Management of Remuneration: Anti-Corruption Aspect 1
The article deals with problems of policy-making staff salaries in order to counter corruption in the organization. We consider the agency theory that can explain the emergence of opportunistic behavior of the personnel. The direction of development of motivation for the formation of anti-corruption policy of the organizational environment is suggested.
The Strategic Role of Management of Human Resources to Prevent Corruption
Objective – Corruption is the greatest threat for growth and stability in an organization. The eradication of corruption has been achieved through instruments, law enforcement and inspectorate measures, but corruption levels in Indonesia are still not as low as other ASEAN countries such as Singapore and Malaysia. It is therefore necessary to expand the measures taken to eradicate corruption not only in terms of legal measures, but also within human resource management strategies. Methodology/Technique – This research uses a quantitative explorative technique using SPSS, a dependent variables of Prevent Corruption (Y), and independent variables of Organizational Culture (X1), Competence (X2), Leadership (X3) and Internal Control (X4). The study sample is the Directorate General of a Ministry in Indonesia with a population of 525 people, and a sample of 149 people. Findings – The study found that: (1) The regression equation model is Y = 0.014 + 0.972 X1 + 0,030 X2-0,053 X3 + 0,049 X4, RSq = 0,969, F = 1095,574; (2) culture is the most dominant factor in preventing corruption; (3) Competence, Leadership and Internal Control have no significant effect on the prevention of corruption; (4) Novelty – In the absence of improvements to existing policies, the rate of corruption in Indonesia is around 0.014 on a scale of 1-5.

The objective of this study is to look at the effects of training and development, recruitment and selection, and internal control policy on corruption risk. This study involves three different organizations which are the federal government, state government and statutory bodies. Employees want to benefit from more sources of the organization to achieve their own goals in the direction of individual desires, which made them rivals in the sharing of income, responsibility, and promotion regarding the organization; thus, in organizations, political processes began to appear. Perceptions of what is considered ethically correct and how ethical issues are addressed within an organization constitutes the ethical climate of the organization. According to social psychology, behaviors of the individual are the function of the psychological environment perceived by the individual in which he or she is living or working. In that case, positively or negatively perceived organizational ethical climate has the possibility of reducing or increasing unethical behavior under the influence of organizational policy perception. In other words, corruption behavior, which means an employee's using public resources or power for his/her own interests, is likely to be affected both by organizational ethical climate and organizational policy perceptions. To examine these effects relational type path analysis used. The data were collected with "Organizational: Policy Perception, Ethical Climate, and Corruption" scales. Although the results of the research did not confirm the model established to determine the effect of ethical climate on teachers' corruption behavior under the intermediary influence of organizational policy; the ethical climate perceived as socially responsible and ruled are determined to have the effect of reducing the corruption behavior, while the attitude of superordinate and workmates of organizational policy perception have an increasing effect on the corruption behavior of teachers.

The Corruption Perception Index in Indonesia in 2018 is ranked 89th out of 180 countries, far below Singapore, which is in third place and Malaysia at 61st. Therefore, this study aimed to find a model for preventing corruption in government agencies using the independent variables: Organizational Culture (X1), Competence (X2), Leadership (X3), and Internal Control (X4). This research employed quantitative methods (survey), and data analysis uses correlation analysis and multiple regression with the help of the SPSS software program. The number of the target population involved 357 people (employees of government financial institutions), and 100 people were taken randomly as samples. The results showed that: a) the corruption prevention model in government agencies was Y = 1.507 + 0.878 X1-0.365 X2-0.282 X3 + 0.401 X4; b) the variable of organizational culture (X1), competence (X2), leadership (X3), and internal control simultaneously had an R2 value of 0.471, meaning that this variable contributed 47.1% to corruption prevention and the remaining 52.9%. % referred to other factors; c) organizational culture (X1) and internal control (X4) had a dominant effect on corruption prevention (Y); d) competence (X2) and leadership (X3) negatively affected the corruption prevention. This study contributed to lowering the corruption perception index by strengthening organizational culture and internal control, while strengthening competence and leadership must be followed by anticorruption awareness.

The aim of this research was to define the relationship between effective organization and managerial obstacles and incentives on administrative-financial corruption in government organizations in Iran. Correlation method along with metrical approach was applied in this research. Reliability of the verified questionnaire was confirmed according to the primary study with Cronbach alpha 0.9794 and validity of the questionnaire was verified through content validity and factorial analysis. The sampling method is of the judgment sampling type, so questionnaires were distributed among 934 relevant managers and experts of existent government organizations in Isfahan and Zanjan provinces. Comparisons were done among fifty sub-category questions of nineteen variables. The results obtained demonstrate that the studied factors are higher than the total average both in their effectiveness and their preventiveness in the appearance of corruption in 23 cases. These could be considered as determinant factors in the appearance and prevention of corruption in government organizations. But in other issues, some cases are considered as effective factors for only the appearance of corruption and some as preventive factors against the occurrence of corruption, and some have lower degree of importance in comparison with other factors in the study.

Dans l'effort de devenir une nation pleinement développée d'ici à 2020, la Malaisie a entrepris une tâche monumentale pour inculquer des valeurs nobles dans la société, y compris dans le secteur civil. L'objectif de cette recherche était d'examiner le niveau de sensibilisation, de connaissances et de compréhension de l'intégrité des fonctionnaires sélectionnés des trois organismes d'État à Terenganu en Malaisie, qui a essentiellement servi à la portée de la recherche. Les répondants ont été sélectionnés sur la base d'une technique d'échantillonnage raisonnée. La recherche a utilisé une approche quantitative où des questions auto-administrées et structurées ont été distribuées. Des analyses descriptives et inférées ont été réalisées pour répondre aux objectifs énoncés de recherche. Les résultats de la recherche a indiqué qu'il y avait des groupes de fonctionnaires civils qui n'étaient pas claires sur le sens de l'intégrité dans le secteur public. Ceux avec une plus courte durée de services ont été trouvés d'être moins bien informés sur la règle respective et la procédure, ce qui les a donné un doute sur l'intégrité. Les fonctionnaires ont également estimé que le niveau de corruption en Malaisie était toujours élevé. La recherche a fait valoir que la durée de service était liée inversement à la perception de la connaissance de l'intégrité, de la corruption et de la qualité de prestation des services.
