Urban Water Management Using Fuzzy-Probabilistic Multi-Objective Programming with Dynamic Efficiency

This paper introduces a new multi-objective optimization model for integrated urban water management. The model, based on compromise programming, is applied for the case of Tabriz city in Iran. The water demand of this city is rapidly growing and because of the limited resources, water supply is now more vulnerable to any mismanagement. Therefore the model attempts to optimize the water supply plan of city concerning three main objectives of maximizing the water supply, minimizing the cost and minimizing the environmental hazards. Due to the vagueness in defining the first objective, it is modeled by using the fuzzy set theory. Further, the uncertainty in satisfying some constraints is tackled by using the chance constraint approach. The decision variables are the extent of water withdrawal from the city aquifer, three different water transfer schemes and also the extent of demand management by leaks detection and pipes rehabilitation. Then the fuzzy-probabilistic multi-objective model is solved by considering the new idea of dynamic efficiency in the utility of decision maker and the results provide the optimum water supply in the planning horizon. The model results in robust solutions in which the demand management option dominates the new water transfer. Implementing the results of this model supports the environmental conservation and sustainable development.
A two-stage fuzzy chance-constrained water management model

In this study, an inexact two-stage fuzzy gradient chance-constrained programming (ITSFGP) method is developed and applied to the water resources management in the Heshui River Basin, Jiangxi Province, China. The optimization model is established by incorporating interval programming, two-stage stochastic programming, and fuzzy gradient chance-constrained programming within an optimization framework. The hybrid model can address uncertainties represented as fuzzy sets, probability distributions, and interval numbers. It can effectively tackle the interactions between pre-regulated economic targets and the associated environmental penalties attributed to water allocation schemes and reflect the tradeoffs between economic revenues and system-failure risk. This paper describes an application of fuzzy multi-objective quadratic model with flexible constraints for optimal allocation of limited available water resources among different water-user sectors. Due to the fact that, water resource allocation problem is one of the practical and essential subjects in real world and many of the parameters may be faced by uncertainty. In this paper, we present α - cut approach for transforming fuzzy multi-objective quadratic programming model with flexible constraints into a crisp form. An interval-parameter fuzzy linear programming with stochastic vertices (IFLPSV) method is developed for water resources management under uncertainty by coupling interval-parameter fuzzy linear programming (IFLP) with stochastic programming (SP). As an extension of existing interval parameter fuzzy linear programming, the developed IFLPSV approach has advantages in dealing with dual uncertainty optimization problems, which uncertainty presents as interval parameter with stochastic vertices in both of the objective functions and constraints. The developed IFLPSV method improves upon the IFLP method by allowing dual uncertainty parameters to be incorporated into the optimization processes. A hybrid intelligent algorithm based on genetic algorithm and artificial neural network is used to solve the developed model. The developed method is then applied to water resources allocation in Beijing city of China in 2020, where water resources shortage is a challenging issue. The results indicate that reasonable solutions have been obtained, which are helpful and useful for decision makers. Although the amount of water supply from Guanting and Miyun reservoirs is declining with rainfall reduction, water supply from the South-to-North Water Transfer project will have important impact on water supply structure of Beijing city, particularly in dry year and extraordinary dry year.

Currently, the management of water networks is key to increase their sustainability. This fact implies that water managers have to develop tools that ease the decision-making process in order to improve the efficiency of irrigation networks, as well as their exploitation costs. The present research proposes a mathematical programming model to optimize the selection of the water sources and the volume over time in water networks, minimizing the operation costs as a function of the water demand and the reservoir capacity. The model, which is based on fuzzy methods, improves the evaluation performed by water managers when they have to decide about the acquisition of the water resources under uncertain costs. In this paper we discuss how to get the robust counterpart for the spatial optimization model for water supply allocation (SOMWSA) problem that is proposed by [6]. We employ the robust counterpart methodology that is proposed by Ben-Tal and Nemirovskii [2] also use the new paradigm of robust counterpart methodology of den Hertog et al. [4]. To this end, first we define the uncertain family class of SOMWSA and derive the robust version of the uncertain problem. We assume that there are two uncertain data in SOMWSA problem, ie., the total population and the water demand in a region i at time t. Since the tractability of the problem is very important in Robust Optimization, we discuss three types of uncertainty set, i.e., box, ellipsoidal and polyhedral uncertainty set.

Optimization models are widely used in agricultural water resources management programs. However, optimization models in most applications use data that is subject to uncertainty. Recently, robust optimization has been used as an optimization model that incorporates uncertainty. This paper proposes a linear programming model with the objective of maximizing the total gross margin for the delivery of water to agricultural areas that cover an irrigation network over a planning horizon. The writers apply uncertain data in this system in the form of a robust optimization approach. The writers also consider analysis of the sensitivity of the total gross margin in accordance with the variations of the degree of conservatism (reliability), irrigation efficiency, and price of irrigation water. The results of changes to these parameters in a wide range of variations caused large changes in the optimal total gross margin of the planning horizon. Application of the proposed model to the case study of the Nekooabad irrigation network in the province of Isfahan, Iran, over a 3-year planning horizon (2012-2014) demonstrates the reliability and flexibility of the model.

A Fuzzy Variable Least Core Game for Inter-basin Water Resources Allocation Under Uncertainty

In this paper, a new solution concept, called Fuzzy Variable Least Core (FVLC), is developed for fuzzy cooperative games. The FVLC is able to incorporate fuzzy input variables and result in fuzzy benefit shares of players participating in a coalition. This solution concept is used for water and benefit allocation to water users in inter-basin water transfer systems considering the uncertainties associated with their benefit coefficients. In the proposed water allocation methodology, an Integrated Stochastic Dynamic Programming (ISDP) model is developed to obtain the water rights of players and economic water allocation policies. In the next step, the total net fuzzy benefit of the system is reallocated to water users in an equitable and rational way using a FVLC-based model. In this model, a new algorithm is proposed for converting a multilateral cooperative game with fuzzy variables to some fuzzy bilateral cooperative games, which are solved using the FLVC solution concept. The applicability and efficiency of the proposed methodology is examined by applying it to a large scale inter-basin water transfer project in Iran.
