INTER-GOVERNMENTAL RELATIONS (IGR) AND SERVICE DELIVERY IN NIGERIAN LOCAL GOVERNMENTS: A STUDY OF EZZA NORTH LOCAL GOVERNMENT AREA OF EBONYI STATE

This work titled “Inter-Governmental Relations (IGR) and Service Delivery in Nigerian Local Governments: A Study of Ezza North Local Government Area of Ebonyi State” was carried out to investigate the nature of state-local relation in Ebonyi State, to examine how the relationship between state and local governments in Ebonyi State influence service delivery in Ezza North Local Government Area, and also to ascertain the measures adopted by the State or Federal government to improve the conflicting nature of relationship between state and local government in Nigeria. The theoretical framework used in this work is the “System theory” by Ludwig Von Bertalanffy, it was used to enable the researcher gain more insight on the topic of the study. Survey research method was used in this work using the instrument of questionnaire, the data obtained in this study were also analyzed using frequency table and percentage representation of the respondents, Chi-Square (X2) method was also used for empirical testing of the hypotheses used in this work. These among others were the major findings of this work, It was discovered the relationship between state and local government in Ebonyi state is not cordial; It was discovered that service delivery in Ezza North L.G.A. is affected by the conflicting relationship between both levels of government in Ebonyi; It was also discovered that State and Local Government Joint Account Committee (SLJAC) introduced by Federal Government as a mechanism or instrument of regulating and improving State and Local financial relationship further strained their financial relations instead of improving it. The implication of this study is to justify and provide solution to the conflicting Inter-governmental relations in Nigeria, especially the relationship between state and local governments in Nigeria. The following recommendations among others were made in this work, they include; there should be constitutional amendment which will remove the clause “Joint State/Local Government Accounts” in the constitution, there should be a constitutional review on the areas of intergovernmental relations in Nigeria, etc.

Intergovernmental Relations and Repositioning of Local Government in Nigeria for Effective Service Delivery: The Rivers State Experience, 2000-2019

This study holistically examined the administrative characteristics of intergovernmental relations in Nigeria, especially as it pertains to local government autonomy. Using the Rivers State experience, 2000-2019 as the area of focus, this study empirically assessed the fiscal challenges faced by local government-being the third tier of government that is saddled with the constitutional mandate of administering the socioeconomic needs of the people at the grassroots. These challenges range from the indiscriminate marginalisation of the local governments in the federal revenue sharing entitlements, the undue infringement on the statutory right of the local government councils to independently generate taxes within their lawful jurisdictions, to the deliberate denial of local government council of their statutory powers to carry out developmental projects at the local level. The study used both secondary and primary sources to generate relevant data and adopted the simple percentage (100%) mathematical method as a tool for analysis. The study was anchored on Max Weber's theory of political domination. On the strength of the findings obtained from the relevant literature reviewed in the course of this study, as well as the empirical information reliably obtained from fieldwork, this study convincingly establish that lack of total autonomy for local governments in Rivers State impinge on the ability of local government councils to provide efficient developmental services at the grassroots. Again, the state government infringes on the right of local government councils to independently generate taxes within their jurisdiction etc. Hence, it is the position of this study that the experiences as depicted in the case of Rivers State reflect the sameness of situations in the overall Nigerian system. Therefore, this study recommends that State-local government joint account system should be abolished. Also, local governments should be given both legislative and executive autonomy. Furthermore, the autonomy of the Local Government Service Commission should be greatly enhanced, so as to justify its primary responsibility of independently overseeing the affairs of local government councils in Nigeria. It is the firm conviction of this study that if the recommendations as proffered by this study are systematically and dispassionately implemented, they will go a long way to promote and enhance the fundamental role of the local government as the third tier of government with the primary responsibility of independently providing the needed developmental needs of the local people at the grassroots.

