This paper proposes a performance and change management model for institutions for collaboration (IFCs) in industrial clusters to assist them while planning, conducting and evaluating joint actions. A three-stage implementation scheme and a self-assessment tool that helps an IFC determine its compliance with the proposed model are also introduced. The self-assessment tool was applied in three Brazilian IFCs from different clusters. It was found that the IFCs researched face major difficulties in designing and implementing performance measures to evaluate the results and impacts of joint actions. However, IFCs have been successful in identifying local infrastructure and devising informal strategic plans.
Performance management of regional clusters and SME cooperation networks

This paper presents a proposal of a performance management model for regional clusters and Small-and Medium-sized Enterprise (SME) cooperation networks. Through a literature review and case studies of two Brazilian clusters and two German cooperation networks, it was possible to define the central aspects to manage regional SME cooperation networks. Therefore some fundamental characteristics for managing the performance of clusters and cooperation networks are proposed: identification of the stakeholders, definitions of common strategies and objectives, development of collaborative improvement actions, design of a performance management system, and organisation of a support infrastructure and promotion of social capital. Finally, it could be said that more specific methods and tools should be drawn up for SME clusters and networks and that SME regional cooperation networks are a very promising way to promote regional sustainable development.
An approach for evaluating collaboration attributes in cluster-based companies

This paper presents an approach for evaluating collaboration attributes in companies operating in industrial clusters. From the literature review, we identified governance, geographic proximity, and trust as the main collaboration attributes in industrial clusters. For each of them, there is a set of related sub-attributes that composed the evaluation model. For developing the model, we used the graph theoretic approach (GTA), a methodology for multi-attribute assessment that considers interdependencies among elements of a system to provide an overall evaluation. We applied the model to five companies of a furniture cluster. The results showed the model allows for systematizing relationship management because it highlights the collaboration attributes that need to be improved. Furthermore, the application of the model may contribute to encouraging companies to develop collaborative practices.

Cooperation is increasingly been used in the industrial sector because of its benefits. This have motivated companies to establish alliances and agreements with others in order to reduce cost or access new markets, for example. In the literature, we could find many works aimed at cooperation in supply chains. A smaller amount was focused at cluster cooperation and few of them propose methodologies or models to facilitate the development and implementation of cooperation in industrial clusters. This paper provides a methodology for cooperation in clusters, which was applied to the furniture industry of Atlántico region in Colombia. Shapley value was used in order to evaluate the different coalitions and to split the benefits obtained with these coalitions. The methodology is useful for cluster members in order to encourage the formation of alliances within the cluster in order to overcome the prevailing mistrust, strengthening the cluster and gaining competitiveness.

Collaborative networks are believed to bring benefits to its participants once they share risks, knowledge and profits. However, in order to obtain successful outcomes, a network must be properly designed and managed, which comprises controlling network performance. Thus, this paper puts forward a series of measurement themes and performance metrics to measure collaboration among manufacturing organisations in a network characterised by subcontracts. So as to achieve this objective, literature on collaborative networked organisations (CNOs) and performance metrics for collaboration is reviewed. Afterwards, a field study is carried out in a Brazilian network of firms that produce capital goods. A description is given on how this network is formed, managed and how its elements relate with each other. Then, a set of performance measures is suggested for each measurement theme. Finally, considerations are made on the research findings and limitations.

Multi-criteria Model for Evaluation of Cluster Initiatives: The Comparative Case Study

Latest development in the economic and business realm is currently influenced by the formation of cluster initiatives. There are several reasons for and various expected results from this kind of cooperation. Up to now lack of effort has been devoted to development and consequent evaluation of a consistent and comprehensive set of indicators that could be applied for the cluster settings. This paper outlines the multi-criteria model for evaluation of cluster initiatives and explains its inner structure. Since there is a lack of case studies focused on evaluation of cluster initiatives, the model is consequently applied and a particular cluster located in the Czech Republic is evaluated. The results reveal that five main groups of indicators can be successfully applied in the realm of the ICT industry. The cluster itself is considered as functional in terms of communication and cooperation processes. However, attention paid to innovations seems to be the weakest point.
Interfirm Collaboration Cluster as Source of Competitiveness to Enhance Performance

Cluster is one of the competitive advantages for small business in Indonesia. This study examines the role of interfirm collaboration clusters and product competitiveness on small business performance. The sample used in this study were 317 owners or managers of furniture business in Central Java, Indonesia. The analysis used is structural equation modeling (SEM). The results of this study indicate the important role of interfirm collaboration clusters on product innovation and Small business performance. Other research results indicate that customer centricity has an effect on product innovation. This research also contributes both theoretically and managerially.
The data on cooperation within the framework of cluster initiative for innovative activity are collected in accordance with the Eurostat and OECD methodology (The Oslo Manual 2005) on the basis of forms developed by the national statistical offices of the European Union Member States and Norway. In these forms (reports on innovations in industry and service sector) the concepts of " cooperation " and " cooperation within the cluster initiative " are distinguished and cluster partners are identified – using the binary response scale (yes, no, " x " mark) (e.g. other enterprises within a related group of enterprises, suppliers, competitors, clients, consultants, universities) and its territorial range (domestic, foreign). The adopted solutions deserve criticism not only in terms of scope, but also the method of data collection (the first purpose of the article). Their major shortcomings take the form of deficiencies in the construction of formulated questions and answers. These observations were considered a sufficient premise for making the proposal to modify reports on innovations in industry and service sector (the second purpose of the article).
