Income Levels and Farm Economic Viability in Italian Farms: An Analysis of FADN Data

In the European Union legislative proposals for the next Common Agricultural Policy (CAP) the income support remains an essential part of the CAP. This paper analyses agricultural income levels, the role of EU aids in ensuring fair levels of income and how different socio-economic and structural characteristics affect farms’ economic viability. Italian Farm Accountancy Data Network (FADN) data have been processed and economic viability has been assessed by comparing Farm Net Income to a reference income and by estimating a profitability index to check whether the agricultural activities remunerate factors owned by the farmer and his/her family. As a multi‐objective policy, the EU Common Agricultural Policy continues to secure significant income support for farmers as one of the nine specific objectives. We estimate the income transfer efficiency of a broad set of pivotal policy measures, focusing on the effects of farm structure on income transfer efficiency. We use dynamic modelling, based on a micro‐data panel of Italian farms for the period 2008–2014, allowing for endogeneity, simultaneity bias, and omitted variables. In line with previous studies and economic expectations, we find that decoupled direct payments provide the highest contribution to agricultural incomes, followed by agri‐environmental payments and on‐farm investment subsidies. Coupled payments have no significant impacts on farmers’ income. Updating sampling frames for agricultural statistics: approaches, challenges and issues

The traditional approach for producing agricultural statistics adopted in most developed countries is the following (see Benedetti et al. eds. 2010): a complete enumeration census is carried out every 5-10 years. The census is carried out by interviewing the farmers and allows generating the list frame that is used for all kinds of sample surveys of farms. In this paper, the quality of data collected by a census and the coverage of the list generated by a census are discussed. The impact of incomplete or out of date sampling frames for agricultural statistics is analysed. Some approaches for updating the sampling frames, the problems involved and the difficulties faced are addressed. Then, different kinds of sampling frame and estimation approaches are analysed, taking into consideration the specificities of countries.
The research was concerned with assessment of the level of income from family farms specialized in arable crops in the years 2014–2020. The analysis assumed a stochastic nature of yields of chosen crops and their prices on the basis of historic data. Using data and measures of the Polish FADN, five models of farms were created and simulations were carried out addressing also the problem of the influence of implementation of agricultural practices beneficial for the climate and the environment on the economic situation of farms. The obtained results indicate that nominal income from the family farm in the majority of farms will remain at the level similar to the income in the year 2014. Agricultural practices beneficial for the climate and the environment, as the new instrument of Common Agricultural Policy, may influence both the structure of crops and the economic situation only in the case of farms of the biggest acreage.
