Improving the implementation of public private partnership (PPP) housing projects in bauchi metropolis, Nigeria

Improving the implementation of Public Private Partnership (PPP) Housing Projects has being a concern to many stakeholders. This is due to many challenges that hindered the successful implementation of the scheme. This study aim to identify and assess factors for improving the Implementation of Public Private Partnership (PPP) Housing Projects. The study adopted research strategies which is descriptive and explorative research design. The area of the study is Bauchi state located in the North Eastern part of Nigeria. The composition of the study population are the principal actors of PPP housing project in the study area. The study identified seventy five (75) construction professionals stakeholders in PPP housing projects from previous study and documented records. Sixty three (63) Questionnaires were distributed. The analysis of the acquired data through questionnaire distribution was processed using SPSS software version 20. The result of the study shows that a well organised public sector, comprehensive feasibility and viability study, effective procurement process, selction of strong and relable private partner, government guarantee and sound financial plan are the most significant ways to consider for improving the successful implementation of PPP housing projects. Therefore, the study recommend that Government and other stakeholders should give necessary attention to those factors for successful implementation of the scheme.

Exploring Factors Affecting Implementation of Public Private Partnership Housing Projects in Bauchi State, Nigeria

Public Private Partnership (PPP) Housing scheme in Nigeria is intended to complement government effort toward increasing housing stock and providing affordable housing in the country. However, Bauchi state government adopted the construction of 5,000 phases PPP Housing. But 6 years after the commencement of the scheme, only a few numbers of housing units were completed and commissioned. Therefore, it becomes imperative to carry out research on the impact level of those factors affecting the implementation of the scheme. The aim of the study is to investigate impact level of factors affecting the implementation of PPP housing projects in Bauchi state with a view to find out possible ways that will improve the implementation of the scheme. The descriptive and explorative research design was adopted for this study. 54 structured Questionnaires were administered to construction professional's staff under private housing developers and relevant government agencies in Bauchi state. 42 valid Questionnaires were retrieved and analysed with SPSS software. The result of the quantitative data analysis shows that creation of favourable investment environment and government support have very high Impact on the implementation of Bauchi PPP housing projects. Therefore, this study recommends that government and other stakeholders should give more attention to the creation of favourable investment environment, support in policy formulation and managerial strategies in the future for improving the implementation of PPP housing projects.

Evaluating the Implementation of Public-Private Partnerships (PPPs) for Housing Provision in Nigeria: A Case Study of Niger State

Public-Private Partnerships (PPPs) is a joint effort by the public and private sector for the financing, development, operation, and or ownership of public housing and infrastructure. The rapid increase in population and urbanization in Nigeria has resulted in a housing deficit of about 17-23 million. Mortgage financing which is the predominant means of funding housing eludes the low income earners due to their inability to access mortgage facilities. This paper evaluated the implementation of Public-Private Partnerships (PPPs) as an option for public housing delivery in Nigeria using Niger State as a case study. Questionnaires were administered to 200 built-environment professionals in public and private sectors in Niger State and interview was conducted with NSPPPA officials on project conception and management. Official reports and guidance documents on PPP implementation for housing were also reviewed. The responses to the questions were categorized into political, project, financial, and environmental factors and the mean score of responses to each question were calculated before calculating the mean score of each category. Political (4.28) and project (4.24) factors were found to have the greatest influence in implementing PPPs in Niger State. Interview and document reviews also revealed that out of eight housing projects conceived under the Niger State PPP program in 2013 only four were implemented. Of the four implemented projects, two were completed while two were delayed due to lack of funds and disagreements between public and private sector partners. The study recommends among others that all stakeholders in Nigeria's housing sector should work together to realize the goal of PPPs in housing as stated in the New National Housing and Urban Development Policy (NNHUDP) of 2002 and that government should focus more on the provision of housing for the low income earners as they are the most affected by the housing problem in Nigeria.

