The Negative Factors Affecting Total Quality Applications in Educational Organisations ABSTRACT The goal of this study is to explore the factors, which hinder the “total quality applications” in educational organisations particularly in schools. Throughout the literature, the total quality management has been recognized as an approach to promote customer satisfaction and continuous improvement in work places. By focusing on the problem solving and quality-centered work organisation, this approach has been recognized to enhance the quality of the work through effective collaboration among the staff who share the common goals and responsibilities and feel the ownership of the work. The total quality management literature revealed that there have been some successful implementations of the TQM approach in educational settings, however, some researchers explored unsuccessful applications of TQM approach in educational settings. Drawn from the research results, there are 11 main factors identified to cause unsuccessful application of total quality implementations in education. These factors are (1) employee’s resistance to change, which is required by the TQM implications, (2) employees’ lack of internal understanding about the organisational culture based on quality (3) employees’ lack of commitment to the quality process (4) administrators’ lack of leadership to manage the quality process, (5) overreaching (unrealistic) expectations from the TQM implementations (6) employees’ understandings that we already do it, (7) individuals’ perception of TQM as a goal, rather than a tool to support the quality of the work, (8) managers’ fear to lose their power and authority over the workers, (9) inadequate education and human resources, (10) lack of effective team working and (11) low expectations.
