IMPACT OF SKILLS ACQUISITION AND ENTREPRENEURSHIP DEVELOPMENT ON SELF-EMPLOYMENT INTENTIONSOF NYSC-CORPS MEMBERS IN NIGERIA

he National Youth Service Corp added Skills Acquisition and Entrepreneurship Development (SAED) to its programmes to equip youths with the right mental attitude, knowledge, and skill set for selfemployment. However, research reports question the effectiveness of SAED programme relative to stated objectives. Minor and major research questions were raised to evaluate each segment and each stage of SAED and to examine the impact of SAED on self-employment intentions of corps member. A mixed design of observation and quasi-experiments were adopted to collect data for study. With the use of an analytic rubric, the observation data were analysed and with the use of percentage the quasi-experiment scores were compared. The results showed poor performance in every segment of every stage in implementation. The quasi-experiment results showed reduction in self-employment intentions. Recommendations centred on total programme redesign and adoption of an appropriate model to guide implementation.

IMPACT OF NYSCS SKILL ACQUISITION AND ENTREPRENEURSHIP DEVELOPMENT PROGRAMME ON JOB CREATION IN ABUJA, NIGERIA, 2022

This research examined graduates' unemployment reduction in Abuja, using the NYSC's Skill Acquisition and Entrepreneurship Development (SAED) Programme as a case in point. The study adopted a descriptive approach, and anchored on the Oxenfeldt's refugee effects theory which states that unemployment drives youth to self-employment. The study revealed that SAED programme has contributed to 35% business employment for those who completed the post-camp training. Findings also show that corps members participate in the in-camp training. However, there seems to be a very sharp decline in participation between the in-camp and post camp segments of the programme as very few participates in the post-camp exercise where the main skill acquisition training is expected to take place. The reduction in number in the post-camp training is occasioned by some challenges ranging from unconducive training/seminar venues, attitude of trainers, inadequate time etc. which leads to loss of interest in the programme. This is coupled with the fact that the post camp training attracts payment, and the NYSC is not actually involved in the negotiation of the terms of engagement of the corps members with the trainers in the post-camp training. More still, training centres do not exist in all the areas especially in the remote ones. It is against this backdrop that the study recommends that for effective and efficient skill acquisition and participation of corps members both in the in-camp and post-camp training exercise, adequate sensitization, conducive training environment, quality lectures/trainings, availability of skill acquisition centres, accessibility to credit facilities, and that NYSC should be involved in negotiation and monitoring of skill acquisition training programmes in the post-camp exercises among others.

Operation, Problems, and Prospects of Youth Employment Programmes in Oyo State, Nigeria

Oyo State like many of its counterparts in Nigeria is faced with the problem of a high number of its young population lacking access to employment opportunities. The State Government having realized the extent of the problem had to embark on several initiatives with the aim of reducing youth unemployment in the state. Evaluating the impact of any programme is an invaluable element required in policy formulation thus, the study was conducted to investigate the operation, problems and prospects of youth employment programmes in the State, using the Skill Acquisition Scheme and the Youth Empowerment Scheme- Oyo (YES-O) as case studies. A survey methodology was adopted for the study with structured questionnaires designed for four categories of respondents: trainees under the Skill Acquisition Scheme, tutors under the Skill Acquisition Scheme, administrators of the two employment programmes in the State, and cadets of the YES-O programme. The data gotten from respondents were analyzed through the help of the statistical software, SPSS. To ensure a lucid and simple analysis, descriptive statistics measures such as tables and percentages were used in interpreting results gotten from the study. The results obtained showed that many factors have militated against the ability of the two schemes to achieve their objectives. The State Skills Acquisition Scheme was characterized by problems ranging from inadequate funding, lack of an enduring exit strategy, lack of start-up capital, ineffective monitoring and supervisory mechanism, absence of literacy and numeracy components, and poor sensitization. The YES-O programme encountered challenges such as salary-related issues, absence of clearly defined exit strategy, duplications of duties and the inability of cadets to acquire relevant skills useful in the labor market. The recommendations for the improvement of the Skill Acquisition Scheme include the expansion of channels of enrollment into the scheme through collaboration with social groups, the establishment of more training centers, the creation of linkages with Micro Finance Institutions, and the adoption of Public Private Partnership (PPP) developmental strategy in the scheme. With regard to the YES-O programme, components such as entrepreneurship education, vocational training, and business management skills should be incorporated into the programme to cater for cadets in the post YES-O employment period.

"We are going to join millions of unemployed graduates": The Problem of Incorporating Entrepreneurship Courses into the Youth Service Programme in Nigeria

As part of the measures to deal with the rate of youth unemployment in Nigeria, entrepreneurship programmes were incorporated into the National Youth Service Corps (NYSC) scheme, which was initially meant to promote common national awareness among graduate youths. While this experiment created a problem due to the NYSC posting policy, the empowerment programmes face other challenges that constrain their outcome. The posting policy privileged the allocation of graduate youths to work establishments where many of them are either under-utilised or incompetent. The NYSC empowerment programmes, on the other hand, grappled with the problems of corruption by job empowerment agencies, the negative attitude of corps members towards vocational and technical skill acquisition and inadequate resources to assist corps members who want to put their business plans into practice. The present paper concludes that the NYSC posting policy and empowerment programmes offer corps members little chance for the acquisition of relevant skills needed for self-development and is unable to properly address the problem of unemployment in Nigeria.

FOSTERING CORPS MEMBERS' TRANSITION TO PRODUCTIVE JOBS

Given the challenge of post-NYSC jobs, the paper explores multiple options open to Nigeria’s corps members to acquiring and developing market readiness skills so crucial in making them relevant, self-reliant and independent after their mandatory one-year national service.

Analysis of Skill Acquisition Programmes (SAP) on Employment Opportunities in Rural Rivers State

The study analyzed skill acquisition programmes (SAP) on employment opportunities among rural people in Rivers State. Structured questionnaire was used to elicit information from 100 respondents. Multistage sampling technique was employed. Four institutions involved in SAP were purposively selected while 80 beneficiaries and 20 managerial/administrative staff of the institutions were randomly selected. Data collected were analyzed using descriptive statistics. The study revealed that the four institutions carried out activities/skills in carpentry, computer training, fashion design, welding, GSM repairs, barbing /hair saloon, hat making, soap making and tie and dye. All(100%)the persons that enrolled with RSSDA and NDDC graduated at the end of the programme while Elf (95%) and NAOC(90%) graduated at the end of the programme. Furthermore, the study revealed that 23% of the beneficiaries areself-employed, 19% were employed by government, 14% were employed by private sector and 45% still see their selves as unemployed. The factors militating against SAP were beneficiaries went into SAP because they needed money (x =3.10), lack of interest in the skills (x =2.90), lack of electricity to continue the skill (x =2.80), beneficiaries sell their starter packs (x =3.10), lack of store/place to start the business (x =2.90) and government not admitting the right individuals into the programme (x =3.10). It was therefore recommended thatleaders in the study area should allow the programme to be independent. They should allow the coordinators or organizationsto recruit the candidates themselves.