Abstract: One of the greatest challenge confronting both rural and urban residents in Niger State is the need to provide adequate shelter. This study examined the individual significant contribution of the public and private sector in public-private partnerships (PPP) in housing contracts in Niger State, Nigeria. The study review that PPP has so far achieved little success in providing decent and unaffordable housing accommodation to Nigerlites. EVALUATION OF PUBLIC-PRIVATE PARTNERSHIPS IN HOUSING PROVISION IN MINNA AND FCT ABUJA, NIGERIA

Against the background of the need to provide affordable housing to its people in the Federal Capital City Abuja and in Minna, the Federal Capital Development Authority and Niger state Government entered into a number of partnerships with the private sector. Most of the partnerships have reached maturity stage, but the resultant outcomes are yet to be determined. Hence, the study evaluated Public-Private Partnership (PPP) in housing provision in Minna and FCT Abuja through the self-administration of 640 structured questionnaires to the occupants of 5 housing estates in the two areas. In addition to this, five interviews were conducted for the agencies responsible for the estates. Findings from the study indicated that only 5.8% of the occupants (respondents) were the low income earners that benefited from the 5 housing estates selected and 38.4% of the respondents were satisfied with quality of work done by the developers. It was discovered that 40.9% of the respondents contributed between 31-40% of their monthly income on repayment. Bureaucratic bottleneck was one of the challenges faced in the implementation of PPP in housing provision among others. Housing provided using PPP is still skewed towards the medium and high income groups living vast majority of the low income group in limbo. Efforts should be intensified by the government in creating conducive environment for mortgage financing to thrive in order to create avenue for the low income group access to mortgage so that the huge housing deficit could be bridged. Public Private Partnership In Housing Delivery In Lagos State, Nigeria

The paper aims to evaluate the practice of public private partnership in housing delivery in Lagos State, Nigeria with a view to establishing the effectiveness of PPP arrangement for housing delivery. Questionnaires were served on selected officials of Lagos State Development and Property Corporation (LSDPC), an arm of the Lagos State Government, Gateway City Development Company (GCDC), a subsidiary of Ogun State Government as well as identified members of Real Estate Developers Association of Nigeria in Lagos State who had one time or the other partnered with the state governments through any of the aforementioned agencies to provide housing estate.

The Affordable Housing in Nigeria using Critical Success Factors of Public Private Partnership

Housing provision has become a global problem. According to UN, housing is lacking in virtually all society among the developing countries due to population growth and urbanization (UN-HABITAT, 2006). However, Public private partnership was introduce by the Nigerian Government as an option to end the current crisis of housing shortage and affordable housing in the country(Lagos State Government, 2008). This study relies on interview with PPP expert to build up questionnaire survey on success factors of PPP for affordable housing in Nigeria. The findings reveal the relevance success factors of PPP for affordable housing provision in Nigeria and also suggest a way forward for best implementation PPP for affordable housing in Nigeria.

Effect of public private partnerships on delivery of affordable housing in Nigeria nigeria

Public Private Partnership as a practice is making its impact on the Nigerian landscape. The growth of Public private partnerships is linked to the insufficient funds available to government for financing numerous development projects (including Housing) as well as governments poor risk management capacity. The noted challenges to government financing and its impact on the nation's development, has increased the prospects of Public Private Partnerships as an alternative to delivery of infrastructure and housing. The study investigated the Effect of Public Private Partnerships on Delivery of Affordable Housing in Nigeria. Also, other objectives include; examining the impact of management contracts on the delivery of affordable housing in Nigeria, to identify the effect of Joint venture on the delivery of affordable housing in Nigeria. The researcher adopted the survey research design and structured questionnaire was used as instrument for data collection. Data analysis was committed to descriptive statistics of mean and percentages as well as correlation and regression analysis. The results showed that there is significant impact of management contracts on the delivery of affordable housing in Nigeria, there is positive effect of joint venture on the delivery of affordable housing in Nigeria. The study concludes that for public private partnerships to prosper and achieve these objectives, any partnership must establish metrics for success, be able to quantify and track their accomplishments, and spot and address emerging problems. It was recommended that the government must assume the responsibility to ensure that appropriate and affordable infrastructure services are provided to all citizens. It was also recommended that the Government adopts and establishes a Viability Gap funding framework and programme to attract private sector participation and alternative and impact sources of funding to facilitate affordability and enable the identification, development and successful execution of Public Private Partnership Infrastructure and Affordable Housing Projects.
