THE IMPORTANCE OF DEVELOPING THE INTERCULTURAL COMMUNICATION COMPETENCE FOR THE LAND FORCES CADETS

Teaching English is given priority in the military system of higher education, being in fact the central intercultural core that provides substance, consistency and strength to the intercultural dimension of the academic military education. After the accession to the North Atlantic Treaty Organization (NATO), the participation of the Romanian armed forces, particularly the Land Forces officers, in a multitude of missions abroad has created the need to form, develop and consolidate their ability to meet specific intercultural standards during academic training. In this regard, identifying and addressing issues aimed at improving the teaching of English, as well as of other foreign languages, is considered to be of paramount importance. The present study highlights the importance of linguistic interoperability in successfully accomplishing international missions and suggests several ways of improving the intercultural communication skills of cadets. At the same time, it insists on the necessity of reconsidering education from an intercultural perspective since on the modern battlefield the capacity to implement the acquired cultural knowledge will be the one that will make the difference.
MILITARY COMMUNICATION IN INTERCULTURAL CONTEXTS
Nowadays, tackling the issue of interculturalism has become a primary concern against the background of the increasing globalization tendencies of the contemporary world. From this perspective, we can argue that developing intercultural awareness and communication skills among the citizens of the modern society – military personnel being no exception – is a prerequisite for the success of any type of cooperation, be it individual or at the level of the society, or even between armies. This paper aims at highlighting the particularities of military culture and military communication as manifested in intercultural contexts, by exploring their elements, forms and manners of production and reception. Moreover, the final objective, that of building up on intercultural communication skills, is seen as an educational pursuit in itself and analyzed contrastively form the perspective of the types of courses, targeted skills, and approaches characteristic to training models used by military institutions of higher education in several NATO countries.
The effect of intercultural competence on intercultural communication

Intercultural competence is a relatively new term and may be more relevant than ever due to the growing number of misunderstandings and miscommunication during intercultural interactions. Experts generally point out that it is the existence of intercultural competence which facilitates intercultural communication. The purpose of the present paper is to discuss the effect of intercultural competence on intercultural communication. Therefore the paper reviews the most relevant literature of the topic, and emphasizes the consequences of the lack of intercultural competence on intercultural communication with the help of some case studies collected among Hungarian businesspeople working with partners with different cultural backgrounds. Finally, the paper draws conclusions about the effect of intercultural competence on intercultural communication.
DEVELOPING THE CADETS' COMMUNICATION COMPETENCE FROM AN INTERCULTURAL PERSPECTIVE

Traditionally, foreign language classes provide a systematic presentation and acquisition of knowledge and skills under the guidance and monitoring of a teacher. However, language is unquestionably related to culture. Being competent in a foreign language requires not only possessing the linguistic competence, but also understanding the culture that has defined and shaped it. The process of learning a foreign language involves an awareness of the culture of the target language, as well as the way it relates to one's own culture. This paper aims, first, to deal with major issues in the foreign language classes related to creating the conditions for students to acquire and develop the skills necessary to cope with the difficulties of the intercultural situations, and second, to determine the culture-related content areas and give practical tips for teachers to employ in preparing their students for the intercultural challenge. It also points to the important role of teachers in conceiving and producing the teaching-learning resources that will enable students to gain the relevant cultural background knowledge and skills, as well as to the benefits of using culture-focused activities along with the grammar-based tasks.
INTERCULTURALITY – A FUNDAMENTAL DIMENSION OF THE MODERN MILITARY HIGHER EDUCATION PARADIGM
There have been numerous ways in which intercultural education has been conceptualized, but most definitions focus on the abilities to accurately understand and act accordingly in a cultural context that is different from one's own. We find that one of the most important dimensions of intercultural education is the ability to effectively participate in interactions of all sorts, with members from other cultures or within the social parameters of another culture. Thus, we have identified an increased need to acquire intercultural communication skills, by developing intercultural competence, alongside and as an integrated part of the language. Through this paper, we intend to highlight aspects related to the concept of intercultural education and of the communication thereof, focusing on its dimensions, forms, skills to be acquired, and the modalities of developing intercultural competence in the military academic environment. We will conclude by reiterating the importance of intercultural communication in the context of the " global village " of the 21 st century, and especially in the military environment, as it is a requirement for all military and civilian personnel to be able to interact with people from other cultures, as part of their profession. Linguistic knowledge is one thing, but understanding cultural conventions, subtleties and nuances of a language and culture is something different. (Russel Zanca, 2003)

The article presents a mechanism which enables the intercultural communication through improved methods and techniques of communication and the acquisition of the abilities of intercultural communication. Each individual is the bearer of patterns of thinking, feeling and potential manifestations, which he/she acquired along his/her life, and understanding the culture of the other facilitates communication. Effective intercultural communication has become a priority today because of the importance it has gained in the understanding of the cultural diversity of the world. Immigration, urbanization, international employment, study exchange programs and ease of foreign travel are facilitating daily contact between people of different cultural backgrounds. The purpose of this paper is to discuss the importance of developing the attitudes and the communication skills necessary for multicultural exchange, in everyday life and within organizations. Learning about other cultures and developing intercultural communication competences and skills can help facilitate the multicultural encounter and can lead to more openness and tolerance towards the significant other.

Globalization has made intercultural communication inevitable. Communicating with other cultures characterizes today's business, classroom, and community. Technology especially the internet has increased the probability that whatever is documented online will be read by someone from another culture. Intercultural communication is of importance in any career field thus the art of knowing how to communicate with other cultures should be a work place skill that is emphasized. This is a conceptual paper whose purpose is two fold. First the paper gives a synopsis of the importance of efficient and competent intercultural communication in various career fields; namely, education, business, medicine and in counseling. Secondly, the paper presents studies and perspectives that various authors have on intercultural communication.
The world we live in has witnessed many people with different colors, different languages, different smells, different understandings, and different appearances since the day it existed. Maybe it was this diversity that made the world livable. All these diversities have created the richness we call "culture". And so all these diversity in culture created many new ways of communication. The phenomenon we call culture can be learned because it is a historical process. In other words, if we want, we can cognize the unique characteristics of many cultures and learn these features. With the communication ways that are improving day by day, getting to know various cultures and getting information about these cultures has become easier than before. At the same time, the richness of this communication network is a situation that increases and diversifies the interaction of cultures with each other. Cultures establish communication among themselves too; just like that the individuals establish within themselves. This communication, which we call intercultural communication, is one of the communication ways cultures establish with other cultures. Cultural communication studies is also a field that examines these communication and interaction ways. Since culture is very closely related to communication and this communication is increasing day by day, of course, there are some problems in this process. In this article, I will make an assessment from my own point of view by giving examples of intercultural communication problems and communication problems experienced in my own culture.
