The village is a residential area where most of the population makes a living in agriculture. Most of Indonesia's population are residents who live in rural areas. The village government can use village funds as a source of financing for village household needs in order to improve the welfare of the village community. This study aims to analyze the effectiveness of village fund management on the welfare of village communities in Kedungringin Village, Suruh District, Semarang Regency. Data collection methods used are through observation and literature study, then analyzed using descriptive qualitative data analysis methods. Village Fund is a fund sourced from the State Budget (APBN) which is given directly to villages, andis received through the District/City Regional Budget (APBD) used to finance the implementation of village government, the implementation of development, community, development, and empowerment. This study aims to determine the realization of the use of Village Funds to improve the welfare of the community in Siwalan Village, Mlarak District, Ponorogo Regency. This research uses a qualitative descriptive approach that aims to provide detailed information about the problem to be studied. The primary data source was taken from interviews with informants, while secondary data was taken from government books and documents in Siwalan Village, Mlarak District, Ponorogo Regency.

Community Empowerment through Management of Village Funds Allocation in Indonesia

The purpose of this study is to explore how community empowerment is carried out by village governments through village funds in village Langen Sari, West Java, Indonesia. The community empowerment is realized through Village Fund Allocation (ADD). 30% of the Village Fund Allocation is used for operational costs of the Village Government and the Village Consultative Body (BPD), 70% for community empowerment, and strengthening the capacity of the Village Government. The research method used is descriptive research with a qualitative approach using Milles and Huberman's analysis methods. The results showed that the use of Village Fund Allocation for the community empowerment component was not yet on target. Community participation is a significant factor in launching community empowerment, while a lack of human resources and weak supervision are obstacles.

Implementation of Village Fund Policies (Study on the Realization of Village North Hamak Village, Telaga Langsat District)

This study aims to analyze and provide an overview of the implementation of village fund management in Hamak Utara Village, Telaga Langsat District, and Hulu Sungai Selatan Regency and to identify factors that influence the implementation of village fund policies in North Hamak Village. The research method used in this research is the descriptive qualitative method. The types of data used in this study are primary data and secondary data. The informants in this study were the head of the sub-district and the technical head of Telaga Langsat sub-district, village assistants and village local assistants, village heads and village officials, Hamak Utara village consultative bodies, RT / RW in North Hamak village, and Hamak Utara village community. Data collection techniques used in this study were interviews, observations, and documents, and archives. The data analysis techniques used in this study were data reduction, data classification, data processing, and data inference. The results showed that the implementation of village fund management in North Hamak Village was running according to the provisions, but there were several obstacles in terms of budget implementation and absorption. Communication, attitudes, resources, and bureaucratic structures influence the implementation of village fund management in Hamak Utara Village, Telaga Langsat District.

The Management of Village Funds – Village Fund Policy Implementation (Case Study in Candirejo Village, Nganjuk Regency, East Java Province, Indonesia)

This study analyzes the management of village funds sourced from APBN (State Budget of Indonesia). The purpose of this study is to analyze the management of Village Funds starting from planning, implementation, administration, reporting and accountability of Village Funds which are then compared with the prevailing regulations in Indonesia. This study uses qualitative research type with case study method. Data were collected using interviews and in-depth analysis of documents. The study analyzes the management of the Village Fund for two budget periods that is 2015 and 2016. The objects in this study are Candirejo Village, Nganjuk Regency, East Java Province Indonesia which is classified as a developing village. The result of this study is that the management of Village Fund in Candirejo Village still has inconsistency with the prevailing regulations. The planning and budgeting stages of RKPDes (Vilage Government Planning) and APBDes (Village Budget) are carried out far from the deadline in regulation. For the implementation stage, the time and percentage of the Village Fund's revenue in Candirejo Village is still not in accordance with the prevailing regulations. In the administrative phase, the monthly accountability report is not reported to the Village Head. While at the stage of reporting and accountability there is a discrepancy between the realizations of revenue with revenue budget. Semester report differences with accountability reports, makes report information unreliable.

Analysis of Implementation of Village Fund Programs Empowerment of Community in Boang Manalu Village,Salak Sub District, Pakpak Bharat Regency

The aim of this study is to analyze the policy on the implementation of the village fund program in economic empowerment of the Boangmanalu Village community in the Salak Subdistrict of Pakpak Bharat Regency. Data is collected by interactive techniques through interview processes and non-interactive techniques by recording documents / archives and observing research objects directly. Furthermore, the analysis is carried out qualitatively with descriptive explanations. Based on the information obtained, it can be concluded that administratively the stages of accountability of the Boangmanalu Village government are carried out properly. However, accountability reports (LPJ) are carried out by third parties and there is no evaluation by the Boangmanalu village community so that accountability is less effective.

The village fund policy is implemented to improve infrastructure development, community development and empowerment towards a prosperous village. However, the management of village funds did not meet expectations, due to lack of community participation in supervision. The purpose of this study is to analyze the mismanagement of village funds using a policy evaluation perspective. This research emphasizes the approach qualitative- evaluative, to explain the phenomena found in the field. The Evaluation of the Utilization of the 2018 Village Funds in Bintan District and Lingga District

The Village funds are part of the State Revenue and Expenditure Budget which are allocated for villages and disbursed through the district/city expenditure budget. During the period of 2015-2018, two village heads (village of Malang Rapat and Penaga) were the suspects of corruption cases in Bintan District in the province of Riau Islands. There was no evaluation of the use of the village funds by the district government. The objective of this study was to gain an insight into the use of village funds in the province of Riau Islands. The study problem was how to evaluate the use, impact, and constraints in the utilization of village funds in the province of Riau Islands in 2018 (Case study in Bintan District and Lingga District). This study used a qualitative descriptive method, using interviews and observations for data collection. The results showed that a large portion of village funds was used for physical development in the village, while human development in the village was not yet properly implemented due to the limited allocation of village funds for empowerment and community development. The impact of village funds felt by the community for the addition of physical facilities in the village was significant, while the impact on empowerment and economy of the community was not. The constraints of the usage of the village funds were regulation, human resources, and coordination.

The Effectiveness of the Allocation of Village Income and Expenditure Budget in Community Empowerment for Improved Access to Services and Economic Activities

This research aims to analyze and formulates the effectiveness of the allocation of village income and expenditure budget in community empowerment for improved access to services and economic activities, using descriptive qualitative methods. The research is taking place in three villages at Blahbatuh District, they are Bona Village, Keramas Village and Pering Village. The result indicated that the budgeting of village income and expenditure budget in community empowerment in order to improve access to services and economic activities in those villages are quite effective. The main problem cause quite effective because the programs which are allocated in village income and expenditure budget not yet got its benefits related to social needs.
