Optimization Technique for Manpower Training in Technical College

Purpose: In the modern era, the number of technical colleges increases rapidly due to the huge growth of the students. But the number of teachers is less compare to the number of students. So, there is a need for optimization of manpower in the institutes. Methodology: In this paper, mathematical optimization is used with the help of linear programming by using permanent, contractual, and adjunct faculties with the help of three objectives for the engineering department, general department, and non-teaching staffs. Main Finding: Finally, the outcome of the paper is different optimal values for three stated objectives. Implication: The proposed method is the mathematical formulation of the optimization in a technical institute. The novelty of Study: This paper deals with a mathematical model of manpower problem. A sample problem has solved to illustrate the procedure.
Time Phased Manpower Model for Education Planning in Afghanistan

This work provides the education planner with an introduction into the use of a time phased linear programming manpower model as it pertains to teacher demands at the provincial and national level. We first explain model fundamentals and then propose the use of such a model to provide keen insights into potential futures regarding a state’s education system. Then, we provide a case study that delves into the Afghanistan education system providing insights into teacher training capacity issues as well as potential disparities across genders and provinces. A modification of the model to provide sensitivity analysis regarding policy, assumptions, and uncertainty is also presented, which demonstrates the power of linear programming as a decision tool within the realm of complex policy analysis.
A Steady State Longitudinal Manpower Planning Model with Several Classes by Manpower
for each of several manpower classes (pilots, etc.) and then allocates those people to the specialized and common jobs that they are allowed to do. The idea of the model is to allow a policy maker to quickly reconcile billet requirements with the reality of available accessions, job sharing targets between classes, and continuation rates of the different manpower classes. Different allocations can be produced either by assuming the values of a few key variables, or they can be generated using an optimization scheme that sets "allowable" percentage errors. Four optimization variants based on this idea are described. The report contains some typical data, the results of calculations, and a description of computer programs used to solve the problem. ANALYZE OF HUMAN RESOURCE ALLOCATIONTION IN HIGHER EDUCATION APPLYING INTEGER LINEAR PROGRAMMING
Contemporary organisations are surrounded with various constrains as well as limited number of different resources essential for their performance. Their managers seek to find an optimal resource allocation to a number of tasks, for optimizing objectives due to given constraints. Consequently, optimizing human resource allocation in order to fulfil organisational goals, primary to maximise profit and at the same time to minimize total costs or loss of time, represents one of the most demanding managerial decision making. The main aim of this paper is to optimise human resource allocation within Croatian higher education system in terms of minimising employees' costs. The paper suggests usage of integer linear programing model in order to determine the required number of teaching and researching faculty staff to fulfil all their duties (related to students) and at the same time to minimise their salaries expenditures. The model will be applied on the chosen example of Croatian faculty, due to the fact that Croatian teaching and researching staff is lately constrained in advancement and promotion by insufficient investments and is confronted with significant cutting costs. Besides minimising salaries expenditures, as its primary goal, model has to offer optimal solution which will provide the best possible quality for students within higher education system. Suggested model will be applicable to any Croatian faculty. It will secure optimal level of teaching and researching positions whose objective is to evolve and progress on individual level, delivering quality to their students as well as recognition and competitive advantage to their institution. Keywords: higher educational system, human resource allocation, human resource planning and programming, integer linear programming model 1 INTRODUCTION Many Croatian faculties nowadays are facing with problems of employing a great number of professors at the highest teaching and researching positions which correspond to high salaries expenditures, while on the other hand is evident shortage of the overall teaching stuff due to a limited number of new employments. Moreover, two main reasons for employing the large number of full professors at their young age are: the existence of relatively low criteria which scholars had to meet in order to be promoted and the fact that scholars who meet the required criteria for their promotion were assigned the new status, regardless of other factors such as salary, organisational structure, etc. The main question of this research is whether a different approach to human resource allocation within chosen Faculty would yield a higher efficiency with the same or even lower financial burden. Therefore, this paper will suggest optimal human resources allocation using human resource programming on the example of chosen Croatian Faculty. Furthermore, the results obtained from presented model will be compared to current structure of teaching and researching staff upon the chosen example. 2 THEORETICAL ASPECTS
The goal of this article is to submitting linear programming methods and the solution of them for optimizing one of the IAU university financial instruction in Dezfool city branch for 18000 students. In this method the goal is to maximize the number of students who are using allocation loan from students convenience fund with after graduating rate of return according to section and educational courses. This problem with attention to financial resource providing and optimizing usage of them in the IAU university has much more importance rather than previous. So for solving this problem, we utilized operation research techniques and according to gathered data, the decision making was recognized systematically and linear programming model was formed after model solving and execution it in 2 semesters and comparing the results with previous semester, defined that selecting these choices with previous ones are the best, so the credit of them was approved, so we could defined the max number of students who are using allocation loan from convenience fund with after graduating rate of return, according to levels and educational branches, by the way, AHP technique has been used for making the model realistic in the objective function coefficients.

However, training is a very costly investment. Hence, the resources allocated to training must be used wisely to balance the available resources to the goals sought. In this paper, a typical training decision is considered where the management needs to decide on assigning employees at various levels of the organization to various training programs. This is to be done with minimal interruption of the organizations operations while making sure that the different types of employees are assigned to training programs most related to their jobs. Additionally, there is a limit on the capacity of the training facility and the number of trainers which in turn limits the number of training courses that can be offered in any given week. Funding polytechnics in England: An application of non-linear programming

This paper offers an application of non-linear programming to the funding system for polytechnics in England. The proposed model is used to anticipate the likely impact of government policy on institutions. One novel feature of the model is the authors' decision to not make use of an objective function in the analysis. This decision is examined and justified. In particular, it is argued that, in this way, the application of non-linear programming can be extended as a descriptive tool in the social sciences.

Manpower requirement approach to educational planning gained widespread use in the 1960s and 1970s to project the manpower needs of the newly independent African countries after long period of European domination, oppression and exploitation. There was enthusiasm among these countries to develop indigenous manpower to develop their own economies. Based on this approach education systems are designed to respond to the quantity of manpower and skills required by each sector of the country’s economy .This paper shows the stages employed by educational planners following this methodology, its application in selected developing countries, the problems it faces and appropriate recommendations. The paper was exclusively developed on the account of existing secondary sources on the dominant theme; namely books, articles, legal policy statements among others.
