Making Citizens: How American Universities Teach Civics is a 523 page report completed by the National Association of Scholars in January 2017. EVERY TEACHER, SCHOLAR, EDUCATOR, ADMINSTRATOR AND PARENT MUST BE MADE AWARE OF THIS DEADLY ATTACK ON AMERICA. “Instead of teaching college students the foundations of law, liberty, and self- government, colleges teach students how to organize protests, occupy buildings, and stage demonstrations.” This “New Civics” redefines civics as progressive political activism with designs to repurpose and transform higher education. The advocates believe that this transformation can be accomplished by systematically changing America from an unjust, oppressive society to one that embodies social justice. New Civics proponents want to build it into every college class regardless of subject. NAS wishes to bring this to the public’s attention. This report provides a history of the New Civics movement when it was endorsed by President Obama and provides case studies of four universities that also identifies the faculty responsible: the University of Colorado, Boulder (CU-Boulder), Colorado State University in Fort Collins (CSU), the University of Northern Colorado in Greeley (UNC), and the University of Wyoming in Laramie (UW). NAS publishes nine national findings which highlight a harbinger to American security, ten recommendations on how to reorient and change Civics education in America, and a Declaration of Principles for Civics education. "Civics education does not seek to prepare “citizens of the world,” but citizens of the United States. American students should know about other nations’ governments, laws, and cultures, and about the roles of international bodies, but these are not the substance of civics education. Civics education should prepare Americans for the tasks of participating effectively in their own government. It is not a curriculum meant to provide the whole of a liberal education." This essay explores why, despite repeated affirmations of the importance of civic education in undergraduate education, preparing students to understand and play an active role in democratic life is, for the most part, a marginal and episodic part of the undergraduate experience. After describing various factors that have contributed to its marginal status, we examine emerging understandings of how civic education can be done effectively. In the essay’s final section, we describe the main features of the civic curriculum we are developing and how it can be used to develop the ideals and practices of education for democratic life.

In this book, coauthors Anne Colby, Elizabeth Beaumont, Thomas Ehrlich, and Josh Corngold show that education for political development can increase students’ political understanding, skill, motivation, and involvement while contributing to many aspects of general academic learning.
First year symposium: one college's response to the perceived " deficit " in civic education.

This essay outlines a unique program developed at Davis & Elkins College: the First Year Symposium. Responding to concerns about the lack of civic engagement in America's youth and the call for colleges and universities to develop strategic plans for addressing democratic learning, the First Year Symposium is a required class for all baccalaureate degree-seeking students enrolled at Davis & Elkins College. The course is divided into three distinct week-long experiences during the winter term that address the acquisition of democratic knowledge, the development of skills necessary for civic engagement, and the dispositions of students toward government and the democratic process. The authors argue that the First Year Symposium has had several positive effects on the Davis & Elkins College campus, and suggest that it can serve as a model for how colleges and universities can design unique course experiences that satisfy the need for increased civic learning.

Nearly every college mission statement expresses the desire to educate students who not only have mastered a body of academic knowledge and skills but also will be responsible and engaged citizens. However, it is not clear how well colleges are achieving these traditional civic and democratic goals. The Carnegie Foundation conducted a 3-year study of moral and civic education in U.S. colleges and universities. The study combined broad-based research on the practices and effects of higher education with in-depth case studies of 12 diverse campuses that demonstrated a strong institutional commitment to civic education. These colleges and universities understood that the entire campus can be a site for civic teaching and learning, and that moral and civic education need not be limited to a particular course or program focused on traditional civics content, but should be integrated across curricular and co-curricular programs and many campus experiences. Some commonalities among institutions that take a comprehensive approach to civic education are described and distinctive approaches to academically rigorous civic teaching and learning that can be used by other campuses are outlined. Brief discussions of methods that promote greater attention to civic education, ways that civic education is actually implemented, and the integration of civic education into a range of courses and co-curricular programs are discussed.
