Evaluating the Feasibility of Outsourcing Public Services as a Strategy to Improve Service Delivery in Local Authorities in a Developing Country

The purpose of this study was to evaluate the feasibility of outsourcing public services as a strategy to improve the quality of service delivery by local authorities. The aim was to find out the causes for the poor service delivery by local authorities. A quantitative research approach was used and questionnaires were used to collect data from the respondents of the study. A chi-squared tests was used to determine the relationship between outsourcing and services quality. The key findings were that the causes for poor service delivery by local authorities were corruption, lack of citizen participation, lack of funds and political interference. Outsourcing was seen to bring quality and affordable services for the public while costs savings and emergence of hidden costs were the financial implications unveiled for the local authorities. The purpose of this article is to explore the effectivenee of contracting/outsourcing as an alternative way of improving the quality of public service delivery in the Czech Republic and Slovakia. The findings from the research have been used to establish the trends of contracting/outsourcing when applied in the Czech Republic, Slovakia and even in other countries. Outsourcing by Private and Public Organisations: How much Could Public Bodies Learn?

Outsourcing is already for longer period used in private sector as a tool of rationalization of internal processes. As the result of New Public Management changes it was started to be implemented also in public organizations. The paper starts with brief introduction of the concept of outsourcing, both in relation to private and public sector practices. Its core parts are devoted to analysis of experience with outsourcing of internal services in private and public organizations in the Czech Republic and Slovakia. Some interesting conclusions are derived from the research. First, outsourcing is relatively frequently used by private firms in the Czech Republic. Objective: Outsourcing as an effective strategy in public management has brought the attention of policy makers for long time ago. This strategy as a public -private partnership arrangement (PPP) was coined to increase efficiency and quality in public organizations .in this study we aimed to investigate the frequency of using common outsourcing models in Bushehr University of Medical Sciences (BUMS).Methods: This is a descriptive and cross-sectional study conducted in year 2020 in BUMS.