Effect of Intergovernmental Fiscal Relation on Service Delivery for Selected Local Government in Lagos State

Abstract The recurrent problems of the three-tier system in Nigeria is allocation of fiscal responsibilities from the federation account to the state and local government which becomes an obstacle for growth and provision of effective service delivery It is against this background that the study assesses the effects of intergovernmental fiscal relations on service delivery of selected local government in Lagos state. In order to achieve this objective, structured questionnaires were administered to the community members and the local government staff of the selected local governments. Data collected were analyzed by the use of tables, simple percentage, and ANOVA. The use of simple random and cluster sampling to select respondents was used. The study was based on the federal principles theory, where it revealed that Challenges affecting the development at grassroot level are not the allocation of money alone, but the state-local government joint account and responsibilities as well as lack of transparency and accountability. Similarly, the findings indicate that, though intergovernmental fiscal relations have improved service delivery, such improvements are not sufficient to bring about total development at the grassroot level. It was thus concluded that intergovernmental fiscal relation has significantly improved the living condition of the people of Lagos state. Accordingly, it was recommended that the State Joint Local Government account should be abolished in other to enhance the service delivery and capacity of local government.

Intergovernmental Fiscal Relations, Local Government Financial Autonomy and Service Delivery: A Focus on Okitipupa Local Government Area of Ondo State, Nigeria

This paper examined the relationship between intergovernmental fiscal relations and service delivery in the context of financial autonomy in Okitipupa Local government area of Ondo State. It is within this prism that effort was delved at exploring the extent to which Nigeria local governments perform constitutional responsibilities to the people at the grassroot level and the attendant yearning for financial autonomy. In examining this, the work dwells on Efficiency-Services theoretical escapade and adopted both primary and secondary sources of data collection for robust discussion with descriptive survey research design. The finding of this study revealed among others that there is a correlation between local government financial autonomy, primary education and primary health services delivery in Okitipupa local government area of Ondo State. Based on the findings, it was concluded that poor service delivery in the Nigerian local areas is as a result of the financial yoke that local governments bear with the attendant State Joint Local Government Account in practice in the country. The paper therefore recommended among others that local government should be given more autonomy to generate, allocate and utilize its funds in line with the peculiar needs and aspirations of the people at the grassroots level, complete scrapping of State Joint Local Government Account, scrapping of caretaker committees among others.

Federalism, Intergovernmental Relations and the Performance of Local Government in Ogun State Nigeria (2015 to 2023)

The study examines the dynamics of federalism, intergovernmental relations, and the performance of local government in Ogun State, Nigeria, from 2015 to 2023. The paper explores the challenges and opportunities in the local government administration and intergovernmental relations to enhance governance and development outcomes in the state. The paper employs a descriptive approach and localism theory to analyze the interactions between federal, state, and local governments and their impact on local governance. Effective intergovernmental relations are crucial for promoting good governance, sustainable development, and social cohesion in Ogun State. Addressing the challenges and leveraging the opportunities in local government, intergovernmental relations can significantly enhance service delivery, improve infrastructure, and elevate the quality of life for residents. The findings emphasized the need for collaborative efforts among all levels of government to achieve inclusive and equitable development. Based on the identified challenges, the study recommends several actions for improving governance and intergovernmental relations in Ogun State. These include promoting fiscal federalism to ensure financial independence for local governments, allocating resources for essential social services, and redefining constitutional roles to minimize overlaps and inefficiencies. Inter-Governmental Relations and the Development of Local Government in Nigeria

This study assessed the impact of intergovernmental relations on the development of Akuku Toru Local Government Area, Rivers State. Methodologically, the study adopted secondary data and content analysis as methods of data collection and analysis/ The findings of the study revealed that there are challenges in the management of intergovernmental relationship in Nigeria. The 1999 constitution has significant impact on the management of intergovernmental relations and State and Local Government relations have negative impact on the development of Akuku Toru Local Government Council in Rivers State. From the findings, the study recommends that strategies such as constitutional reforms, revenue sharing formula and restructuring of the federal system of government should be carried out to management the challenges in intergovernmental relations in Nigeria.

