White HIV/AIDS Program Clients The RWHAP serves more than half a million people each year. In 2016, 551,567 clients received services from RWHAP-funded providers (Table 1a). Among all clients served in 2016, 97.0% (535,157) were living with HIV (Table 1b), an increase from 95.3% (510,897 out of 536,219) in 2012. The RWHAP client population is aging. In 2016, people aged 50 years and older accounted for 44.4% of all RWHAP clients, an increase from 36.0% of clients in 2012. In total, this amounts to an increase of more than 51,000 clients aged 50 years and older during this time (Table 1a). Nearly three-quarters of RWHAP clients are from racial/ethnic minority populations. In 2016, 47.1% of clients self-identified as black/African American, 23.1% Hispanic/Latino, and less than 2% each American Indian/Alaska Native, Asian, Native Hawaiian/Pacific Islander, and persons of multiple races (Table 1a). Whites accounted for 26.7% of clients. The percentage distribution has remained consistent since 2012. The majority of RWHAP clients are male. In 2016, 71.4% of clients were male, 27.3% were female, and 1.3% were transgender (Table 1a). The percentage distribution has remained consistent since 2012. Socioeconomic Factors and Health Care Coverage Nearly two-thirds of RWHAP clients are living at or below 100% of the federal poverty level (FPL). In 2016, 62.8% of clients were living at or below 100% FPL (Table 1a), a slight decrease since 2012 (66.7%). RWHAP grant recipients and subrecipients report client birth year. This information is then used to calculate the client's age during the designated year as a discrete variable.
