Entrepreneurship policy in Brazil: its focus and gaps

This article presents an overview of public entrepreneurship policies in Brazil, and categorises them according to a model with eight types of entrepreneurship policy. In doing so, documents on public entrepreneurship policies on the websites of the 39 ministries, departments and agencies of the federal government were consulted. The results showed that public entrepreneurship policies in Brazil focus more on maintaining existing businesses, with finance policies and support for entrepreneurial, technological and innovation policies. However, few policies directly contribute to increasing the number of entrepreneurs in Brazil. These would include policies for the reduction of entry and exit barriers and policies on improving public infrastructure. It was also found that there are few policies on the promotion of entrepreneurship culture and education, which are essential if entrepreneurship is to be seen by more people as a career option.

Entrepreneurship and Regional Economic Development: The Actions of the Industrial Entrepreneurs of Caxias Do Sul, Brazil (1950-1970)

The entrepreneurship brought by the Italian immigrants in the 19th century to the city of Caxias do Sul (Brazil) originated in diversified manufacturing industries, leading this city to host today the second largest metallurgy and metal-mechanic pole in Brazil. This research aims to analyze the action of those entrepreneurs from Caxias do Sul who contributed to the economic and the social development of the Northeast Region of Rio Grande do Sul (Brazil), for the decades of 1950-1970. The socioeconomic conditions that affected the region's economic formation for entrepreneurial actions were identified; the existence of the correspondence of the actions of entrepreneurs with the regional economic development policies was verified and collective and individual actions of entrepreneurs were described as elements for the construction of regional economic development. A qualitative analysis methodology was used with an exploratory approach. The data were collected through recorded guided interviews with the industrial entrepreneurs, to highlight the local entrepreneurial actions that defined the history of the region. A data analysis was made through a content analysis procedure, which handles the narratives of the entrepreneurs on the conditions of regional development. The results demonstrate that individual and collective actions of the entrepreneurs of Caxias do Sul strongly determined the socioeconomic development of the region.

Micro, small and medium-sized enterprises

This article presents the characteristics and situation of micro, small and medium-sized enterprises in a number of Latin American countries. First of all, it considers the most common definitions used in each country and establishes the number of enterprises in each category, together with their sectoral and regional distribution. It then analyses the influence that the business environment has on the management of enterprises, their problems and the public response, with consideration given to the degree of institutional development in the region and the impact of this on business behaviour. In the light of supply and demand aspects, lastly, it suggests areas for improvement and mechanisms for public-private coordination. It also identifies some problem areas for businesses and formulates proposals for greater and more effective involvement by those responsible for the design and implementation of development policies in the region.

This paper examines the role of the Brazilian service of Support for Micro and Small Enterprises – SEBRAE in Brazil in recent decades organizational environment and aims to contribute to the identification and description of your activity, as a way to understand the organizational transformations of the micro and small companies. Achieving this goal, a field survey was carried out in which were raised institutional documents, records and interviews with professionals connected to the institution. Qualitative analysis were made in the material through five sections: products, agents, customers, structure/strategy and scenario. The Competitiveness of Micro-Enterprises and Small Businesses in a Change Scenario: In the Western Area of -Bangu Polo in the Municipality of Rio De Janeiro -Brazil

The present theme is about the importance of administrative instruments for entrepreneurs of micro and small businesses in the West Zone of the Bangu Pole of Rio de Janeiro, in which it is necessary to assess whether managers make use of the mechanisms in the elaboration of their strategic planning. The general objective is to analyze the micro and small businesses of the West Zone of the Bangu Pole in the city of Rio de Janeiro-Brazil in the face of the changes and competitiveness of the current market. The methodology used for the development was a qualitative approach and bibliographic research with emphasis on books, articles, internet materials, dissertations and theses. Thus, it is concluded that the Microenterprises and Small Businesses of the West Zone of the Bangu Pole in the Municipality of Rio de Janeiro in the districts of Bangu, Padre Miguel and Realengo, make use of administrative tools for their decision-making, in creating your competitive advantage.

Empreendedorismo e startups no Brasil: perspectivas em pesquisa

This issue of the journal Cadernos EBAPE.BR presents a collection of themes. One article addresses Philosophy and Administration by analyzing the contributions of Jürgen Habermas to social management; another by Enrique Dussel presents the Philosophy of Liberation. This issue also publishes a critical study on consumption in Brazil, and a work discussing the various aspects under which entrepreneurship is addressed in Brazilian scientific journals in the field of Administration. Another interesting publication in this issue is related to the construction of business administration as an area of knowledge in Brazil. It is a study discussing the grades assigned to graduate programs whose degree enables the student to pursue an academic career (stricto sensu), in the evaluation system by the Coordination for the Improvement of Higher Education Personnel (Capes). Finally, this issue presents studies about sustainability and new technology in the information age and a study about a group of mothers and their social identity. This edition is consistent with the tradition of Cadernos EBAPE.BR of presenting several theoretical currents, democratically, and publishes topics such as social inclusion, social justice, identity, critical studies and analytical reflections on the improvement of research and the construction of the area of knowledge of Business Administration. In addition to theoretical essays and studies on the topics indicated, this edition brings a study on entrepreneurship, a fundamental theme in Brazil, where thousands of companies are created every year.

Why efforts to develop entrepreneurship in extremely poor regions fail? Regional evidences from Northeastern Brazil

The purpose of this paper is to describe the experience of a professors team on implementing an entrepreneurship qualification project to create a base for local development in a region of extreme poverty. This study is an interpretive, descriptive, based on the phenomenology and interpretative case study. Data were collected through field notes, participant observation and documents and were analyzed in a comprehensive-interpretive hermeneutic. Main results indicate the need for greater awareness in communities in areas of extreme poverty about the opportunity to improve the quality of life and employment and income generation through education and entrepreneurship with practical results and the medium and long-term. In the culture of region noted low levels of innovation and entrepreneurship. The local culture is heavily dependent on assistance programs from the federal government. The study reports difficulties in implementing an entrepreneurship qualification project in areas of extreme poverty. Demonstrates the need for changing the status quo of a region in extreme poverty, describing the importance of breaking the vicious cycle of poverty through entrepreneurship qualification to generate income and employment.

Analysis of the development of local productive arrangements (LPAs) in Brazil

Faced with the crisis of the 1970s, the Local Productive Arrangements (LPA) were created, where micro, small and medium enterprises organized themselves with socioeconomic and political agents, located in the same territory, developing related economic activities that present links of production, interaction, cooperation and learning. In Brazil, the Federal Government together with class entities, supporting industry and commerce, carried out numerous initiatives to stimulate the development of LPA in various regions of the country. This article aims to present the development of LPA policies in Brazil, analyzing quantitative data, addressing the region that has shown the greatest growth in LPA and which is the predominant productive sector in recent years.
