THE RUSSIAN-UKRAINE CONFLICT IN AN INTERNATIONAL HUMANITARIAN LAW PERSPECTIVE
With various kinds of Russian actions that are suspected to be inconsistent with the provisions of international humanitarian law, it is appropriate to explore what actions the Russian military carried out against Ukrainian civil society and what consequences they felt. This research will discuss Russia's actions in invading Ukraine which have the potential to give rise to humanitarian disputes that can be questioned legally. The research method used in writing this journal is a juridical-normative type of research. The nature of the research used is descriptive. The results of the research and discussion reveal that Russia's attack on Ukraine has undermined the principles of international humanitarian law such as the principles of non-intervention and humanity because Russia has injured the sovereignty of the Ukrainian state by intervening in the country and even carrying out armed attacks against a sovereign state that claims to exist. and damaging state infrastructure as regulated in Additional Protocol I of 1977 which regulates the protection of civilians and civilian objects.
Russian Conflict On Ukraine Based On Humanitarian Law Perspective

Russia's conflict with Ukraine which has lasted for a long time has resulted in world commotion and disorder. This problem is certainly an important legal issue to be researched. Based on this, this study aims to examine and analyze the humanitarian law arrangements against Russia's armed attack on Ukraine. The research conducted in this paper is a type of doctrinal research. The conclusion is that based on international humanitarian law arrangements such as the Geneva Conventions, Additional Protocol I 1997 provides protection for civilians and civilian objects in times of war. Russia's act of armed attack is a violation of international humanitarian law. It is hoped that proactive actions from the United Nations will be neutral by carrying out a peaceful settlement. However, if it fails to produce a decision that resolves the conflict, strict sanctions are needed against the violator in accordance with the applicable international humanitarian law regulations.

The article analyzes the content of international legal acts related to the protection of the rights of victims of military conflicts. At the same time, its results identify the characteristics of its implementation in Ukraine. It has been established that some of these legal sources have not been ratified by Ukraine or otherwise Ukraine has not given them a binding legal effect. Using a documentary-based methodology close to legal and political hermeneutics, this article develops scientifically sound and relevant proposals aimed at improving the legal mechanism to protect the legitimate interests and rights of the victims of the military conflict in Eastern Ukraine. THE ROLE OF INTERNATIONAL ORGANIZATIONS IN THE PROTECTION OF HUMAN RIGHTS IN UKRAINE

State recognition of human rights and freedoms by enshrining them in the constitution and other legislative acts is the first and most urgent step towards their establishment and implementation. However, the role of the state should not be limited to this sole aspect. The state should make every effort to guarantee, protect, and defend both human and citizen rights and freedoms, which determines its main direction of humanization and humanitarian characteristics. Various international organizations, which constitute an international legal mechanism to protect human rights, play a significant role in the observance and protection of these rights and freedoms in Ukraine. The activity of these international organizations is primarily aimed at reforming the national system in this regard, rulemaking, and ensuring accountability, the rule of law, and dialogue between government and society. Consequently, these international organizations can be considered an additional guarantee for the observance and protection of human and civil rights and freedoms. This research aims to review the role and influence of international organizations such as the United Nations, the Council of Europe, the European Union, and the Organization for Security and Co-operation in Europe in the formation of the national mechanism to protect human rights and freedoms in Ukraine. For this purpose, international legal documents adopted within these organizations were analyzed to determine their specific features, role, and implementation in the country.
UKRAINE CRISIS; WAR CRIMES AND THE POSITION OF INTERNATIONAL HUMANITARIAN LAW

As the adage goes, when bulls are fighting, the grasses are torn. In the same sense, when states are hit by war tension, the lives and rights of the civilians are at stake. The Ukraine-Russia war has created more chaos to the rights and lives of the civilians and ruined the 21 st diplomatic strategy of peaceful negotiation as put forward by the United Nations. Suppression of human rights and deliberate violation of the rules on conducts of war has been manifested in the Ukraine-Russian tension and ignited global humanitarian concerns.
The article is devoted to problems of interaction of two distinct bodies of modern international law – human rights law and international humanitarian law in times of armed conflict. Special attention is paid to differences in approaches to human rights applied by the rules of two mentioned bodies of international law. The provisions of international treaties in the field of protection of human rights and international humanitarian law, as well as the opinions of reputable domestic and foreign researchers are analyzed. The purpose of this study is to identify problem points of convergence of human rights law and international humanitarian law during armed conflicts. The research is based on a combination of specific historical, comparative-legal, formal-legal and political-legal methods. The main conclusions of the research are the following: 1) during an armed conflict human rights law and international humanitarian law are complementary bodies of international law; 2) rules of international humanitarian law operate as lex specialis in relation to human rights law; 3) further close interaction between the considered bodies can lead to their merger into a single (joint) body of international law. The novelty of the research is in the fact that it is for the first time in English the opinions of famous Russian international lawyers on the question of the relationship of these bodies of international law are depicted; also the positions of Russian scientists are compared with the opinions of their foreign colleagues.
International Law, War and Human Rights: The Humanitarian Response against the State of Emergency

The interaction between human rights and humanitarian law represents a relevant question to explain the fragmentation of international law. The separate treatment of such areas of law allows to delineate different contents and application procedures, while the joint consideration is not simple, in view of the reasons for which each of the two has been created. Humanitarian law is a set of rules of conduct limited to specific pathological situation, presumably temporary. The international human rights law is the establishment of a political and legal concept of man as endowed with certain inalienable rights that constitutes an obstacle to the arbitrary use of force by States. The aim of the paper is to identify the conflicts arising from the interaction between these regulatory systems, starting from the “derogation clauses” and the “state of emergency”, circumstances in which there are suspensions of human rights in the face of a public emergency, specifically the armed conflict. Moreover, it is necessary to analyze the containment of the war between the States, establishing whether humanitarian law is a possible exception to human rights, in view of armed conflict. A key objective is to determine whether humanitarian law generates a full- fledged “State of exception”, on the basis of global warfare scenario, where there are situations of chronic emergency.
