The fulfillment of the obligations provided by the legislation in force regarding the minimization of risks specific to industrial sites for the storage of explosive materials is a desideratum assumed by the management at the highest level. To this end, the paper aims to provide a brief description of the algorithm for assessing the risk of explosion and establishing the optimal solutions to minimize it, starting from the analysis of concrete situations in few locations from Romania.

This paper presents a QRA-based approach for assessing and evaluating the safety of installations handling explosive substances. Comprehensive generic lists of immediate causes and initiating events of detonation and deflagration of explosive substances as well as safety measures preventing these explosions are developed. Initiating events and corresponding measures are grouped under the more general categories of explosion due to shock wave, explosion due to mechanical energy, thermal energy, electrical energy, chemical energy, and electromagnetic radiation. Generic accident sequences are developed using Event Trees. This analysis is adapted to plant-specific conditions and potentially additional protective measures are rank-ordered in terms of the induced reduction in the frequency of explosion, by including also uncertainty. This approach has been applied to 14 plants in Greece with very satisfactory results.

It is established that today there is no effective mathematical apparatus that adequately describes the process of preventing a dangerous event and preventing an emergency related to fire and explosion of solid waste disposal facilities close to settlements. The initial and boundary conditions of the existence of the mathematical apparatus are determined, which is the basis for the development of methods of counteracting the emergency. Humidity, the temperature of the landfill, the presence of oxygen at a certain point in time are factors that initiate the danger. The specific weight of the organic component, the value of the density of the array, the height of waste disposal affect the process of counteracting the danger.

The international community has never taken into account the environmental problems of explosive pollution caused by the presence of conventional unexploded or abandoned explosive ordnance. The initiative to clear areas was only based on both the risk of explosion and the assessment of socio-economic impacts of this contamination. However, although there is a lack of scientific validation, it is essential to consider that the more the decontamination of an area is delayed, the greater the probability of an impact on the environment and the food chain. Finally, the systematic use of on-site demolition causes localized pollution of the soil which will not be remedied later. It would therefore be necessary to prioritize demolition-sites, after the temporary storage and displacement to that site for bulk-demolition. Ultimately, in-situ demolition would be reserved for dangerous non-displaceable ammunition.

In Malaysia, there has been rapidly increasing usage in amount of explosives due to widely expansion in quarrying and mining industries. The explosives are usually stored in the storage where the safety precaution had given high attention. As the storage of large quantity of explosive can be hazardous to workers and nearby residents in the events of accidental denotation of explosives, a risk assessment study for storage explosive (magazine) had been carried out. Risk assessment study had been conducted in Kimanis Quarry Sdn. Bhd, located in Sabah. Risk assessment study had been carried out with the identification of hazards and failure scenarios and estimation of the failure frequency of occurrence. Analysis of possible consequences of failure and the effects of blast waves due to the explosion was evaluated. The risk had been estimated in term of fatalities and eardrum rupture to the workers and public. The average individual voluntary risk for fatality to the workers at the quarry is calculated to be 5.75 x 10 -6 per person per year, which is much lower than the acceptable level. Eardrum rupture risk calculated to be 3.15 x 10 -6 per person per year for voluntary risk. There is no involuntary risk found for fatality but for eardrum rupture it was calculated to be 6.98 x 10 -8 per person per year, as given by Asian Development Bank.

Workplace safety and emergency procedures require the identification of explosion risks. For this reason, EU Directives as ATEX (Atmosphere Explosives) normative have been specifically issued, with the aims of protecting worker safety, properties, environment and population. Besides, the cited law requires strong expertise and knowledge of the complex science involved in explosion phenomena, which is not straightforward in small and medium enterprises. Hazard assessment of waste disposal sites. Part 1: literature review

A review of the literature and computer models from the perspective of hazard assessment approaches, particularly relating to the risk analysis of waste disposal sites, has been carried out. It was found that a comprehensive hazard assessment procedure covering all modules and sub-modules for landfill leachate does not exist. The same deduction also applies to landfill gas and degraded landfill waste, although neither of these items is the focus of this paper. A range of knowledge deficiencies is revealed in the literature studied to date. This paper, with reference to the relevant literature and models reviewed, discusses these knowledge gaps that, if bridged, can render the hazard assessment to be more holistic in itself, as well as more effective in underpinning landfill risk assessments. This paper also briefly outlines the place of hazard assessment in a risk analysis process.

Large quantities of solid municipal waste containing a variety of flammable substances, that are disposed of in sanitary and non-sanitary landfills and even illegal dump sites, usually entail a high risk of fire. The level of risk is increased by the presence of methane which is released by municipal waste decomposition. The number of landfill fires varies depending on the morphological composition of the waste, ignition sources, meteorological conditions, time of year, as well as fire protection measures. The paper describes the impact of flammable waste on landfill fires, as well as causes, frequency and procedures in preventing and extinguishing landfill fires.
