This study aims to describe the strategy of school principals in developing teacher pedagogic and professional competencies to improve the quality of education. This research is qualitative descriptive research with multiple case studies. This research was conducted at SMAN 1 Lampihong and SMAN 1 Tebing Tinggi. The key informants were the principal, vice principal and teachers who were determined by purposive sampling. Data collection techniques through interviews, observation and documentation. Data validity was carried out by data triangulation by means of source triangulation, technical triangulation and time triangulation. Data analysis using data analysis techniques Miles and Huberman which consists of data collection, data condensation, data presentation and conclusion, description or verification. The results of the study found that the strategy used by the principal in developing teacher pedagogic and professional competencies to improve the quality of education is through a communication strategy, coaching strategy, and partnership strategy
Implementation of Teacher Certification in SD Negeri 11 Air Kumbang to Improve Teacher Performance

Using descriptive qualitative research methods, this study aims to identify and describe the Implementation of Teacher Certification in Improving Teacher Performance at 11 Air Kumbang State Elementary Schools. The qualitative descriptive research design used in this study is intended to describe and analyze teacher certification implementation, specifically to obtain an overview of the relationship between teacher certification and teacher performance. Data collection techniques in this study through interviews, observation, documentation and triangulation. The research results show that the implementation of certification on teacher performance in lesson planning, learning implementation, and learning evaluation has been carried out well and optimally in 11 Air Kumbang State Elementary School.

This research applies qualitative research and study case as its method. The aim of this research is to describe professional competence and learning process improvement after teacher certification program in Bojongrangkas 02 Elementary School, Bogor. Triangulation is employed during the data collection, which is the combination of observation, interviews, and documentation. The data analysis consecutively consists of data reductions process, presentation, and conclusion. The data then is examined through credibility, transferability, dependability, and confirmability test. This article is aimed at highlighting some facts to see whether the Indonesian teacher certification program is a solution or another problem for Indonesian national education. Since 2006 Indonesian government has established a huge educational reform of upgrading teacher quality by administering teacher certification program. The program has been evaluated by many researches and educators, largely in terms of its system and its impact to students learning. Some weaknesses of how the program is implemented are revealed. Some researches, also found that the program have not yet significantly contributed to students achievement. At the end of the paper, to improve teacher's quality, the author suggests the government to provide teachers with appropriate teacher training facilities and infrastructure, learning material, and more importantly evaluation for the sustainable quality. The government needs to work together with teacher education colleges to think about what make teacher professional. Also, government needs to establish a regular evaluation mechanism to monitor the sustainability of certified teachers' quality.

This publication outlines the manner in which the teacher certification process mandated by the law on teachers and lecturers, was developed and is currently being implemented. It is an historical record of the events which took place over the three years from December 2005 to December 2008 and the impact of these events on education agencies and structures in Indonesia. The enactment of the teacher law took place against a backdrop of concern for the quality of education in Indonesia and in a context in which the roles of a number of teacher training agencies and structures were under review. The focus of this research was to find out the certified teachers' performances of both portfolio test and Education and Training of Teacher Profession (PLPG). The objective of this research was to evaluate the performances of certified teachers. This was a descriptive qualitative research by conducting deep interview to certified teachers and by conducting direct observations in classrooms (classroom supervision) with separating between teachers who passed portfolio test and teachers who graduated the education and training of teacher profession. Samples were taken with stratified sampling. Samples were taken 10% from each sub district from total population of 286 certified elementary school teachers in Tulang Bawang district. The research results showed that: 1) 82.1% of teachers were in sufficient criteria in opening lesson, 2) 75.0% teachers were in poor criteria in conducting lesson strategy, 3) 64.4% teachers were in poor criteria in demonstrating material masteries, 4) 60.7% teachers were in poor criteria in encouraging students' involvements, 5) 60.7% teachers were in sufficient criteria in personal communication, and 6) 17.9% teachers were in good criteria in conducting evaluation of process and result of learning.

Teacher's competence was asked question, The teacher is the key to get the Education quality in Banjarmasin. Answering the quality of education is to see the teacher performance problems.Etnografi method was describing of the teacher characteristic and phenomenon of pedagogical competence and profesional competence through qualitative approach toward group of teacher with qualitative design, to identification group of teacher. The data stated by Education Deparment of Banjarmasin. The participants were 99 teachers; 24 male and 75 female teachers. The data took by observation, interview and document. The resulted; the teacher competency test quality; Part time teachers 28.28%, rank and class <IV / a 54 545%, Chronological age <53 years of 67.67%, not certified 33.33%, Education <S-1 20:20%, private school 24.24%, Non S-1 guidance and counseling 24.24% , graduates under 2005 59.59%, Pedagogic value <60 97.97%, professional value <65 55 545%.From deep interview; the teacher lack of reading books and browsing, they also lack of independence to enhance their competence, out of date the technology, over 150 student teacher ratio, guidance and counseling are considered public, cite the extra hours for subjects, the teaching profession is no longer their eagerself.
IMPLEMENTATION AND IMPACT OF TEACHER CERTIFICATION PROGRAM IN INDONESIA (PERSPECTIVE IN EDUCATION
Education is an effort which is done by people to develop their self competence through a process of learning. Teacher certification program in Indonesia mandated by the Law Number 14, year 2005 on Teachers and Lecturers (or the so called Teachers Law) is an effort by Indonesian government to improve the quality of education in Indonesia. Certified teachers are believed to perform better than teachers who have not been certified. People assume that they have enough competencies in teaching. In fact, many teachers do not follow the process of teacher certification program fairly. There are some cases of deceit done by the teacher certification program participants. However, the finding suggests no impact of the certification on student's performance, it may confirm some concerns that the certification's objective is not oriented to teacher's performance, but more to their living standard, as reflected by their student's achievement that does not make any progress. Therefore, we need to create a better solution on how to improve the teacher certification program. Such improvement in the system can be developed by experts in greater detail but in any case, they need to have characteristics, at the fullest extent, of a performance-based system.
