Comparison of Performance-Based and Traditional Road Maintenance Contracts

The aim of this paper is to present the practical implementation of performance-based road maintenance contracts through a comparative analysis of the advantages and disadvantages between this approach and the traditional road maintenance contracting model. On the other hand, author will present key guidelines for proper implementation of performance-based contracts on winter and summer road maintenance, with the aim of reducing maintenance costs and increasing the level of service quality provided by contractors. A Strategic Plan for the Implementation and Monitoring of Performance-based Maintenance Contracting (PBMC) for Turkish Construction Sector

Roadway maintenance is significantly important to maintain the quality of roads, which can be achieved by successful contracting models. This study includes the identification of the implementation and monitoring strategies of Performance-based Maintenance Contracting (PBMC). Preliminary findings indicate that the advantages and challenges vary from country to country. In addition, cost efficiency of PBMC significantly depends on the length of the road network and the duration of the contact. Thus, each contract should be carefully evaluated during the feasibility study. Moreover, both the agency and the contractors should be trained before the implementation. Most importantly, for an effective PBMC implementation, crucial concern should be given to legislation, performance indicators and financial issues. Performance-based-maintenance: a comparative study between the Netherlands and Israel

Traditional maintenance contracts using the unit price system and prescriptive specifications are simple in their structure and implementation. Implementation of prescriptive-based specification reduces though the flexibility of the procurement and limits the possibilities of the contractor to improve the in-sight operation. Furthermore, the management of the contract faces difficulties such as poor performance of the buildings and ineffective contract management. Performance-Based-Maintenance (PBM) attains an alternative means for outsourcing of maintenance. The objective of the study was to comparatively assess the state-of-the-art of PBM between the Netherlands and Israel, with the focus on performance of public facilities and cost of the service. Pilot studies, carried out in the Netherlands and Israel, reveal that PBM attains high potential of cost-savings (20%) and improved performance. The paper concludes with provision of a future bidding system for PBM contracts.

Examination of suitability of performance based contracts for the Turkish road maintenance sector

Over the last decades, many countries have been in the search of new contracting types for the road maintenance sector to increase the efficiency and to reduce the cost. Lately, Performance based Contracting (PBC) became a popular approach for road maintenance (RM). Although there are many studies and cases that present the affirmative results of PBC, changing the RM system from the traditional contracting methods to PBC, is very compelling. Turkey has made huge investments in road construction sector and maintenance activities in recent years. These investments will lead to excessive road maintenance costs in the near future. Moreover, sustaining the quality of road networks can be a challenge. PBC is known to be very promising to maintain the road network on a permanently good level of service. However, based on the existing conditions and expectations of each country, a custom PBC system needs to be established. Hence, the objective of this study is to acquire the perspectives of road users and experts on the quality of the existing RM services and their expectations. Moreover, it was aimed to examine the perspective of experts to the current contracting method and PBC. For this purpose, three interviews were performed with senior road experts, and two sets of surveys were designed. The first survey targeted road users and the second survey targeted road experts from different stakeholders (e.g., designers, consultants, road agency). Consequently, the majority of participants stated that the current RM services require improvement and PBC has the potential to address this need.

Professional paper The paper describes the main features of contract work for road maintenance and improvement under the Output and Performance-Based Contracting for Roads (OPBC). Experiences in the application of such contracts for the roads are reviewed. Road agencies that have adopted an OPBC approach have achieved cost savings from 10 % to 40 % compared to traditional method-based contracts. During the period 2004 ÷ 2008 Serbia implemented the Output Performance-based Maintenance Contract (OPBC) for routine road maintenance pilot project within Transport Rehabilitation Project financed by World Bank. The main results and conclusions are presented.

Investigation of an Innovative Maintenance Contracting Strategy: The Performance-Based Maintenance Contract (PBMC)

One of the major responsibilities of state Departments of Transportation (DOTs) is to maintain their road assets so that road users can travel cost effectively, safely, and in a timely manner. Maintenance projects can be performed either by using the DOT’s own workforce or by outsourcing to private contractors. Recently, some state DOTs have started using performance-based contracting for maintenance projects. In this study, benefits of these types of maintenance contracts were collected by conducting a national survey. Moreover, this study compared the use of the state force (SF) and private contractors in Nevada regarding the cost and quality of such maintenance activities as chip seal, striping, culvert cleaning, and sweeping. An Overview of Issues to Consider Before Introducing Performance-Based Road Maintenance Contracting

Road authorities have confronted problems to maintaining the serviceability of road infrastructure systems by using various traditional methods of contracting. As a solution to these problems, many road authorities have started contracting out road maintenance works to the private sector based on performance measures. This contracting method is named Performance-Based Maintenance Contracting (PBMC). It is considered more cost effective than other traditional methods of contracting. It has a substantial success records in many developed and developing countries over the last two decades. This paper discusses and analyses the potential issues to be considered before the introduction of PBMC in a country.

Study of Performance-based Contract Application in Building Maintenance

Some buildings have no clear and structured maintenance. Currently building maintenance is mostly done when there has been damage or system instability attached to the building. Besides that, there are still not many buildings that have data about the age of use of each particular facility, for example plumbing, lights, faucets, telephones, and past data related to the changes that have been made. In one hand, a good maintenance system has been implemented in road projects because it uses Performance Based Contracts (PBCs). Therefore, the purpose of this study is to examine the application of Performance Based Contracts in buildings. The research method is in quantitative and qualitative ways to analyze the opportunities for the implementation of Performance Based Contracts in building maintenance by way of case studies. The object of research is government and private building. The results of this study are the compilation of the initial concept of building maintenance based on the Performance Based Contract (PBC). The implication of this research is the potential for making performance-based contract standard documents for more structured buildings so that they can effectively manage building maintenance.

Implementation of performance based maintenance contracting in railway industries

The achievement of maintenance objectives to support the overall business objectives is the pursuit of any maintenance department. Using in-house or outsourced maintenance service provider is a decision which poses challenge in the management of maintenance function. Should the decision be for outsourcing, the next concern is the selection of the most appropriate strategy suitable for the business environment, structure and philosophy. In an effort to improve maintenance function so as to deliver set objectives, some infrastructure managers adopted the approach of outsourcing maintenance function, giving larger responsibilities to maintenance service providers called contractors. Moreover, such change requires adequate attention to meet the pressing need of achieving the designed capacity of the existing railway infrastructure and also support a competitive and sustainable transport system. This paper discusses performance based railway infrastructure maintenance contracting with its issues and challenges. The approach of this article is review of literature and as well as synthesis of practices. A framework to facilitate the successful implementation of performance based railway infrastructure maintenance is presented. Also a performance monitoring system is proposed to assess the outcome and identify improvement potentials of the maintenance outsourcing strategy. A case study is given to demonstrate the monitoring of a typical maintenance activity that can be outsourced using this outsourcing strategy.
