The Western Australian (WA) Public Health Bill will replace the antiquated Health Act 1911. One of the proposed clauses of the Bill requires all WA local governments to develop a Public Health Plan. The Bill states that Public Health Plans should be based on evidence from all levels, including national and statewide priorities, community needs, local statistical evidence, and stakeholder data. This exploratory study, which targeted 533 WA local government officers, aimed to identify the sources of evidence used to generate the list of public health risks to be included in local government Public Health Plans. The top four sources identified for informing local policy were: observation of the consequences of the risks in the local community (24.5%), statewide evidence (17.6%), local evidence (17.6%) and coverage in local media (16.2%). Evidence-based decision making (EBDM) represents an important strategy to increase efficacy and efficiency of public health programs and practice. There is insufficient information on the application of EBDM among local health departments (LHDs). This qualitative study examined use of EBDM in New York State (NYS) LHDs and factors facilitating and impeding its adoption through interviews and focus groups with 47 LHD commissioners, health directors, and other upper-level staff. Findings suggest variability in application of EBDM in NYS LHDs. A number of internal factors (e.g., staff capacity, organizational culture) and external factors (e.g., policy environment, appropriate and replicable evidence-based models) contribute to its uneven use, even within a single LHD. Evidence-based Decision Making to Improve Public Health Practice

Despite the many accomplishments of public health, greater attention on evidence-based approaches is warranted. This article reviews the concepts of evidence-based public health (EBPH), on which formal discourse originated about 15 years ago. Key components of EBPH include: making decisions based on the best available scientific evidence, using data and information systems systematically, applying program planning frameworks, engaging the community in decision making, conducting sound evaluation, and disseminating what is learned. Core competencies for EBPH are emerging, including not only technical skills but also attention to administrative practices in public health agencies. To better bridge evidence and practice, the concepts of EBPH outlined in this article should be carried out in their entirety.

Background Data indicating the extent to which evidence-based decision making (EBDM) is used in local health departments (LHDs) are limited. The New York Public Health Practice-Based Research Network implemented a mixed-methods study to examine the decision-making processes used by New York State (NYS) LHD leaders and upper-level staff, and to identify facilitators and barriers to the use of EBDM in these settings. This paper reports on the qualitative component of the study.

Background: Core competencies for public health in Canada require proficiency in evidence informed decision making (EIDM). However, decision makers often lack access to information, many workers lack knowledge and skills to conduct systematic literature reviews, and public health settings typically lack infrastructure to support EIDM activities. This research was conducted to explore and describe critical factors and dynamics in the early implementation of one public health unit's strategic initiative to develop capacity to make EIDM standard practice.

Tools to support evidence-informed public health decision making

Public health professionals are increasingly expected to engage in evidence-informed decision making to inform practice and policy decisions. Evidence-informed decision making involves the use of research evidence along with expertise, existing public health resources, knowledge about community health issues, the local context and community, and the political climate. The National Collaborating Centre for Methods and Tools has identified a seven step process for evidence-informed decision making. Tools have been developed to support public health professionals as they work through each of these steps. Development of a Decision Aid for Evidence-informed Public Health Policy: A Mixed Methods Study

This study contributes to the evolving needs of decision support for evidence-informed health policymaking. Its aim was to bring more formal consideration of context and a broader conception of evidence into public health policymaking, giving due prominence to all relevant types of evidence. A sequential mixed methods approach was used to undertake the development of a decision aid to support evidence-informed public health policy. A meta-narrative review and focus group were conducted to inform the initial development of the proposed aid. Key informant interviews followed, providing preliminary feedback for refinement of the tool.
