Implementation of E-Government as a Public Service Innovation in Indonesia

E-Government implementation is the use of technology, information, and communication to realize more efficient and effective government practices in the process of implementing public services in order to facilitate public access to information and create principles of accountability, transparency and good public participation in the Indonesian government. This study aims to explain the implementation of E-Government in Indonesia which encourages the development of information and data systems and is adapted to existing bureaucratic processes. The method used in this research is qualitative research methods. The results showed that public service innovation organized by the government of the Republic of Indonesia was able to create relationships between elements in a country online, not inline, so that efficiency and speed in public services was not only a symbol but a reality.

Mobile apps as government communication media in urban public services: case study – the usage of Qlue application by Jakarta Provincial Government

The fast-paced development of internet technology and the infiltration of mobile communication devices have produced the 'always on' society phenomenon. At the same time, the concept of 'smart city' considered to be relevant to overcoming plenty of challenges that 21st century urban areas face. The utilization of technology by means of 'mobile government' ('m-government') is believed to be competent to bridge public needs with public service that government provided. One form of the 'm-government' is the usage of mobile application (mobile app) as a medium of government communication. This research is undertaken with a case study of Qlue mobile app organized by the Provincial Government of DKI Jakarta. The qualitative methods used are interviews and observations to validate this research. The vital discovery of this research is that Qlue comes up as the tool for public-oriented government communication. Qlue has been operated not only for running the communication function of government, which becomes the media for government socialization; but also to become the channel of public needs aspiration delivery. In the context of good governance, the use of mobile apps has been contributing to implement the principles of participation, equality, and accountability.

This study discusses the impedation of e-government on Jakarta one-stop service agency (BPTSP) which focuses on its object is the service user in the agency. How Acceptance of e-government in the body is the problem formulation of this research. The Birth of this Institution is based on Local Regulation No. 12 of 2013 on the implementation of One Stop Integrated Service, only focusing on service users. This research uses qualitative method with phenomenology approach to see the experience of the users of electronic or e-government based service system which is the obligation of every government body to apply it. The object of research is five people. Results from research Acceptance of e-Government Implementation at the One Stop Service Integrated Service Body, covering two issues. First, problems with managers, and the second problem on community acceptance. Issues on management, ie problems on technical or support to the system and infrastructure and human resources of technicians. The problem with community acceptance is the impact of the system in service. The system with a double mechanism, makes people feel inefficient.

THE EFFECTIVENESS LOCAL GOVERNMENT FOR USING E-GOVERNMENT TO PROVIDE CITIZEN PARTICIPATION IN YOGYAKARTA CITY (Case Study : Local Government in Yogyakarta City, Indonesia

E-Government is part of the Communication and Information Technology to provide a wide variety of benefits to government, business and citizen. This is have a benefits since it's a new innovation of government to integrated local government data, increased transparency and responsibilities to the public for giving the good service. Some countries being joined with United States applied that E-government has been need that should be owned, one of them is Indonesia. The aims of this research is to analyze the effectiveness for using E-government if Yogyakarta city used e-government to provide citizen participation. The method that used in this research is qualitative analysis with auxiliary of literature review. Then, the technique of analysis data which applied in this research are literature review, data attachment and conclusion. This paper concluded that e-government is the tools that can make easily citizen to get more information about government, society ets that connected with internet. For the first is e-government can provide a wide variety of benefits including more efficiently to citizen to get an information and get the good public service. The second is e-government more easily and lower cost to citizen. And the last, e-government is the part of public service delivery to the citizen with developing of Information and Communication Technology.

This conceptual paper's objectives describe how the utilization of technology and information systems in government institutions developing e-government can improve public service performance and quality. The development of information and technology helps humans and the organization to successfully their operation. The operational system more accurate, useful, and efficient. Most governmental bodies have a low-performance rate in matters of bureaucracy. To repair the quality of bureaucratic performance in government institutions, there is a need to introduce public transparency and accountability to increase the role of public control. Implementation Of E-Government In Kelurahan Of Tanjungpinang City (Study on SIMDA BMD application

—E-government is the utilization of information technology used to speed up the implementation of the government in improving the accessibility of the data presented in a timely, accurate urban villages for employees without requiring any intermediary information systems, the implementation of applications e-government of urban villages in Tanjungpinang use a type G2G (government-to-government), where this type have a need to interact between one government and other Governments in order to increase of cooperation and work processes Relating SIMDA BMD (Management Information System Regional Property). This study aims to look at the implementation and inhibiting factors in the application of e-government in Tanjungpinang urban villages. Researchers used qualitative research methods. The Data collected in this study uses interviews. The results Showed that there were already base of implementation e-government in Sub Tanjungpinang through the application of SIMDA BMD applications (Management Information System Regional Property). In general, the implementation of applications e-government of urban village is optimal, it is seen from the villages helped in facilitating good clerks Administration of procurement, procurement planning in Sub Tanjungpinang. In the application of operating BMD SIMDA there are constraints of the which the export menu inpor the data can not be used Because the application is still offline.

Potential Users and Critical Success Factors of e-Government Services: The Case of Indonesia

Implementation of e-government in Indonesia began in 2003 when the Government of Indonesia released Presidential Instruction No3/2003 regarding the National Policy and Strategy Development of E-Government. However, until then the public services that provided through egovernment are still very limited in quantity as well as quality. This paper presents the results of study that was conducted by online on Indonesian Internet users and the manager of the egovernment sites of Indonesia. Quantitative and qualitative approaches were used in this study. This research found that most Internet users have intention to use e-government. They are Internet users who have the characteristics in majority consist of: female, have age in twenty one to thirty years old, have bachelor education degree, and they have been using the Internet for a period of seven to nine years. According to the citizens' perspective, the most critical factors to the intention to use e-government are the relative advantages of e-government and the compatibility of egovernment with the ability and life style of users. From to the government's perspective, the most critical factors for successful implementation of e-government are the e-leadership and the opportunity to develop employees' capacity in the technical training on e-government.