THE IMPACT OF INTER-GOVERNMENTAL RELATIONS ON LOCAL GOVERNMENT ADMINISTRATION IN NIGERIA: THE STUDY OF ABUJA MUNICIPAL AREA COUNCIL, ABUJA

The research work examines The Impact of InterGovernmental Relations on Local Government Administration in Nigeria, with special attention on Abuja Municipal Area Council, (AMAC), Abuja. Intergovernmental relations in Nigeria entails formal allocation of powers both vertical and horizontally among various levels of government. In this relationship local government is seen as a third tier or level of government with power to transform their areas of jurisdiction through good governance. Local government is not mutually exclusive of other levels of government and that as such there is bound to be an interaction between the local and other levels of government in Nigeria. The study is a historical and descriptive and adopted the system theory and power theory, to guide as means of vivid understanding of IGR and Local Government. To guide the study, four research questions and three hypotheses were posed. The researcher employed a survey design and a simple random sampling techniques used for data collection. The data collected was analyzed using question while the hypotheses were analyzed using the chi-square. The finding indicated that: There is significant relationship between InterGovernmental Relationship and local Government in Nigeria. The study therefore, revealed that right from 1954 – till date, local governments have been subjected to all sorts of control by other tiers of government namely, Federal and State governments, following the 1976 local government reforms, it was believe that the situation reforms, it was believe that the situation would improve, but instead, the status quo still remained. The study further reveal that inter governmental relations, among the levels of governments in Nigeria were in disarray due to the conflicts over issues of tax jurisdiction, revenue allocation, IGR, funds transfer, over concentration of power at the centre, illegal removal of elected local government officials among other factors. This lopsided relations has impacted negatively on good governance and by extension inability to implement live touching projects. Based on this, the study posits that for cordial relationship between local and other tiers of status of local government must be clearly spelt out, the issue of joint state – local government should be allowed to function as government with minimal control from the state, election rather than appointment should be the means of choosing leaders at the local level, judiciary should be made to be independent and the undue interference on the local government by the state or federal government has to be properly addressed. Also the present 1999 and 2011 amended constitutions for local to be constitutionally created and not state, there should be direct disbursement of federation allocation to local government account.

Intergovernmental Fiscal Relations and Service Delivery in Awka-North Local Government Area of Anambra State

This study examined intergovernmental fiscal relations and service delivery in Awka North Local Government Area of Anambra State. Descriptive survey design was used for the study. The 407 staff of Awka North Local Government Area constituted the population size and the statistical tool of Taro Yamani was used to obtain a sample of 201. A 24-item questionnaire was used for data collection; tables and simple percentage were used for data presentation and the Chi-square was used for data analysis. Among the findings are that; the revenue sharing formula of the Federation is inadequate to the Area council under study for achieving effective service delivery in the provision of local needs; the State Joint Local Government Account has hindered smooth intergovernmental relations between the council under study and other levels of government; and the inadequate revenue powers of the Council under study have affected its fiscal relations with the higher government and the provision of local services. Among the recommendations was that; the local government share from the Federation Account should be increased in order to enable the local governments in Nigeria to effectively carry out the programmes and projects that will improve the socioeconomic well-being of the people; and the State Joint Local Government Account should be abolished as it is not a veritable financial accounting control over the finances of the local government areas in Nigeria.

Local Government and Service Delivery In Nigeria: A Case Study of Burutu Local Government Council

The study focused on local government and service delivery in Nigeria by interrogating the autonomy dilemma using Burutu local government council as a case study. The central argument of this paper is that the lack of financial autonomy in the local government system affects service delivery; hence there are noticeable poor performances in Burutu local government area council. The research design for this study is survey design. The study relied on both primary and secondary data for this study. Both qualitative and quantitative content analysis was explored to analyze the data. Thus, the data generated were presented in frequency distribution tables and analyzed, using simple percentage method. The chi-square statistical tool was also used to test the hypothesis of the study. One of the main findings of this work is that the lack of financial autonomy in the local government system, especially in Burutu Local Government Council affects service delivery at the grass root. The study therefore, recommends among other things that local government councils should be given fiscal autonomy for effective service delivery at the local government level.

Social Service Delivery in Southwestern Nigeria: Local Governments Perspective

This paper assesses the impact of local government on social service delivery in south-western Nigeria in tandem with their full constitutional responsibility particularly on primary education and road constructions. The related concepts were review. The study utilized both primary and secondary data. Primary data were collected through questionnaire administration and in-depth interviews. The study revealed that local government has a significant impact on social service delivery in Southwestern Nigeria (r = 0.438, p < 0.05). The paper highlighted some recommendations and concluded that local government had performed considerably well in delivery of social service to the populace in their concurrent responsibility with the state government, but relatively low in their mandatory functions.
