICT literacy among the users and staff is relatively low, majority of the staff are versatile in the use of ICT available in the library. The relevance of ICT to the library services were recognised and the need for the library management to intensify the free use of its ICTs facility. The findings provide platform for the public library services to be geared toward the 21 st century demands of high-tech and innovative information environments.

This study provides an overview on issues and challenges of utilization of information and communication technology resources in federal university libraries in South- South Nigeria. In carrying out this study three research questions were posed A descriptive design was used for the study. The population of the study comprises of 108 librarians. 108 Questionnaires was distributed and 93(86%) were completed and returned. Observation checklist was also used to verify the ICT resources available in the libraries under study. In analyzing the data obtained, frequency counts, simple percentage, and mean score were used as the statistical methods. The major findings of the study revealed that fax (facsimile), projector screen and digital camera were not available out of others ICT resources available in the libraries. The Development of Information and Communication Technologies in Nigerian Libraries

The development and use of information and communications technologies (ICT) in the libraries of Nigeria has been a slowly emerging process involving many successes and failures over the past decades. This chapter examines the history of this process while reviewing the challenges to this development that many libraries face because of inadequate infrastructure, and budgeted funding, as well as a lack of leadership and training for capacity building. Strategies for the way forward towards the effective and sustainable inclusion of technology in Nigerian libraries are suggested.
The study surveyed Information and Communications Technology (ICT) use in libraries: a plus or minus to academic libraries in Nigeria? The specific objectives of the article were to analyze the present state of academic libraries in Nigeria, briefly articulate the concept of ICT, level of ICT presence in Nigerian academic libraries, aspects/areas where ICTs are applied in academic libraries, benefits and the minuses concept of ICT and finally, the way forward. The study adopted the literature review method by randomly reviewing related articles on the topic and making a generalization based on available literature. In the end, the study revealed that ICT has positive and negative effects on Nigerian academic libraries, ICTs are introduced for various routines in academic libraries, some librarians in academic libraries engage in activities against the ethics of libraries with regards to ICT, despite questionable ways of using ICT by some librarians, ICT remains a repositioning force in academic libraries in Nigeria amongst others.

Application of information and communication technologies to academic libraries has brought remarkable improvement to various services offered by the library, ICT has improved efficiency and influenced changes from storehouses to knowledge management centers, however application of ICT in developing economies like Nigeria is still in budding stage, application and utilization of ICT is marred with various challenges, this paper attempts to review the status of ICT in academic libraries of Nigeria keeping in view benefits, challenges, ICT competence of library and information science professionals. it is hoped that the present studies will guide the library and information professional and management staff on effective application of ICT, understanding the need and relevance of ICT skill acquisitions by the library and information science professionals.
Purpose: This study investigates the ICT application in libraries services: a comparative study of two Nigerian University libraries. Design/Methodology/Approach: Descriptive survey design was adopted for the study and the population consisted of 100 undergraduate students who used the ICT facilities in the library from University of Ibadan and University of Lagos respectively. Simple random sampling technique was employed to select 50 respondents each from University of Ibadan and University of Lagos. The questionnaire and interview checklist was the main instruments used for data collection. Data was analyzed using single percentage. Findings: The findings revealed that Internet 33.0%, computers 40.0%, printers 20.0% were some of the ICT facilities available in both university libraries. The respondents also indicated that ICT have benefit with great extent in the way library services are discharged.The Internet facilities were used on daily basis 30.0%; computers 22.0% were used on weekly basis while multimedia projector 19.0% was used twice a week. Librarians interviewed lamented that ICT application has helped them immensely on the way their duties were discharge to library users, they also cemented that OPAC has help library users to search and retrieve information needed for their studies. Implication: The study concluded that in other for any academic libraries to compete with counterpart globally, ICT must be employed and applied in every sphere of librarianship. Librarians in both university libraries lamented that ICT has replaced the way their duties were discharged to users Originality/Value: Librarians should be given thorough training and retraining exercise on emerging trend in technologies, there should be technological infrastructure that will enhance library services.
The State of ICT in University Libraries in South Eastern Nigeria

The work surveyed eight university libraries in southeastern Nigeria to determine their state of ICT application including the availability of the hardware, software, e-resources and their challenges. A tenitem questionnaire was designed and distributed to the surveyed libraries. Most of the libraries have above average ICT literate professional staff but very low ICT literate non professional. The first computers acquired were used for document processing and till date most of the libraries have not advanced into other uses. Many of the Libraries especially the state funded have no Internet, or LAN workstation but each of the library can boast of standalone computers. Library software, network operating systems and LAN are conspicuously absent in most of the libraries. Though a few of the libraries subscribe to online electronic resources such as EBSCOhost, Access to Global Online Research in Agriculture (AGORA) , Health Internetwork Access to Research Initiative (HINARI), Online Access to Research in the Environment and The Essential Electronic Agricultural Library (TEEAL), most of their electronic resources are predominately on CD-ROM.
The Role of Ict in Provision of Library Services: A Panacea for Sustainable Development in Nigeria

This paper is an attempt to explore the crucial roles of Information and Communication Technology (ICT) in management and provision of library services, and its implication to sustainable development in Nigeria. Despite the availability of wide opportunities offered by the advent of ICT, it has been observed that application of ICT to library services in Nigeria seems inadequate probably due to variety of challenges. With the methodology of simple literature review, the paper made effort to review related literature on ICT resources and ICTbased services in libraries, benefits of ICT and the role of library in sustainable development of Nigeria. The paper further identified the challenges of ICT application in libraries. It was recommended among others that, there should be improvement in the capacity and level of ICT adoption by libraries.

This research work dealt on "Situational Analysis of ICT Applications in Colleges of Education libraries in Nigeria". The purpose of the study is to find out the challenges of applying ICT in library functions and to examine the benefits of applying ICT in library functions. A survey research design was used for this study. The researcher made use of purposive sampling technique to select fifty respondents from (300) three hundred library staff of colleges of education in south eastern Nigeria. Purposive sampling technique was adopted because the respondents are few and have the same features, for instance, the respondents work in college library. The instrument for data collection is the questionnaire which has thirty (30) items designed to obtain information on ICT application in colleges of education libraries. The mean statistics was used to analyze the data collected. The findings of the study showed that lack of ICT personnel, lack of standardization, lack of library software to mention but a few are some of the challenges of applying ICT in library functions. The paper also listed some of the benefits of applying ICT to library functions such as low cost of processing materials, speed and accuracy of information, better service at lower cost, influences accessibility of information acquisition of knowledge and skills etc. The paper concluded that Government should employ ICT personnel and experts in our libraries to handle the integration and at the same time provide in-service training and retraining for library staffs on a regular basis as measures to ICT application in Colleges of education libraries.
