The title of this writing is The Implementation of Registration of Property Rights in A Complete Systematic in Realizing The Legal Certainty in The Nagekeo District of East Nusa Tenggara Province. The government has conducted the program of systematic and complete land registration (PTSL) in order to have a legal certainty guarantee and protection of human rights in owning land fairly and evenly, as well as to encourage the state economic growth generally and the community economy in Indonesia. Land registration is an important and basic activity in land management. bagian pendataan yang masih menggunakan Microsoft Word dan Microsoft excel bahkan ada data yang masih ditulis di kertas untuk rekap data hal tersebut menjadikan pekerjaan menjadi kurang efektif dan efesien karena kesuliatan dalam pendataan, pencarian data sampai kersulitan dalam pembuatan laporan. Solusi dari permasalah tersebut dengan memanfaatkan kemajuan teknologi untuk mendukung kinerja karyawan, dengan membangun sistem PTSL berbasis teknologi informasi. Metode pengembangan sistem yang digunakan adalah linier sequensial model dengan beberapa tahap yang dilakukan antara lain formulasi, perencanaan, analisis, rakayasa, implementasi dan pengujian, dan evaluasi. Tujuan dari penelitian ini adalah membangun sistem pendataan pemohon sertifikat PTSL pada BPN yang dapat memudahkan karyawan pekerja tidak tetap (PTT) dalam melakukan penginputan dan pencarian data sehingga dapat meningkatkan kinerja kerja karyawan PTT di BPN Kota Palembang.

Dalam memberikan kepastian hukum dan perlindungan hukum hak milik atas tanah, berdasarkan Peraturan Pemerintah No. 24 Tahun 1997 tentang Pendaftaran Tanah, Pemerintah wajib mendaftar seluruh bidang tanah di wilayah Indonesia baik melalui pendekatan sistematis maupun sporadik. Metode yang digunakan dalam melakukan penelitian merupakan metode penelitian secara yuridis empiris dan proses pembuatan penelitian yang lakukan bersifat penelitian deskriptif analitis. Setelah melakukan investigasi maka hasil dari penelitian tersebut dapat disimpulkan bahwa Kegiatan Pendaftaran Tanah Sistematis secara menyeluruh di Kota Tanjungbalai dikatakan sangat baik dan positif dalam mewujudkan tata tertib pertanahan.
