This research aimed to understand sustainable performance management that was significant at the ontological and sociological levels. The problem was very interesting to be analyzed by conducting a qualitative research method based on public policy theory. Data were collected through in-depth interviews, observation, and documentation related to cases in Indonesia. Data analyzed by using interactive models were data reduction, data display, data verification, and supported by triangulation. The results were based on the ontological and sociological levels using public policy perspectives for improving sustainable performance management policy and practice. The vision and mission of public policy in managing policy were needed to provide stakeholders with information related to the regulations and sanctions. This result provided inputs to improve regulation on sustainable performance management policy in Indonesia for state agencies as public officials and practitioners.

Public administrative reform in Indonesia accelerated after the country experienced economic and political turbulence in 1999. As part of the reform policy, the central government introduced performance management systems in order to improve the capacity of public institutions, particularly local governments. The thesis uses semi-structured interviews to answer, how effective is the performance management system in Indonesian local government? How do rational/technocratic and political frameworks affect the effectiveness (or ineffectiveness) of performance management system? The evidence suggests the performance management system in the Indonesian public sector is ineffective. This is indicated by gaps between performance indicators and actual performance, by the non-use of performance information and by the behaviour of those who are supposed to be influenced. THE KEY FACTORS TO IMPROVE THE GOVERNMENT PERFORMANCE MANAGEMENT SYSTEM: A LESSON FROM INDONESIA

Th is study aims to identify the critical factors for enhancing the government performance management system in Indonesia. Th e research was carried out in three major provinces: Yogyakarta, South Sumatra, and West Java Province. Employing a mixed-method approach, the study utilized descriptive research with both quantitative and qualitative analyses. Th e quantitative analysis involved multivariate regression analysis conducted using R-Studio, while the qualitative aspect included insights from selected key informants. Th e fi ndings of the study highlight that leadership commitment and internal policy support are the most infl uential factors in sustaining the government performance management system in Indonesia. Additionally, such factors as organizational structure stability, working culture, conformity to national policies, clarity of performance cascading, and quality of human resources showed positive correlations. However, the use of Information and Communications Technology (ICT) was found to have no comprehensive correlation in supporting performance management systems.

The Government Performance Accountability System (SAKIP) is a systematic series of activities as well as tools and procedures designed to determine, measure, collect data, classify, summarize, and report the accountability and the improvement of government agency performance to the government. The level of performance accountability of the Directorate General of Human Settlements (Cipta Karya), the Ministry of Public Works and Housing from 2015-2019 experienced fluctuation indicating that the organizational performance management is considered not optimal. Therefore, this study elucidates the implementation of performance management (SAKIP), analyzes the root cause, and formulates a strategy to improve the implementation of SAKIP at the Directorate General of Human Settlements (Cipta Karya), the Ministry of Public Works and Housing. This qualitative research employed a case study. The result of this study revealed that the implementation of SAKIP has not run optimally with eight repeated problems as seen from the evaluation conducted by the Inspectorate General. The root causes of SAKIP implementation are the programs based on presidential directive (budgeted), no regulations/Standard Operating Procedure (SOP) related to SAKIP, no performance cascading, non-integrated information systems, leadership awareness, and evaluator capacity. The strategy for improving the implementation of SAKIP includes solving performance measurement, drafting rules/SOP related to SAKIP, constructing the performance tree, integrating information systems, and SAKIP training for leaders and evaluators. The performance management issues for each organization are different. Thus, future researchers are expected to conduct further research related to performance management in various central and local government organizations.
Study Literacy on Institutional Theory for Performance Measurement System in Indonesian Government
Increasing attention to non-financial measurements reflect the increased need to manage the information due to intense competition, constantly changing organizational environment. The process is based on the organization's relationship with the environment. The dimensions that lead to in-depth analysis of the relationship between PMS and organizational environment is very important. Dimension that causes in-depth analysis of the factors and relationships as it is expressed latter in accordance with the theory that different assumptions - institutional, contingency and complexity theory. By combining three main theories, it can be said that the level of uncertainty and the environmental organization will react, according to the features and content of the PMS in different organizations. The purpose of this study is to analyze the internal and external environments of organizations, particularly government organizations in Indonesia, which has issued a presidential decree of the Republic Indonesia number 29/2014 regarding Government Performance Accountability System/SAKIP.

Challenges and Opportunity of Performance Policy Implementation in Facing New Normal Era

Human Development is one of the priorities of the Indonesian government for the year 2021-2024. The Performance Management Policy, which was just issued in 2020, is one of the breakthroughs to support human resource apparatus reform. However, data shows that there are still many obstacles faced for its implementation, especially in facing a new normal era at some local governments. This study contributes to ongoing evaluation and solutions in improving government performance through improving the performance of its apparatus. Various documents and data related to the implementation of performance management will be investigated to establish a mapping of problems and constraints, as well as alternative solutions. Using various supporting documents from various agencies both at the central and regional levels, various efforts and obstacles can be shown. Some of the challenges that are still being faced are given alternative solutions that can be applied to overcome these performance problems.

Public policy has been carried out in an effort to fix the bureaucracy. Bureaucracy is identical with the procedure twisted, there is no certainty of time, expensive fees, and attitude of the officers who are not friendly to the community. The bad stigma of public service like this does not seem to change that meaningful. Bureaucracy and public officials seem to preserve culture and power, rather than developing a new culture of service to society. The World Bank survey results (2015) indicate that Indonesia Public Service Indices are still in the order of 109 out of 180 countries. World Bank released the 2018 Ease of Doing Business (EoDB) Indonesia report. As a result, from 190 countries, Indonesia has again risen from 91st to 72nd in Doing Business Report 2018. East Java Provincial Government Education and Training Agency has implemented policy changes that are implemented in bureaucratic reform and have resulted in changes in public service to the public. Therefore this paper explores how far public policy in bureaucratic reform has been done at East Java Provincial Government Education and Training Agency. Through qualitative method of narrative research which can describe a policy process in bureaucracy reform. The results obtained that the Index of participants' satisfaction of Education and Training (Diklat) on the Provincial Government Training Board of East Java on the Training of Apparatus Training which is measured through the survey by distributing the questionnaire of monitoring and evaluation of the training implementation to the direct training participants as the training user and implemented at the end of the training. Based on the feedback given by the participants shows the realization of the index value obtained from the target performance of 2017 by 81 with the realization of 80.48 and the achievement of 99.36%.
