Socializing in emergencies- A review of the use of social media in emergency situations

Social media tools are integrated in most parts of our daily lives, as citizens, netizens, researchers or emergency responders. Lessons learnt from disasters and emergencies that occurred globally in the last few years have shown that social media tools may serve as an integral and significant component of crisis response. Communication is one of the fundamental tools of emergency management. It becomes crucial when there are dozens of agencies and organizations responding to a disaster. Regardless of the type of emergency, whether a terrorist attack, a hurricane or an earthquake, communication lines may be overloaded and cellular networks overwhelmed as too many people attempt to use them to access information. Social scientists have presented that post-disaster active public participation was largely altruistic, including activities such as search and rescue, first aid treatment, victim evacuation, and online help. Social media provides opportunities for engaging citizens in the emergency management by both disseminating information to the public and accessing information from them. During emergency events, individuals are exposed to large quantities of information without being aware of their validity or risk of misinformation, but users are usually swift to correct them, thus making the social media “self-regulating”.

The Role of Social Media in the Process of Informing the Public About Disaster Risks

Social media informs the public about the most important events and conveys important information. Before, during and after disasters, social media are used to disseminate information about disasters and to collect data relevant to the implementation of preparedness, response and recovery activities and measures. Social networks are effective in disseminating information and warnings, as well as in educating the public. The subject of the research is examining the influence of demographic factors on the effectiveness of social media in informing the public about the risks of disasters. Using an online survey questionnaire, and according to the snowball principle, a survey of 247 respondents was conducted in 2022. The research results show no statistically significant relationship between the level of education of the respondents and the assessment of the effectiveness of social media reporting on disasters. The use of social media can improve communication between stakeholders in disaster management and facilitate coordination of efforts, fostering communication and allocation of resources. To effectively use social media in disaster management, decision-makers in the disaster management system must be aware of new technologies, their disadvantages and advantages, as well as ways in which data from social networks can be collected and analyzed.

Early crisis warning system using community engagement through social network sites in times of disaster

Summary. Throughout history humanity has always faced different kinds of hazards endangering human lives and their properties. Therefore, humans started to develop methods to help them reduce risks. Disaster management mostly depends on geographical information system (GIS) and disaster communication. One element of disaster communication is early warning systems (EWSs). EWSs one time used to use hazard bells, but they have developed over time. Our age is characterized by new ways of digitized communication. Social network sites (SNS) have brought advantages and challenges not only for the authorities involved in disaster communication but for the whole community. In this study we investigate the credibility and reliability of using SNS in EWSs through the case of the Dead Sea flashing floods of 2018. A review of the value of social media in countrywide disaster risk reduction public awareness strategies

All the devices and platforms that allow users globally to virtually create and share information with each other. "Platforms" are the virtual spaces that allow users to come together, and create and share information. "Devices" are the computing technologies that enable users to access the platform'. (Gupta and Brooks, 2013, p. 18) Unlike the traditional media such as newspapers, social media manages the content of the conversation or interaction in the online environment and allows for spontaneous two-way and multiple dialogue. As Keim and Noji (2011) state, 'social media rely on peer-to-peer (P2P) networks that are collaborative, decentralised and community driven. They transform people from content consumers into content producers'. Social media include blogs, discussion forums, chat rooms, wikis, apps, YouTube, Channels, LinkedIn, Facebook, and Twitter. Also, all crowdsourcing platforms are by definition social media platforms. Crowdsourcing is: 'The act of sourcing media from the crowd. It involves incentivizing users through a variety of means to provide the platform owners and others with intelligence and solutions.' (Gupta and Brooks, 2013, p. 27)

The Effects of Social Networking on Disaster Communication Used by the Emergency Medical and Rescue Staff -The Case of the Van Earthquake

Objective: In this study, the effectiveness and usage of social networking services used by The Emergency Medical & Rescue Staff are discussed in the case of the Van earthquake. Material and Methods: Emergency Medical & Rescue Staff working for the Ministry of Health in Republic of Turkey, who served in Van Earthquake Rescue Organization, has been determined as a universe. The questionnaires were prepared, sent, and applied via e-mail to the Emergency Medical & Rescue Staff, communicated by means of e-mail groups related to prehospital emergency care. Results: In total, 66.5% of participants stated that they had made use of social networking services to get information about the disaster area before going there when they were assigned for duty for the case of the Van earthquake. Participants used social networking services mostly to communicate with their colleagues working at the place of the incident to get information about climate conditions, socio-cultural organisms, and magnitude of the damage in the earthquake area. Also, 69.4% of participants stated that they shared information over the social networking systems related to the disaster area after their duties ended there. The experiences they gained in the disaster area and the risks they faced were the most frequently shared information. Conclusion: Social networking services have been used by The Emergency Medical & Rescue Staff widely and effectively in disaster communications. (JAEM 2014; 13: 58-61)

Use of Social Media in Natural Disaster Management

The possibilities for the use of social media in the management of natural disasters are discussed in the paper. A brief overview of natural disasters is given. The term social media is defined and their basic functions and components are described. Communication types and the means for their implementation between participants in natural disaster events are analyzed. Basic guidelines for organizing information exchange by social media are proposed.

Social media platforms and its applications in natural disaster and crisis events – the case of Bosnia & Herzegovina

Social media platforms are providing opportunities for people to easily engage in warning and informing others in response to natural disaster and crisis events. They are considered more effective and faster to spread among people than traditional media do, and as such make them very important for governments’ civil protection authorities to consider using social media in a framework that will help people to better prepare and response to threats. The importance of this study is that it brings attention to the case of crisis in Bosnia and Herzegovina and it enriches the literature with current status and trends of effective using of SM to early prepare for and mitigate the consequences of disaster impact. This paper discusses some of the major challenges identified during the May 2014 flood in Bosnia and Herzegovina and the public use of social media that enabled the exploitation of new opportunities for facing flood threats and mitigate its effects.
