Abstract

Bakanliklar, kamu yonetiminde merkezi idarenin ustlendigi kamu hizmetlerini yerine getirmek amaciyla islevsel uzmanlasmaya dayali olarak olusturulmus orgutlerdir. Devlet orgutlenmesinin temelini olusturan ve Tanzimat reformlari ile “Nezaretler” olarak ortaya cikan bakanliklar, gecmisten bugune kadar onemli reformlar gecirmistir. Bu reformlardan biri de son donemde cikarilan 2011 kanun hukmunde kararnameleriyle (KHK) gerceklesmistir. Iste bu calisma bakanliklarin isleyis mantiginin nasil donustugunu ve 2011 KHK’leri ile gerceklestirilen reformun perde arkasindaki gercegi ortaya koyma cabasindadir. Bu kapsamda, calismanin temel iddiasini “2011 yilinda cikarilan KHK’lerle bakanlik sisteminde gerceklestirilen reformun, gunumuz kamu yonetimi reformuna hâkim olan neoliberal politikalarin unsurlarini hayata gecirmekle birlikte siyasetin yonetim uzerindeki iktidarini genislettigi” olusturmaktadir.Bu calisma ile bakanlik sistemini kamu yonetimi reformu baglaminda ekonomik, hukuki ve toplumsal orgutlenme tarzi icerisinde tarihsel donemlerine ayrilarak ele almistir. 2011 KHK’lerinin bakanlik sisteminde yarattigi degisim ve donusum POSDCORB yonetim surecleri baglaminda butunsel bir bakis acisiyla ayrintili olarak incelenmistir.2011 KHK’leri sonrasi bakanlik sisteminin analizinde; hizmetin icrasindan duzenleyici ve denetleyici islev yuklenmeye baslayan bakanliklarin guc kazanirken, basbakanlik merkez olmak uzere yeni bir merkezilesmenin insa edildigi saptanmistir. Bu durum bir taraftan neoliberal yonetim anlayisinin tamamlanma asamasini gectigini gosterirken; diger taraftan siyasetin yonetim uzerindeki iktidarinin genislemesine yol actigi sonucuna ulasilmistir.AbstractMinistries are public sector organizations that are created on the basis of functional specialization to deliver public services, which fall under the responsibility of the central government in public administration. Form the basis of state organization and the Tanzimat reforms with “Nezaretler” as emerging ministries, has undergone major reforms from the past to the present. One of these reforms has been put into effect after the adoption of numerous the decree law of 2011. This study focuses on how evolved the rationality of the functions of ministries thereafter and aims to reveal the real reasons behind those reforms. In this context, we claim that “realization of the reforms on ministries following the 2011 legal regulation demonstrates that neoliberal policies, which dominated the public administration reform today, have been implemented and the power of politics have extended over government.”This study examines economic, legal, and organizational aspects of the public administration reforms on ministerial system in Turkey by dividing it into historical periods. The implications of the recent reform on ministerial system has been investigated comprehensively by utilizing POSDCORB method. Our analyzes show that after the 2011 reform on ministerial system, ministries that have obtained regulatory and supervisory functions have gained power in the public service delivery, and we identified a new centralization process, primarily at the office of prime minister, was built. From these findings we conclude that on the one hand neoliberal approach in public administration is on the last stage, on the other hand the extended power of politics on government is more prominent.
