Library science field in Indonesia has long been known and used to use information-related activities, although the words are not user-oriented words. Information skills developed in America since the late 1980s, with a focus on the activity 'bibliographic instruction' offers organized in scientific libraries. In English, the term 'bibliographic instruction' in parallel with 'user education'. Now, the use of word literacy is more familiar than the use of user education because there have been changes in the global agenda on education as well as the development of hybrid and is known for its library digital library. Not only about the concept of digital library development, indeed the rapid development that occurs in the field of information technology and communication has a broad impact on the organization of the library. The result, especially in the form of an increase in the number and nature of the library collection resources. . The rise of a country in the world is determined by the quality of human potential, especially in the acquisition and dissemination of information. The library has a crucial role to play in raising human resources by strengthening the competitiveness of information skills. Using the power of information skills will increase the power of state, namely the power to improve people's daily lives. Finally, it can help accelerate the development and progress of the country in general.

This literature review focused on the role of rural community libraries in minimizing information poverty. The potentials of rural community libraries in promoting sustainable development are discussed in this article. The necessity of information poverty alleviation for sustainable development is also discussed. The study found that information poverty is an obstacle whereas information is a key to achieving sustainable development. The study also found that community library is not only a library of few shelves of books but also a hub of the local communities, particularly of the rural and disadvantaged communities offering a continuously changeable information resource for the community. It empowers individuals and communities to help them reach their goals. It lays down the foundation stone for sustainable development.

Information Literacy is considered as the link pin and defensive mechanism for national development. It is a key factor in lifelong learning and the first step in achieving educational goal. In essence, it facilitates learning, acquisition of knowledge, skills, values, beliefs and creates cultural awareness. The concept of information literacy, emerged with the advent of information technologies in the early 1970s, has evolved over the years to become a viable tool for national development in the 21st century. Some scholars have opined that the development of information literacy should take place throughout the life of an individual most especially the during educational years. The implication of this is that, academic library staff require to acquire information literacy skills that will help them recognize when information and services are needed, method of communication, understanding the socioeconomic and political implication of information for national development. Academic library staff is the entire group of paid employees responsible for the operation and management of library or library system in institutions of higher learning (Shidi, 2011). Academic library staff includes professional librarians. These groups of people ensure that users have access to information at the right time of need. The implication for academic libraries staff is to acquire current information literacy skills that would help them to identify and analyze information resources and services as well as determine when and where same is needed. Information sharing needs to demonstrate sensitivity to socioeconomic and political implication for national development. Access to information is one of the dominant factors for national development. The need to determine what information we need and where to obtain it, how to select, evaluate and utilise it to advance individual and collective progress is of utmost importance for national development. According to Kothari Commission quoted by Satbir (2014), national development isthe continuous rise in standard of living of masses,reduction of unemployment, equal opportunities for social, political and economic development, good and impartial administration, mutual understanding and sense of cooperation amongst masses. National development is the overall collection of social-economic, political and religious advancement of a nation. It is people oriented and its success is evaluated in terms of the impact it has on improving the lots of the citizens. The nation in which her citizens acquired information literacy experienced meaningful development. It is a train that drives citizens to a better understanding which in turn induces sound judgement and decision making. Librarians’ Perceptions of the Role of Information Literacy for Sustenance of a Democratic Nation

This research adopted a survey design which sought information from respondents on the Information literacy, for sustenance of a democratic nation. The population comprised fortyseven (47) practicing library staff of Chukwuemeka Odumegwu Ojukwu University Library, Anambra State. The nominal role of the staff of Chukwuemeka Odumegwu Ojukwu University Library was used to derive the population of the study. There was no sampling because the whole population was studied since it is small and manageable. A self-developed questionnaire entitled "Information Literacy for sustenance of democracy Questionnaire, ILSDQ" was used for data collection. ILSDQ was validated by experts from Library and Information Science Department in the Faculty of Education of Chukwuemeka Odumegwu Ojukwu University. Pearson's Product Moment Correlation Coefficient was used to obtain a reliability coefficient of 0.84. Data were collected and analysed using mean scores. The findings revealed that, the librarians agreed that information literacy actually sustains a democratic nation. Illiteracy, low computer skills, lack of professionals trained in information literacy, lack of reading culture, among others, are some identified challenges to information literacy. Based on the findings, recommendations include among others that information literacy should be included in primary, secondary, and tertiary institutions curriculum, with teachers, lecturers and librarians teaching it.

Librarians, by collecting, organizing, storing and providing access to information, serve as change agents, helping organizations and individuals access and use information in order to develop more successful societies. Libraries are agents of change in all facet of life worldwide. Countries that have established libraries and embraced information have in no time risen above their contemporaries. Libraries are set up to meet the teaching, learning, research and information needs of the parent institution as well as impact the immediate community where the institution is resident through community impact initiative programmes. Thus, libraries can help develop the community by providing access to relevant information through different channels.

The libraries are now-a-days more concerned with identifying the increasing information needs of its users and provide them the latest information resources. The advent of information and communication technologies have made a huge impact on all aspects of education including teaching & learning, institutional management, library services, research & development, information dissemination, discovery and its delivery. Libraries are acquiring so much information and are spending so huge amount of money on procuring the information, if the users are unable to make optimum use of this information the efforts and money will be a waste. Users should have knowledge to know how to find, evaluate, and use information effectively to solve a particular problem or make a decision, whether the information can be retrieved from a computer, a book, a government agency or any of a number of other possible resources. For this purpose information literacy programme to be conducted by library has become a necessity. The Role of the Libraries in the Information Society

After the transition to the information society, our world is in a fast and massive transformation in social, cultural, political and economical terms. This transformation process affects almost all organizational structures. One of the structures that is affected of this process is the library with its culturally and socially organizational characteristics as they collect, preserve and serve the information; spot the information as the focus and eventually aim to meet the information needs of the society. The aim of this study is to examine the information society fact as well as determining the effects of the transition to the information society on the libraries and to give information of the status of the libraries in the information society.
The Information Literacy Education Readiness of Central Public Library (CPL) in Dhaka of Bangladesh
Knowledge-based society is already established in some developed countries which are not far away from Bangladesh. In the transition to the knowledge/information based society, information literacy is essential for the effective and widespread use of information. It is used today to describe a set of skills and competencies, processes and actions, and attitudes that lead one to be a wise information consumer. This study observes information literacy concepts, standard indicators, and readiness of Central Public Library (CPL) and examines whether the CPL is ready to assume an enhanced responsibility for information literacy education. This study finds that the CPL in Bangladesh has shortcomings in information literacy education programmes due to lack of physical facilities, absence of information retrieval tools and low level of professional education of public library staff. However, recognition that present approaches are not meeting the requirements of users and more effective system with experienced educator is required. This study also emphasizes and suggests that without a push of external help through finance, professional expertise, facilities, and patronizations the CPL would not be able to properly address information literacy issues. Information Literacy of Library Users: a Case Study of Mazandaran Public Library Users, Iran

This study has investigated: "Information Literacy of Public Library Users in Mazandaran Province and Role of Them in Its Promotion". The research method was descriptive survey. Data was collected by survey questionnaire. The study population was 56 public libraries in Mazandaran province, but we used a cluster sampling of 14 libraries (viewpoints of resources, information technology and library members has higher degree due to other libraries). We selected a total of 17,687 people with university degrees and based on Krejcie and Morgan. Out of these 376 questionnaires, 349 were returned, giving a response rate of 93%. The study was analyzed through Mann– Whitney U test, Kruskal-Wallis test to confirm or reject hypotheses and via single-sample t test and Friedman to answer research questions by SPSS version 17.
