Tackling Invasive Alien Species in Europe: the top 20 issues

Globally, Invasive Alien Species (IAS) are considered to be one of the major threats to native biodiversity, with the World Conservation Union (IUCN) citing their impacts as 'immense, insidious, and usually irreversible'. It is estimated that 11% of the c. 12,000 alien species in Europe are invasive, causing environmental, economic and social damage; and it is reasonable to expect that the rate of biological invasions into Europe will increase in the coming years. In order to assess the current position regarding IAS in Europe and to determine the issues that were deemed to be most important or critical regarding these damaging species, the international Freshwater Invasives -Networking for Strategy (FINS) conference was convened in Ireland in April 2013. Delegates from throughout Europe and invited speakers from around the world were brought together for the conference. These comprised academics, applied scientists, policy makers, politicians, practitioners and representative stakeholder groups. A horizon scanning and issue prioritization approach was used by in excess of 100 expert delegates in a workshop setting to elucidate the Top 20 IAS issues in Europe. These issues do not focus solely on freshwater habitats and taxa but relate also to marine and terrestrial situations. The Top 20 issues that resulted represent a tool for IAS management and should also be used to support policy makers as they prepare European IAS legislation.

Tackling invasive alien species in Europe II: threats and opportunities until 2020

Invasive alien species (IAS) are a significant and growing problem worldwide. In Europe, some aspects of IAS have been addressed through existing legal instruments, but these are far from sufficient to tackle the problem comprehensively. The FINS II Conference considered the relevance of Top 20 IAS issues (Top 10 threats and opportunities) for Europe determined at the 1st Freshwater Invasiveness – Networking for Strategy (FINS I) conference held in Ireland in 2013. Using a similar format of sequential group voting, threats from FINS I (lack of funding, of awareness and education; poor communication) and several new threats (lack of lead agencies, of standardized management and of common approach; insufficient monitoring and management on private property) were identified by 80 academics, applied scientists, policy makers and stakeholders from 14 EU and three non-EU countries (including 10 invited speakers) during four workshop break-out sessions (legislation remit in both EU/non-EU countries; best management and biosecurity practice for control; data management and early warning; pathways of introductions and citizen science). Identified opportunities include improved cooperation and communication, education and leadership to enhance public awareness and stakeholder participation, systems establishment for early detection, rapid response, monitoring and management of IAS using standardised methods of data collection, storage and usage.The sets of threats and opportunities identified underline the importance of international cooperation on IAS issues in communication, education and funding as priorities, as well as in standardization of legislation, control methods and best practise of research.

Invasive alien species' means an alien species whose introduction and/or spread threaten biological diversity. 'Alien species' refers to a species, subspecies or lower taxon, introduced outside its natural past or present distribution; includes any part, gametes, seeds, eggs, or propagules of such species that might survive and subsequently reproduce. NB: some international/regional/national instruments (e.g. Conventions) use the terms 'exotic species', 'non-indigenous species' or 'non-native species' when referring to 'alien species'. In this report the term 'alien species' has been used throughout the text, but where applicable the references used in the original texts have been maintained. 'Introduction' refers to the movement by human agency, indirect or direct, of an alien species outside of its natural range (past or present). This movement can be either within a country or between countries or areas beyond national jurisdiction. NB: in this report, movements between countries are referred to as 'exports' or 'imports'. Introduction is used to mean introduction into the wild. 'Intentional introduction' refers to the deliberate movement and/or release by humans of an alien species outside its natural range. 'Unintentional introduction' refers to all other introductions which are not intentional. 'Establishment' refers to the process whereby an alien species in a new habitat successfully produces viable offspring with a likelihood of continued survival.

Making the EU Legislation on Invasive Species a Conservation Success

The European Union's (EU) new legislation concerning Invasive Alien Species (IAS) is a groundbreaking and commendable attempt to set a common standard for combating IAS across political jurisdictions at a multinational scale. However, the regulation, underpinned by a list of IAS of Union concern, affords Member States a degree of operational flexibility and its successful implementation will be dictated by appropriate national enforcement and resource use. In evaluating this EU legislation, we provide pragmatic recommendations based upon a geo-political analysis of the pan-European capabilities to combat IAS and discuss measures to avoid the risk that the regulation will promote a piecemeal response by stakeholders instead of a truly collaborative effort. We highlight a major deficit in the funding mechanisms to support a comprehensive implementation of the legislation and stress the importance of consultation with the broader scientific community, including with key stakeholders, businesses and the general public. Our recommendations will create incentives for industries, raise awareness among citizens and stakeholders, and help establish a social norm for the EU and further afield. The legislation offers a collaborative Europe the chance to demonstrate its commitment to tackling the problems of IAS and to achieve a successful conservation breakthrough of international importance.

Invasive alien species of policy concerns show widespread patterns of invasion and potential pressure across European ecosystems

Animals, plants, and other organisms unintentionally or deliberately brought into a natural environment where they are not normally found, and where they cause harmful effects on that environment, are known also as invasive alien species (IAS). They represent a major threat to native biodiversity and ecosystem functioning, and can affect negatively human health and the economy. We assessed the presence and potential pressure by IAS on terrestrial and freshwater ecosystems across 27 European countries, for 66 IAS of policy concern. We computed a spatial indicator that accounts for the number of IAS present in an area and the extent of the ecosystems affected; for each ecosystem, we also looked at the pattern of invasions in the different biogeographical regions. We found disproportionally greater invasion in the Atlantic region, followed by Continental and Mediterranean regions, possibly related to historical patterns of first introductions.
