Third sector governance: a case study in a university support foundation

Purpose – To establish a Governance Index (GOVI) to measure the relationship and influences with economic and financial performance and of volume of operations in a third sector entity. Design/methodology/approach – Exploratory, documentary and bibliographic research and content analysis, in order to achieve a GOVI derived from the use of independence, accountability and transparency variables in the period between 1986 and 2010. Questionnaires, administrative and accounting information are all used to characterize economic and financial performance indexes and determinants of the operations volume of the studied entity. Data was statistically processed through descriptive analysis, confirmatory factor analysis, and logistic regression analysis. Findings – The research came to two conclusions: the proposed data collection instrument presented good adjustment indexes; and the GOVI has a significant relationship with the variables used to measure performance. This may indicate that determining the GOVI is a suitable tool for confrontation and measurement of performance of nonprofit organizations. Moreover, managers' independence should be largely used in management of third sector entities. Originality/value – The validation of the data collection instrument and the way the GOVI was obtained is one of the contributions of this study, since similar ways of measuring third sector performance were not found in literature. Choosing economic and financial performance and operations volume to study the relationship with the GOVI in nonprofit entities also was not found.

Results of Functioning of Public Universities: Establishing a Set of Ratios Providing Reliable Management Information Based on Data Derived from an Entity's Reports

The aim of the study is to define a set of ratios, enabling multidimensional assessment of the activity of public universities as units of the public finance sector, in order to improve theefficiency of their management. Development Strategies of Fiscal Programs for Universities in Korea -With Focused on Estimation of Effect of Restructuring of University Financial Support Project on University Competitiveness

Objectives: In Korea, as various university financial support projects such as CK, PRIME, ACE, WE-UP project will be completed in 2018. A reorganization plan should be prepared for the direction and support method of the university financial support project. Statistical analysis: In this paper, I examined the basic direction and performance of university financial support project, and estimated the effect of integration of university financial support project. The main method of analysis is system dynamics. The simulation model is composed of variables affecting university finance such as university education competitiveness, entrepreneurial ecosystem construction, and job creation scale, and the effect of university innovation support project on the competitiveness of university education is estimated and analyzed. Findings: The simulation results and the sensitivity analysis results of the individual important variables are estimated from the improved method, the stronger level by 1.1, and the improved and enhanced level by 1.2 are presented. In the case of university competitiveness variables, which are considered to be the most important, gradual improvement can be expected from 2012 to the promotion of university financial support projects, and it can be assumed that this trend will continue in the long term. If the past level is maintained, it will be 1.65 (assuming 2012 is 1) in 2028. If the university innovation support project is estimated to be a slightly improved scenario from 2019, it will be 1.68 in 2028, and be improved to a better level and 1.73 in the strong level. When applying these estimates, if the desired level of 2028 is set politically (ex, 1.9 or 2), then to what extent should the level of other variables be improved to achieve this (ex, to what extent the level of the scenario should be improved) may be inferred of estimates. Improvements: With the goal of making the right use of government funded projects and becoming a universalized university at a global level, this university can survive by constantly researching which departments to characterize.

Investigating the requirements for financing and diversifying the financial resources in public universities

The purpose of this descriptive survey was to investigate the requirements for financing and diversifying the financial resources in public universities. The statistical population of this study was composed of 157 experts and authorities in higher education and public universities. As such, 112 subjects were selected as research sample using stratified random sampling method. The required data were collected through a researcher-made questionnaire consisting of 78 items. The content validity of the questionnaire was confirmed through collecting the viewpoints of experts and its construct validity was confirmed using confirmatory factor analysis. Besides, the Cronbach’s Alpha Coefficient was calculated (0/97) in order to calculate the reliability of forenamed questionnaire. Regarding the data analysis, it was decided to make use of descriptive statistics (mean and standard deviation) and inferential statistics (One-Sample T-test and Friedman Test). The results showed that, from the perspective of the respondents, all requirements were of major importance in financing and diversifying the financial resources in public universities. The results indicated that (in the macro level) policymaking and strategic requirements and economic-financial requirements were the most and least important items, respectively. In the micro level, it was indicated that the motivational requirements and structural requirements were the most and least important items. Considering this fact that the formulated requirements have been among the prerequisites of financing and diversifying the financial resources in public universities, the academic authorities and personnel should consider them in their planning in order to attain higher income thereof.

The impact of performance analysis on the financial management and control at public universities in Bosnia and Herzegovina Federation

Organizations in today’s extremely competitive environment need to devote significant time, energy as well as human and financial resources to the measurement of their efficiency, in order to increase their profit, reduce costs, better plan their assets and manage their budgets, as well as to improve budget controls and risk assessment. Therefore, they need performance models, including the Balanced Scorecard. Primarily intended for profit organizations, the Balanced Scorecard is today used in the public sector, as well. This paper presents the research into the utilization of the Balanced Scorecard in the public sector, examining whether the performance of higher education institutions may be improved by the design and utilization of the Balanced Scorecard model.

The Effects of External Financial Support on the Capacities of Educational Nonprofit Organizations

Official development assistance provides an immense flow of financial funding to educational nonprofit organizations (NPOs). This source of funding faces criticism because of the unintended indirect effects it has in lowering the relative level of local NPOs’ capacities. Our contribution addresses NPOs’ financial capacities in an OECD country that receives a vast inflow of EU funding; namely the Czech Republic. To answer the research question on what impact the external financial assistance has on capacities in NPOs, we applied propensity score matching to a sample consisting of 633 educational NPOs covering the years 2006–2013. EU-funded NPOs report higher levels of real revenues, but not real assets, than non-funded NPOs. The EU funding helps in the short-term to improve NPOs’ budgets, but not to increase assets.

University foundations: an examination of the extent of their mandatory disclosures on their webpages

PurposeThis paper examines the level of mandatory information disclosed by Spanish university foundations on their websites.Design/methodology/approachA content analysis on the Spanish university foundations' websites is performed based on the mandatory reporting requirements indicated in the Spanish Law 19/2013 on Transparency and Good Governance.FindingsThe results of this paper reveal that the amount of mandatory information disclosed by Spanish university foundations remains low. When compared to the prior empirical research, the authors find remarkable differences in the levels of information disclosure. The level of mandatory disclosures by Spanish university foundations is rather low compared to the voluntary disclosure of information by other NPOs. Meanwhile, such differences are smaller when compared to previous studies focused on mandatory disclosures.Originality/valueThis study contributes to the very limited literature focused on the level of transparency of mandator...
