A Roadmap to Launching Survey Operations Within the U.S. Department of Defense

The Department of Defense (DOD) is acutely focused on harnessing the rising strategic value of information for decision-making and advanced capabilities from the boardroom to the battlefield. This article discusses lessons learned while consulting with the Defense Media Activity (DMA), a DOD field activity, to establish its Office of the Chief Data Officer and associated data collection and analysis programs. DMA seeks to employ surveys, focus groups, and other applied social science methods to generate new data to, and other applied social science methods to generate new data to inform the organization’s strategic initiatives and improve its services to the DOD public affairs enterprise.

Collecting, Managing, and Assessing Data Using Sample Surveys provides a thorough, step-by-step guide to the design and implementation of surveys. Beginning with a primer on basic statistics, the first half of the book takes readers on a comprehensive tour through the basics of survey design. Topics covered include the ethics of surveys, the design of survey procedures, the design of the survey instrument, how to write questions, and how to draw representative samples. Having shown readers how to design surveys, the second half of the book discusses a number of issues surrounding their implementation, including repetitive surveys, the economics of surveys, Web-based surveys, coding and data entry, data expansion and weighting, the issue of nonresponse, and the documenting and archiving of survey data. The book is an excellent introduction to the use of surveys for graduate students as well as a useful reference work for scholars and professionals.

In this chapter the authors outline important issues to consider when setting up a survey so that the administration team or a third party vendor is able to conduct meaningful analyses afterward. They discuss decisions surrounding data structure, confidential versus anonymous surveys, and missing data and reporting elements. They also discuss understanding variability, item history, and using norms and benchmark data. The latter part of the chapter focuses on model-building. In summary, it is critical to establish a purpose for a survey and to have a clear strategy for data analysis at the outset to facilitate leaders’ understanding of the data and their ability to act afterward.
