The purpose of this article is to identify and validate a list of mechanisms that can meet the objectives and principles of IT Governance (ITG) in public organizations. These mechanisms can be useful to public organizations when implementing their ITG model. ITG mechanisms are a key part of an ITG model because high-level definitions (principles and objectives) are operationalized through them. This exploratory and descriptive cross-sectional research used qualitative and quantitative data. Data were collected in a literature review, structured interviews with ITG professionals and a survey with IT and Business Managers who belong to a network of managers, which is one of the main instances to discuss the ITG model. The results are a preliminary list of mechanisms identified through qualitative data and a final list of mechanisms validated through quantitative data. The focus is on public organizations because the necessity of an ITG model as a better means to govern the electronic services adoption in order to increase the public value to society.
INFORMATION TECHNOLOGY GOVERNANCE IN PUBLIC SECTOR ORGANIZATIONS
There is a huge paucity of empirical researches on Information Technology Governance (ITG) in public sector organizations even with the noticeable growing importance of IT in the public sector through several IT projects. ITG happens to be one of the most important levels of governance. It'is an important approach to structure process through relational mechanisms. There is little evidence that success in implementing ITG reforms leads to more rapid and inclusive economics. This paper aims to study the importance of ITG in public sector organizations. The public sector is considered to be a set of organizations with the mission to serve citizens. Furthermore, this paper is going to come up with the answer to an essential question which is if ITG should rely on stable functions of a public sector organization, or should it consider broader and more evolving objectives touching the whole government ?
IT-driven public sector innovation urges public sector to improve their IT Governance (ITG) capability through ITG mechanisms. The ITG mechanisms of the public sector are critical and important capabilities for decision makers to create public value through IT. In line with the increasing use of IT in the public sector, there have been increasing interests on ITG aspects in the public sector. However, the ITG mechanism in the public sector is still not well-defined yet in the sense that there are inconsistencies and misconceptions in determining ITG mechanisms in public organizations. Using systematic literature review (SLR) approach on 41 papers discussing ITG implementation and mechanisms in the public sector, this research found several key practices of ITG mechanisms based on decision-making structure, process or procedural and relational mechanisms. 1.0 INTRODUCTION The development and use of information technology (IT) in the public sector elevate the role of IT from mere supporting instruments of work automatization to innovating devices that generate added values for public organizations. IT's increasing potentials to stimulate innovation in public services urge the needs of IT Governance (ITG) [1]. Good ITG mechanisms encourage IT investment in the public sector to improve organizational efficiency and public service as well in order to achieve public value through IT [2]. According to Weill and Ross [3], ITG refers to specifications of decision rights and accountability framework to encourage good practices of IT usage in order to achieve organizational objectives. Further, ITG mechanisms comprise decision-making structures, processes and relational mechanisms that guide and control IT operation in order to ensure that ITG capabilities are achieved [4].
Information Technology Governance Framework in the Public Sector Organizations

This paper discusses the framework of IT (Information Technology) governance in the public sector organizations and the factors that contribute to the implementation of IT governance in the province of Gorontalo, Indonesia. The problem that occurs is the absence of such a framework which can provide the basis, functions and limits for the efficient use of IT resources, IT strategic alignment and the management of risk in public organizations. Descriptive approach used to identify the processes and the factors that contribute to the implementation of IT governance. This study shows that the form of the IT governance framework ensuring success is related to achieving organizational goals, strategic alignment, resource management, and risk management in the Indonesian public sector, especially to the province of Gorontalo. The strategic role of IT governance can be an effective solution for making more consistent and transparent decisions about strategies and IT investments in public sectors.

Information technology (IT) governance has received a lot of attention lately, with a growing strategic importance currently being given to IT by both public and private organizations. This justifies the existence of a body of scientific literature on IT governance, to which this paper belongs and makes an attempt to contribute to. Towards that end, an empirical study was performed involving 57 public organizations of the Brazilian federal administration, examining the relationship between three governance mechanisms-IT steering committee, IT solution manager, and IT investment portfolio management process and IT governance effectiveness. Based on the literature review, a conceptual model was developed to express the causal relations that these constructs were expected to hold with one another. Through a customdesigned questionnaire submitted to over 180 federal public employees, the causal model was tested using mediation analysis and mostly confirmed. Results indicate that Portfolio Management should always be taken into account for analyses that aim to evaluate the effects of IT steering committees and solution managers on IT governance effectiveness. This means that a nonexistent or an underperforming Portfolio Management Process can lead to a reduction or cancellation of the potential positive

In this paper, we are showing how Information Technology (IT) governance frameworks contribute to the implementation of the key principles of the good corporate governance, particularly, in the public sector. We demonstrate that there are numerous links, explicitly and implicitly expressed through a set of IT governance instruments, matching the proposals of good governance principles with the behavioral goals of an IT governance framework implementation. We also provide a real experience of using a set of possible instruments, in our public university, through an IT governance framework based on the ISO/IEC 38500 standard. We also present the maturity of the good governance principles implementation with this set of instruments, after governing IT in our university during the period 2007-2013. We show that using an IT governance framework in a public entity mutually reinforces the key principles of good governance, especially the transparency and accountability goals for the IT assets.
The application of Information Technology Governance (ITG) was motivated by the private sector in the 90s, as a way to achieve excellence, provide new services, and increase profitability of IT investments. Therefore the organizations from the public sector has shortly followed those from the private sector realizing the benefits of having an effective ITG implementation that could better serve the implementation of IT plans, projects and programs in their organizations. Reviewing the research literature in this field, we have found a shortage of studies regarding ITG implementation into the public sector organizations in developing countries. Research has been conducted mainly in organizations from the private sector and specifically in the developed countries and very few in the public sector organizations in developing countries. Therefore this research has focused on the application of ITG in a public organization particularly in a governmental organization in a developing country by analysing ITG practices in place. The research method used in this study was interpretive case study and the data collection was done through interviews as primary data together including secondary data collected from progress reports, policies and procedure reports of the governmental organization. The results of this research concluded, that there was an unintentional implementation of ITG in the studied governmental organization and that there is a need to improve the ITG structures, processes and relational mechanisms that will promote accountability of the IT projects and contribute to an effective ITG implementation in this organization.

This chapter introduces current and prior IT governance literature across ive key focus areas being strategic alignment of business and IT systems, delivery of value from IT systems, risk management of IT systems, management of IT resources and measurement of the performance of IT systems. The chapter focuses on synthesising the current literature on ITG to achieve three primary objectives. First, the review presents a detailed overview of research across the key focus areas of ITG. Second, the synthesis of the literature identiies important gaps in ITG research. Third, the review aims to guide future thinking and research on ITG in each of the focus areas. This chapter will provide a comprehensive understanding of the current state of IT governance literature.
Developing IT Governance in Brazilian Public Organizations

This paper presents a method for developing IT governance in public organizations. The method was developed in a deductive way from the confluence of theories of IT governance, participative management, strategic management and planning, and public value. Qualitative data about the method application in five Brazilian public organizations showed that the proposed method allowed these organizations develop IT governance aligned with specific demands of this sector. Based on these case studies, results show patterns of demands for IT and IT governance mechanisms in studied organizations. This work contributes to better understand on how to strategically align IT to public organizations value proposal.
