Nuclear Posture Review : Trump and Three Previous Administrations

In February 2018, the Secretary of Defense of the Trump Administration submitted the Nuclear Posture Review (NPR)1) to Congress. The report specifies the U.S. nuclear policy for several years and influences the progress of the issues surrounding nuclear weapons in international diplomacy decisively. This is the fourth report following those produced under President Bill Clinton in 1994, President George W. Bush in 2002, and President Barack Obama in 2010. This study mainly examines the Trump NPR, and compares it with other three NPRs from the previous administrations. First, it surveys the perception of the international security environment and threat, which constitute the basis of the NPR. Second, it studies what specific roles are entrusted to nuclear weapons under the security policy. Third, it examines how the U.S. nuclear forces and capabilities will be constructed. The Nuclear Posture Review (NPR) covers all aspects of nuclear weapons policythe role of nuclear weapons, the conditions under which the United States would consider the use of these weapons, the operational aspects of nuclear planning, force structure requirements, and key decisions on the supporting infrastructure. This document does not only send a deterrence message to potential adversaries, but it is also an important reassurance to the allies and partners of the US. A NPR is traditionally in effect for a period of 5-10 years. The Trump administration's 2018 NPR shows many continuities with previous strategies. However, it also implemented important changes, especially with regards to the number and composition of nuclear forces. The new NPR reintroduced two low-yield warhead types in response to the deteriorating relations with Russia and China. Unlike the former NPR, it put great power confrontation in the center of the document, instead of strategic stability. This shift in focus reflects a renewed emphasis on nuclear deterrence and modernizations, and a sceptical approach towards arms control measures. This paper examines how the administration's deterrence policy has changed vis-à-vis Moscow and Beijing, why these changes were implemented, and how this shift affects the security of the allies of the US The author argues that the justification of the proposed modernization programs is questionable, and these steps might lead to a renewed arms race in low-yield nuclear capabilities. This could force Russia and China to lower the nuclear threshold, undermining the security of the US and its allies, and also weakening alliance cohesion and solidarity.
Biden Administration’s Nuclear Posture Review and American Nuclear Policy: A Critical Overview

The US Nuclear Posture Review (NPR) has been an important document detailing the US administration's policy preferences since its first issuance in 1994. Biden administration released its NPR in October 2022, which identifies nuclear rivals and focus areas examining the role of nuclear weapons in overall US strategy. Using the historical research method and open-source information, the paper provides an overview of the US strategic calculus on nuclear weapons since 1945, focusing on post-Cold War developments and how its nuclear policy and strategy evolved. The paper argues that despite advocating for nuclear disarmament, US presidents stayed within lip service and kept enhancing the US nuclear stockpile. Since 2002 until now, the Iranian nuclear program remains one of the hottest international problems despite the efforts of three US presidential administrations, which ruled during this time to solve the Iranian issue. This article analyses and compares the policy toward Iran of three US presidents George Bush, Barack Obama, and Donald Trump, discusses the positive and negative consequences of their attempts to solve the Iranian nuclear issue, and outlines the future prospects of US-Iran communication over the nuclear deal. Sixty-five years after the United States detonated the first nuclear weapon, proliferation remains a topic of intense interest and concern among both academics and policy makers. More nations have acquired or are seeking nuclear weapons. The fear of a nuclear threat and conflict raises the highest concerns usually expressed by governments and citizens all over the world. The main aim of this paper is to understand what characterizes the current U.S. nuclear strategy, comparing Bush and Obama policies. The core elements under discussion here are related to the perception of the appropriate role of nuclear weapons, i.e. arms control, disarmament, deterrence and nonproliferation initiatives. Therefore, the author begins with the contextualizing of the topic on the contemporary debates on nuclear weapons that allow the reader to track the main historical developments that leads him to the present discussion of the U.S. nuclear strategy.

United States Foreign Policy on Iran's Nuclear Programme: From Bush to Trump Administration

The Islamic Republic of Iran is a sovereign state strategically sitting astride the Caspian Sea and Persian Gulf in the Middle East. In the late 1950s, the United States was of great assistance to Iran in starting its nuclear programme for peaceful purposes. But in the 1990s, Iran secretly began to build nuclear facilities which an exiled opposition group disclosed to the world in 2002. The revelation added to the fear of the United States and some European and Middle Eastern countries that Iran intends to have nuclear weapons or at least the capability to make them. Hence, the United States under President George W. Bush Jnr pursued a foreign policy aimed at reining Iran’s uranium enrichment. This goal, to a large extent, was achieved following the conclusion of the 2015 Joint Comprehensive Plan of Action (JCPOA) during President Barack Obama’s administration. Unfortunately his successor, President Donald Trump, pulled the United States out of the said nuclear deal in 2018. This paper examines United States foreign policy on Iran’s nuclear programme from January 2002 to January 2021. For the study, the historical approach was adopted, and data were collected from secondary sources. The paper concludes that the United States is back to square one vis-à-vis its foreign policy on Iran’s nuclear programme.
The Evaluation of the Nuclear Weapon Agreement with Iran in the Perspective of the Difference between Obama and Trump’s Administration, 2021
The main aim to write this article is to examine the nuclear power problem between Iran and the Western Block States. By doing this research, it is tried to express the danger of nuclear weapons through the Iran crisis. In this sense, in the existing study, the historical background of Iran and the US relations in terms of nuclear energy was scrutinized. After enlightening the historical development of Iran’s nuclear initiatives, the activities of the Obama and Trump administrations were analyzed, focusing on the agreement signed between Iran and the P5 + 1 states from a problem solving perspective. Besides historical development of nuclear issue and P5+1 agreement, the main emphasis of the research is related to the democracy and peace conditions that can suffer from the foreign policies of states in the frame of interests.
