2019, Vocational Education and Training System in Bulgaria

The paper presents the main legislative issues regulating the system of vocational education and training in Bulgaria putting a special accent on dual training. Some of the key notions in vocational education and training are presented in the light of the Vocational education and training act: professional knowledge, skills and competences, as well as formal, informal and non-formal learning. The List of professions for vocational education and training is considered as a systematized matrix of professions and specialties in professional fields and fields of education and an instrument for the implementation of state policy in vocational education and training for harmonization with the European requirements and realities, mutual recognition of qualifications and link to the labor market. Recommendations are provided regarding improvements needed in quality assurance system, introduction of credit system, problems in dual training, validation of learning outcomes and creation and implementation of state educational requirements.
