The article is devoted to an important and modern topic of studying the administrative and legal framework for the implementation of e-government in Ukraine. Its relevance is due to the fact that Ukraine, as a developing country, has quite high rating of the United Nations e-Government Development Index. The efficiency of tools for social interaction between public authorities and civil society

The aim of the article is to assess the effectiveness of the current tools for interaction between public authorities and civil society in Ukraine. A distinctive feature of this study is the use of the content analysis to study the content of consultations of central government bodies with the public, discussions of draft laws, decrees, resolutions, orders, petitions of citizens, as well as recommendations of expert opinions and proposals of public councils and measures for their implementation. The analysis allowed identifying significant shortcomings in organizing work to establish cooperation between central government bodies and the public. These shortcomings involve the dominance of a purely statistical approach to analyzing the petitions of citizens, neglect of public consultations, disregard for the proposals of public expert committees, and a formal approach to the activities of public councils at the ministries. Public-Civilian Communicative Network as a Phenomenon in Public Administration

For many years, Ukraine is not entirely able to reverse the dangerous tendencies of growing distrust of the public to the activities of state authorities. In particular, the promises of public authorities regarding the improvement and development of information and communication technologies that are used both in the activities of state authorities, in narrow circles of specialists, and in everyday life of ordinary people are not fully fulfilled. The state-civil communicative network is one of the main directions of stimulating economic growth, employment, expansion of competition and, as a result, contributing to overcoming "digital isolation", both social and geographic. Without the state-civilian communicative network it is virtually impossible to execute management decisions, to make feedback and to correct the goals and stages of the activity of state authorities.

DIGITAL COMMUNICATIONS OF PARTICIPATORY BUDGET CAMPAIGNS IN REGIONAL CENTERS OF UKRAINE

Article deals with analysis of quality of digital presence and campaigns of participatory budget projects in Ukrainian cities (regional centers) in 2018-2019. The first level is linked with local websites of participatory budget in regional centers of Ukraine. Every city, depending on size and social media activity has its own model of interest about participatory budget. The second level is linked with activities of proposed projects. Selecting only first 10 winning projects it is possible to find out what was the model for communication of successful projects or whether social media were vital for these proposals. Although it is also important to consider failed projects, is there a correlation between digital campaigns and voting results. Digital campaigns for local participatory budget projects mostly connected with 3 challenges: 1) public opinion leaders resources and interests in proposed projects; 2) community interests and engagement into proposed themes and projects; 3) social media penetration, usage and trust in local communities. Methodology of research is based on digital methods of research-issuecrawler, social media analysis, social network analysis, search engine optimization and usability testing.
Electronic State Services from the Government's and Citizens' Standpoint
This article presents a comparative analysis of government officials’ and citizens’ concept of “electronic government” and “electronic services”, based on strategic documents and legal acts, including federal laws, decrees of the President of RF and orders of the Government of RF that accompany and regulate the transition to electronic government in Russia, as well as on the results of sociological surveys conducted in the Sverdlovsk Region in 2010 and 2015. Institutional approach to information technologies adoption in public administration is employed to analyse the “rupture talk” which is used to describe e-government transition at the level of public authorities. “Rupture” means that adoption of information technologies must entail fundamental changes in the relations between the citizens and the government. Rupture talks support institutional legitimation of the relevant bodies. The need in legitimation gives rise to constant reproduction of rupture talk, and result in variability of “e-services” interpretation, up to total replacement of the initial meaning, dictated by strategic and tactical considerations. At the same time, the citizens themselves carry out operationalisation of the “electronic government” by other means. They use new ways of interaction with the government for solution of conventional problems. Even though they express willingness to use the e-services, real decisions are made at the situational level – they choose whether to use the new or old rules depending on the significance of the particular problem. Electronic interaction is perceived by them as secondary, ancillary, providing no fundamental change in their relations with the public officials.

Developing a Better Interaction between Citizens and the Municipality. Study Case
Understanding citizen online goals is critical because it gets at the heart of what the public institution web site should or could “do”. The challenge is that for most agencies/institutions, there are likely to be multiple goals that represent the “reason why” citizen could come to the web site. Unfortunately many public institution feel that it should have an online presence only, so, many web sites are created to offer a little more than online reproductions of its services. The purpose of this article is to provide an example of a public institution Web site, developed for a better interaction with citizens so that they may add value to their Web site. This article shows the initiative of the Brasov City Hall (central Romania) to develop an online technical dispatcher. The project is consistent with initiatives undertaken at EU level - eEurope 2005, eEurope +, i2010 by adhering to the principles of interoperability, interactivity public services, trust, security, privacy, and is fully consistent with the Romanian Government strategy regarding the informatisation of the public administration. Creating a dynamic Web site that contains a dispatcher component through which citizens can address in order to provide information about a specific problem encountered in the city and by that the responsible institutions to be mobilized timely. Brasov City Hall Web site can be used as a frame of reference for this type of interaction because its providing to the citizens a wide range of electronic services, extended availability and increased efficiency in handling the citizens demands.
