Food Quality in Romania Compliant or Not with Food Quality in Western Europe

The quality of food sold on the Romanian market represents a topical issue, of maximum interest for the health of the population. Information regarding the existence of double production standards for food products destined to East and West European markets has become a viral issue, with a wide public debate at media level, profile faculties and research institutes, governmental and nongovernmental bodies. The article proposed a comparative analysis of the media information and the CEE official's reaction, correlated with the official results of the analysis carried out by the profile governmental bodies for the assessment of the quality of food products from the Romanian market. The results of the researches carried out have highlighted the lack of technical expertise of the national authorities, a late and improper reaction to sensitive issues at European level in the field of food products quality, linked also to discrepancies existing between G15 and the rest of the European Union, the inability of certain decisions focused on the cause of the problem analysed. The measures taken by the Romanian authorities were either late and the costs incurred for carrying out certain food analysis were useless. The lack of certain specialists' decision-makers in the food sector, the prevalence of political decisions, based on obscure interests will still lead to discrepancies in the sector of food products marketed in Romanian stores, will increase the dependence of the domestic import market and will destroy the few companies with Romanian capital which are still active in the food sector.

Food Quality and Safety: Practices and Contributions Brought by the Centre of Research and Alimentary Product Expertise

The Romanian School of the Science of Commodities is bringing its contribution to the present activity concerning the transition from the classical approach of the commodity research to the promotion of modern conceptions, which also include the quality assurance, taking into account all the commodities implications, on their whole value chain. The Centre for Research and Alimentary Product Expertise – ASE Bucharest, academic structure with a practical vocation, accredited C.N.C.S.I.S in 2001, represents the continuation of the tradition in a modern tackling of the researches, in order to provide specialized assistance to firms and agencies. The scientific research activity is organized and developed through different financed or non-financed projects and themes within national or local programs.

Geographical indications (GI) are designated by a member’s region or regions within a designated area when the particular quality, reputation, or other characteristics of a product are related solely to its geographical origin and manufacturing process. Manufacturing methods are carried out according to an established Code of Good Practices. The aim of the study was to offer an overview of the current status of the literature related to geographical indications in Romania. A comprehensive and systematic literature review was conducted, and the search process was carried out using keywords such as ‘Romanian geographical indications’ and ‘Romanian food labels.’ These specific words must be found in the title, in the abstract of the papers, and also in the keywords section. Ensuring Food Safety: Legislation, Recalls, Withdrawals, and Consumer Protection Measures in Romania

The voluntary withdrawal from the international market, including Romania, and the recall of food products by consumers are based on the precautionary principle. The withdrawn batches pose certain risks to consumers, and food safety emphasizes prevention. The paper proposes an analysis of food recalls in Romania, based on official communications from relevant public institutions. From 2016 to 2023, the National Sanitary Veterinary and Food Safety Authority in Romania reported 337 food recalls, with the majority initiated by FMCG (Fast-Moving Consumer Goods) traders. Batches of fruits and vegetables, followed by ices and desserts, cereals and bakery products, as well as meat and meat products, were frequently removed from the market, primarily due to suspected presence of allergens, chemical contaminants, or microbiological issues. In terms of origin, the withdrawn batches were predominantly imported from Turkey, China, or Latin America. The research provides relevant information about the food withdrawals and recalls policy in Romania and will enable the development of a broader study regarding the capacity of companies operating in the domestic market to handle critical food safety incidents.

Food safety and quality policy in the Republic of Serbia

Food safety and quality have a decisive impact on the placement of agro-food products on the domestic and world market. In the sector of agriculture and food industry in Serbia a range of public and private standards, mandatory and voluntary is applied, covering the different stages of the supply chain and different levels of communication (with business partners or consumers). However, still a small number of primary agricultural producers are certified to Global G.A.P., organic production and products with a geographical indication. A better situation is in food processing industry and export. Many of food processors, especially suppliers of global retail chains are, in addition to HACCP, certified to ISO (9001, 22000) and exporters to BRC and IFS standards. The loss of the market due to failure to respect the safety standards and product quality is a real danger, which must be averted by an active state support policy.

Hazards management for traditional food products

Traditional food products are insufficient capitalized value of the Romanian rural space. Certification methodology of such a product existent documentation mentions the need to present the method of production and how is ensured the food safety. Here arises confusion between the notion of quality and safety. Safety is an explicit requirement of quality, is included in the quality assurance system, but does not overlap. Processors must find all resources needed to respect the traditionalism, but to guarantee that the product is safe for consuming.

Food Safety Policy in the European Union

The aim of the research is to analyze the food safety policy in the European Union and the strength of the legal and regulatory framework that covers the entire food production chain "from the field to the table". The legal framework refers to feed and animal health, protection and care of animals, veterinary examinations, animal health measures, plant health checks, preparation and hygiene of food products. For the preparation of this paper, a descriptive method, analysis and synthesis technique, as well as analysis of the content of laws in the field of food safety policy in the European Union were used. This paper aims to present a short overview about Quality Assurance Systems in food chain and food chain management from the perspective of food safety and quality. The objective is to describe that besides food safety issues the quality of agricultural products has been brought up to the focus of society. On one hand the industry has to fulfil consumer expectations, on the other hand increasing globalization and concentration of retail sector affects the food sector as well. The food companies try to differentiate the products by stressing the value of attributes such as tradition, origin, culture and culinary heritage. It leads to an increase of interest to introduction of quality assurance schemes and implementation of different quality marks. In addition, the European Commission has initiated a discussion on agricultural product quality policy, which means that these issues are important from the perspective of agricultural policy as well.
