The purpose of this study was to identify the strategic leadership qualities required of municipal role-players to cultivate a payment culture for municipal services in the North West Province in South Africa. A systematic review and comparative study were conducted to compare the strategic competencies of executives in Canada, the United States of America, and the United Kingdom. These are considered leading countries in service provision. The study proposes that municipalities should be visionary and result-driven, and engage people, while collaborating with relevant stakeholders to achieve desired results. The study further recommends that municipal role players adopt strategic leadership to achieve change through a planning and development process that involves assessing future goals and mapping specific actions. Furthermore, municipalities should achieve their goals through a strategic process of analysis, formulation, implementation, and evaluation, all of which entail a number of constituent tasks.

This qualitative case study examines the problem of public service delivery by the Ramotshere Moiloa municipality in the North West province, which has one of the highest defi cits in the provision of basic services and the lowest level of access to basic services. This article argues that there is a critical need for effective leadership to promote service delivery at the local sphere of government. The purpose of this article is therefore to suggest the adoption of a strategic leadership approach, an approach that management can use to tackle service delivery challenges in local government in South Africa. A Strategic Leadership Competency Model for the South African Public Service

Research on the strategic competency requirements of leaders within the public service remains scant. Evaluation of Strategic Management in Assisting South African Municipalities Improve Service Delivery

The reports tabled by the Auditor General on yearly basis reflect poor performance on a number of areas in respect of service delivery in South African municipalities. As a possible solution, the Department of Local Government and Traditional Affairs (DLGTAs) has introduced a strategic management plan that should be implemented by municipalities to assist them improve their performance. Hence, the aim of this paper is to evaluate the perceptions of municipal managers and councillors on the role of the strategic management in assisting them improve service delivery. The findings show that the assistance provided by the EC DLGTAs is not without weaknesses. It is then recommended that the areas of improvement should be addressed in an effort to improve audit reports.

Developing a national cadre of effective leadership towards sustainable quality service delivery in South Africa

The application of the three (3) dimensional leadership competency model has the likelihood of having a positive impact on a sustainable developmental local governance framework. The purpose of the study was to explore the relevance of the Three (3) dimensional leadership competency model so as to suggest leadership traits that can be used in the enhancement of a developmental local governance framework. The lack of leadership with the requisite competencies and capabilities in the local government system has been the source of corruption and maladministration, and therefore necessitates an intervention in the development of leadership competencies. The research design, approach and method focuses primarily a qualitative approach, namely face-to-face in-depth interviews using a structured interview schedule triangulated through the review of published documents and publications. The findings show that significant progress has been achieved in many areas of the ideal of a developmental local governance framework, yet the lack of a value-based cadre of leaders is reversing the gains that have been achieved in the last 15 years of the ANC rule. Managerial competencies that are key components of leadership limit the acceleration of a developmental governance framework. This study indicates the relevance of the Three (3) dimensional leadership competency model in the enhancement of a developmental local governance framework, and has suggested key elements of leadership traits within the context of what can be used to achieve the objects of a developmental local governance framework.

The Critical Need for an Integrated Leadership Approach to Improve Service Delivery by the South African Public Service

The South African Government recognizes that its public service requires effective leadership. However, it has repeatedly expressed concerns about poor and ineffective leadership and its impact on service delivery outcomes. Nevertheless, government has undertaken many leadership and management training and development initiatives, and has adopted a managerial leadership approach in the public service. However, there is little evidence of the effectiveness of these training and development initiatives and the leadership approach adopted. The conventional initiatives and approach adopted by the South African public service appear to have failed to improve service delivery. It is argued that successful and sustainable public service delivery requires a consideration of local narratives and local issues and an integrated leadership approach in South Africa. The literature suggests that leadership challenges in the South Africa public service have a direct impact on effective service delivery. It is clear that service delivery has not led to satisfaction of communities in South Africa because the country still has one of the highest deficits in the provision of basic services and the lowest level of access to basic services. This paper argues that there is a critical need for an integrated leadership approach and leadership training and development in multifaceted competencies in the South African public service. Such an approach should improve the leadership competencies required of managers in the South African public service. It should also promote good governance practices at all levels and ensure that this is done to achieve service delivery outcomes.

Engaging traditional leaders in municipal governance: The case of South African Municipalities

As part of a larger study on establishing a payment culture for municipal services, this article examined the importance of engaging traditional leaders in facilitating a payment culture to enhance equitable service delivery. A qualitative approach and exploratory design were applied to find solutions to the problems of the study. Municipal employees were selected using a purposive sampling method and data were collected using online interviews. ATLAS.ti (version 8.2) was used to analyse the data collected from the participants. The results revealed that traditional leaders are revered by residents and could be engaged adequately by municipal employees to assist in municipal governance.
