Ulkemiz yerel yonetim sistemi icerisinde, 16 ilde yer alan Buyuksehir Belediyelerinin yani sira 2014 yilinda kurulan on dort (14) yeni Buyuksehir belediyesi ile birlikte otuz (30) buyuksehir belediyesi yer almaktadir. Buyuksehir belediyelerinin idari yapilanmalari ile butce yapilari ayni cercevede olusmaktadir. Veri Zarflama Analiziyle Hizmet Etkinliği Ölçümü: Diyarbakır DİSKİ Örneği
In this study, according to years efficiency service of Diyarbakır Water and Sewerage Administration was measured by Data Envelopment Analysis (DEA) and investigated comparatively changing of efficiency in years and analysed reasons of years that not efficient. According to two service subjects measure of efficiency has been done for 2000-2012 years and thus for every year level of efficiency has been compared. Data Envelopment Analysis has been done to output by BCC method and used number of total staff, length of domestic water network, length of waste water network, amount of domestic water that given to city as variables of input, Besides number of total subscriber, amount of billed domestic and waste water as variables of output. As results of study, it was determined administration’s afficiency level is low in years 2003, 2005 and 2008. In outputs for 2003 year it was observed more increase then outputs and outputs for 2005, 2007 and 2008 years was determined more less increase then inputs.

In this study, which is about the implementation of Zero Waste Management (ZWM) in Marmara University Anadoluhisari Campus, it is aimed to shed light on the question of to what extent the understanding of zero waste management can be realized in our country. In addition to the recycling of waste to the economy, it was targeted to reveal out how the highly educated individuals of the society, namely students, can adopt this practice. In this context, the method followed in the study was i) determination of the current situation (determining where and how much waste was generated in the current situation and how it was disposed of), ii) waste segregation and reduction studies and iii) awareness measurement. In the light of the findings obtained, the amount of waste collected in the campus was 193.20 g/person.day before the implementation of ZWM. In this paper logistics performance of the region in the Nomenclature of Territorial Units for Statistics Level-2 in Turkey will be measured through the turnover of enterprises operating in this sector. In the study data for the year of 2015 were obtained from the Turkey Statistical Institute and the General Directorate of Highways. Data Envelopment Analysis (DEA) was used to reveal the effectiveness of the regions. In this context, while the length of the road, the length of the railway, the number of ships coming to ports, number of aircraft landing and take-offs, gross domestic product and total number of vehicles were used as inputs, besides that the turnover of enterprises operating in the logistics sector is used as an output are included in the analysis. According to the findings of the study, 5 regions are found effective both CCR and BCC models. These regions are TR10, TR33, TR42, TR51 and TR 90 respectively. The analysis of urban environmental sustainability is crucial to access better standards of living or welfare level for the urban population in economic, environmental and social contexts. The aim of this paper is to evaluate the current position of the cities in Turkey with respect to urban environmental sustainability. In doing so, one of the most frequently utilized methods for environmental studies in recent years, the Data Envelopment Analysis, is used. Due to the geographical differences and non-homogeneous structure of the cities, however, the method of categorical data envelopment analysis is preferred at the stage of empirical analysis. According to the empirical findings, the cities like Isparta, Manisa, Aydın, Karaman and Van showed considerably high performance. On the other hand, the performance of the cities such as Diyarbakır, Batman, Sivas, Elazığ, Erzurum, Kocaeli, Tekirdağ, Bursa and Kayseri remained insufficient in the context of urban sustainability.

-ÖZET- Yerküre üzerinde nüfusun artması, kent politikalarının değişmesi ve sürdürülebilirlik ve geri dönüşüm kavramlarının popülerlik kazanması ile artık akıllı kentler kavramı ön plana çıkmaktadır. Akıllı kentler yalnızca elektronik veya dijital olanaklardan yararlanan kent olarak değerlendirilemez. Sosyoekonomik olarak insan paydaşı ile beraber kentin sürdürülebilir bir yaşam alanına dönüşebilmesi ve çevresel tehlikelerin ve risklerin en aza indirildiği bir habitat oluşturabilmektir. Bu bakımdan kentlerin en önemli sorunları olarak görünün katı atıkların geri dönüşüme kazandırılabilmesi ile birlikte insana zarar vermeden doğa ile buluşabilmesi için akıllı kent uygulamaları önem arz etmektedir. Bu çalışmada akıllı kentler kavramı üzerinden ülkemizde atık yönetimine yönelik olarak yapılan çalışmalar üzerinden “gelecekte neler yapılabilir?” sorusunun yanıtı aranmaktadır. *** ABSTRACT With the increase of population on the earth, the change of city politics and the popularity of sustainability and recycling concepts, the concept of smart cities now stands out. Smart cities cannot be considered as cities that only benefit from electronic or digital opportunities. Socioeconomically, together with human stakeholders, the city can be transformed into a sustainable living space and a habitat can be created where environmental hazards and risks are minimized. In this respect, as the most important problems of the cities, seem to be the recycling of solid wastes together with intelligent urban practices to be able to meet with nature without harming human beings are important. In this study, the answer to the question "what can be done in the future" is sought through the studies made on waste management in our country through the concept of smart cities.
